New pilot grant to support Waterford's night-time economy

Waterford Purple Flag and Waterford City and County Council have teamed up to announce the launch of the Night-Time Economy (NTE) Pilot Grant for 2025.
The new scheme is designed to support creative, cultural, and community activity during off-peak evening hours in Waterford city.
The pilot scheme seeks to energise the city's Purple Flag Zone with fresh, engaging events that will take place between Sunday and Thursday after 5pm, bringing new life to Waterford after dark and diversifying its cultural and social offering for residents and visitors alike.
Waterford City and County Council has a long-standing commitment to support the cultural and creative life of Waterford, said a spokesperson.
'In 2025 the elected members approved a budget of €1.6 million to support festivals, cultural events, and artistic programming across the city and county.
'The launch of this new NTE pilot grant reflects and compliments that same commitment, with a specific focus on stimulating safe, inclusive and imaginative activity during traditionally quieter hours.'
Grants, ranging from €500 to €1,000, are available to artists, venues, businesses, community groups and creative collaborators who wish to trial events such as live performances, exhibitions, wellness evenings, guided tours, workshops, and more.
Collaborative, multi-partner applications with larger ambitions may also be considered, subject to available funding.
The project aligns with Waterford's Purple Flag goals, which are the recognition of excellence in evening and night-time management and the local authority's 'ongoing commitment to nurturing a vibrant, safe and sustainable cultural life for all.'
Michael Quinn, director of services with Waterford City and County Council explained: 'The NTE grants will give artists, groups and businesses the opportunity to develop night-time initiatives that not only contribute to Waterford's evening economy but place an emphasis on Waterford's city centre as a safe, accessible and vibrant place after dark.
'The importance of the nighttime economy cannot be overemphasised, and the introduction of new, engaging and value-added initiatives will only serve to complement and enhance what's on offer throughout the day.'
Jim Gordon, Chair of the Purple Flag Committee, welcomed the launch, saying: 'The NTE Pilot Grant builds on the great progress already made in enhancing Waterford's night-time economy. It provides targeted support to creative projects that bring life into the city centre in the evenings and encourages collaboration across the community.
'We're pleased to see Waterford City and County Council continue to lead in this space, helping to grow and sustain the Purple Flag standard.'
Applications are now open and the deadline for submissions is 4.30pm on Friday, August 22. All supported events must take place Sunday to Thursday after 5pm between September 4, and November 13, within Waterford City's Purple Flag Zone.

Tourism key as Waterford apartments blocked by An Coimisiún Pleanála

Oakshade Holdings Ltd applied to Waterford City and County Council on October 27, 2023, for permission to build the mixed use housing development at Pebble Beach, Riverstown, Tramore, Co Waterford. The plans were to change the existing ground floor mixed use development from commercial to residential, to provide for three two-bedroom apartments, along with the construction of a new second floor to the existing two-storey building. The new second floor would have provided for five new apartments consisting of one two-bedroom apartment, two one-bedroom apartments, and two studio apartments, with the provision of a new three-storey extension to the front of the building to provide a new stairwell and lift access to the new second floor. There would have been modifications to all existing facades, together with retention permission for modifications to existing external windows and doors and all associated site development works and associated site services. The council requested further information in December 2023, and this was received in July 2024. Local residents Mary Egan and Donal Blackwell made observations at the planning stage. The observations stated that the development would encroach on the observers' property within the ground floor of the premises. They maintained that a planning report recommended refusal on the grounds of the site being zoned 'tourism' and that the change of use and construction of an additional floor would be incompatible with the pattern of uses in the area. The observations also stated the drawings submitted did not represent the existing configuration. The council gave the go-ahead on October 11, 2024, subject to 12 conditions. Mary Egan and others appealed this decision to An Coimisiún Pleanála on November 11, 2024. The commission issued its ruling on Wednesday, July 30, refusing permission for the proposed development. The authority said the site was within an area zoned 'tourism' in the Waterford City and County Development Plan 2022-2028, where the land use zoning objective is 'to provide for tourist uses' and that the development plan 'zoning matrix' states that a residential scheme is not permitted in the 'tourism' land use zoning area. 'It is considered that the nature of the development of apartments for residential use as proposed would be incompatible with the area and would materially contravene the land use zoning objective 'to provide for tourist uses' of the Waterford City and County Development Plan 2022-2028, and, accordingly, would be contrary to the proper planning and sustainable development of the area.'

Waterford estate residents welcome Pride of Place judges after community award win

Waterford City and County Council hosted Tom and Alison Dowling, adjudicators for the 2025 Pride of Place Awards, at Tournore Court, Dungarvan, where the residents association showcased their outstanding community initiatives. The visit follows the association's recent triumph at the 20th annual Waterford PPN Community and Voluntary Awards. There, they were honoured with the overall award at a gala ceremony held in The Park Hotel, Dungarvan, last November and the subsequent proud nomination by the council to represent Waterford at the all island Pride of Place Awards. During the adjudicators' visit, members of the residents association highlighted a range of innovative and impactful projects, including the Beach Toy Library, Adopt a Verge Programme, Scare and Rewear Costume Swap Shop and the Party Kit initiative. These efforts reflect the group's commitment to environmental stewardship, social inclusion, and fostering strong neighbourly connections. The adjudicators were impressed with their visit and particularly enjoyed afternoon tea provided by the residents in the basking sunshine as the local children played around the green. The Pride of Place Awards will be held in Limerick later this year and will celebrate excellence in community participation across the island of Ireland. Waterford City and County Council said it is 'proud to support Tournore Court Residents Association as they continue to lead by example with tremendous community spirit and initiative and wishes them the best of luck.'
