Net zero economy grows 10% in a year with £83bn boost to UK, report says

The 'net zero' sector has grown by 10% in the past year, adding £83 billion to the UK economy and boosting regional growth, a report suggests.
A study commissioned by think tank the Energy and Climate Intelligence Unit (ECIU), with analysis from CBI Economics and the Data City, also found employment in green industries and businesses had grown 10% in the past year, supporting the equivalent of 951,000 full-time jobs.
The report comes amid pushback in some quarters against the efforts to meet a legally binding goal to cut the country's greenhouse gas emissions to zero overall – known as net zero – by 2050 to tackle climate change.
It suggests the UK net zero economy – which includes sectors such as renewables, electric vehicles, low carbon heating, green finance and recycling – is a significant driver of growth, innovation and productivity.
And it finds that the net zero economy is growing significantly in regions beyond London and the south east, such as Yorkshire and the Humber and Scotland, and is boosting some of the most deprived areas of the country.
The study found net zero is particularly important in Scotland, making up around 4.9% of the country's gross value added (GVA) – adding some £9.1 billion to the economy – and supporting around 3.8% of its jobs.
UK-wide, there were 22,800 businesses classed as part of the net zero economy by the end of 2024, the majority of which were small and medium-sized businesses, the analysis found.
The sector generated £83.1 billion in additional value to the economy, with £28.8 billion being generated by the activity of net zero businesses, and a further £54.3 billion in the supply chain and wider economy.
And it supported 273,000 full-time equivalent jobs directly in the sector – overtaking the telecommunications sector in the past year – along with 679,000 in the supply chain and wider economy, the analysis found.
Jobs in net zero industries are typically better paid than the UK average, with employees in the sector earning an average of £43,076 a year, compared with £37,430 for full-time employees across the UK as a whole, the report found.
Net zero jobs are highly productive, with each full-time role generating £105,000 in economic value, well above the UK average, and attracted public, private and foreign direct investment worth £23 billion in 2024, it said.
Louise Hellem, chief economist at the CBI, said: 'The net zero economy continues to demonstrate that there are huge emerging markets for green technologies that the UK must capitalise on.
'It is clear, you can't have growth without green.
'At a time when the cost of doing business has squeezed appetite for capital investments and high energy prices are being cited as a drag factor across the economy, investments in clean technologies can significantly bolster competitiveness and productivity.'
She said the report underlined why net zero needed to be at the heart of the UK's growth strategy, and pointed to the Government's strategy to achieve clean power by 2030 as signalling the investment needed to decarbonise the power sector.
But ministers should prioritise decarbonising sectors including transport, buildings, industry and manufacturing in the spending review and industrial strategy to significantly boost the net zero economy and reduce emissions, she urged.
Peter Chalkley, director of the ECIU, said climate change laws and resulting relative policy stability had been a 'foundation for this sustained net zero growth, but it cannot be taken for granted and political signals matter for investors'.
'Nearly a million British livelihoods now depend on the net zero economy, which has at its core thousands of small businesses based all around the UK, from Grimsby to Gateshead to Glasgow, insulating homes and manufacturing equipment,' he added.
Commenting on the report, Labour MP Luke Murphy warned that the country was at a 'moment of risk', with less of a cross-party consensus on climate than in the past, as some Conservative and Reform politicians criticise net zero, electric cars and renewables.
'There are huge economic costs of not seeing this transition as an economic opportunity,' he said, adding he thought the Government was determined to keep it at the heart of its 'growth mission'.
Energy Secretary Ed Miliband said: 'Clean power and accelerating towards net zero are the economic opportunities of the 21st century – and the Energy and Climate Intelligence Unit's findings show this clearer than ever.
'These numbers speak for themselves. Net zero is essential to growth, a strong economy and money in working people's pockets.
'Our mission to make Britain a clean energy superpower is the route to energy security, good jobs and investment in our communities.'

Pensioners have been warned to watch out for scam texts about the Winter Fuel Payment changes after Labour confirmed millions more will be able to receive it this year. Eligibility for the payment was slashed for 2024, excluding all but the very poorest pensioners from claiming it. The government has now responded to calls to undo this measure, raising the threshold so that anyone with an income of or below £35,000 will receive it this winter. Just over three-quarters of pensioners – nine million people – will now receive the benefit, the government estimates. The further two million pensioners with taxable incomes above the threshold will remain exempt. Crucially, pensioners now don't need to do anything to receive the payment. It will now be paid automatically to all, with those with incomes over the threshold having it clawed back automatically through the tax system. This means any text purporting to be from the DWP urging pensioners to 'apply' for their Winter Fuel Payment a scam, the department has confirmed. Those receiving these texts should be especially wary if they contain requests for bank details, payment, or claim there is a time limit. The issue was recently raised by Cheshire West and Chester council, whose trading standards officers are warning pensioners in the area against falling foul of the scam texts after seeing a rise in them. The local authority has shared an example of a fraudulent text that was sent to a pensioner in the area: 'DWP Service Centre: You have not yet completed your application for an energy subsidy for 2024-2025. The subsidy is £300. It is important that you submit your application by 10 June. Late applications will not be processed. One woman on social media shared how she fell foul of a scam earlier this year: 'I'm absolutely furious! I have just been the victim of a scam targeting older people. I was sent a text message supposed to be from the D.W.P, telling me about the winter fuel payment. The text continues to say that I can't get this because I have not completed the application form yet. 'They said that the deadline is tomorrow and therefore I must complete the form urgently. So they wanted details my full name phone number email address and they wanted to test my card by saying if I pay them £1 then they would reimburse me. 'When I tried to use my debit card it wasn't acceptable so I used my credit card. After that it said that I should send the code that they had sent me to make sure my money was safe. But they hadn't sent me a code. And everytime I pressed help nothing happened. 'They have details to all my money and I am unbelievably stressed so please people be very careful and don't fall for a scam like I did.' Fortunately, she was able to contact her bank to cancel both of her cards, meaning no money had been lost. The pensioner revealed that the scammers had attempted to add her credit card to a mobile phone, but failed because it was cancelled. Cheshire West and Chester council cabinet member for community safety, Stuart Bingham said: 'This latest scam appears timed to coincide with the chancellor's announcement this week of the changes to the winter fuel payment, extending the eligibility criteria. Watch out for fake text messages claiming to be from the Government, inviting you to apply for a new winter fuel payment. 'This scam is a repeat of a similar scam in the autumn of 2024. There is no requirement to apply for the payment. Do not give anyone your personal data after receiving a text message. Please also check on vulnerable neighbours and relatives to ensure they are aware of this scam.'

Aurigny has failed in its bid to secure additional slots at two of London's airports, according to Airport Coordination Limited (ACL). The Guernsey airline requested 1,232 slots at London Heathrow and an additional 862 slots, on top of the 1,838 it already has, at Gatwick but has been granted slots are needed to gain permission to use an airport's infrastructure.A spokesperson for the airline said: "Aurigny, like many regional airlines, routinely submits slot applications at capacity-constrained airports in the London catchment." American Express is changing the minimum income requirements for three of its most popular credit cards. The credit card giant reintroduced minimum income requirements for its cards in 2023, having scrapped them in 2016. American Express is now tweaking the income requirements for three of its credit cards so they have a lower threshold. The minimum income requirement for the British Airways American Express credit card is now £15,000 where previously it had been £20,000. The minimum income requirement for both the American Express Rewards credit card and the Amex Cashback Everyday credit card has also dropped to £15,000 from £20,000. The popular American Express Gold and Platimum cards' minimum income requirement remains unchanged at £20,000 and £35,000 respectively. The Platinum card's minimum income requirement was £40,000 in 2016. The only card which has seen a jump in the minimum income requirement since 2016 is the British Airways American Express Premium Plus Card. It was available on a £20,000 income in 2016 but now requires £35,000. Rob Burgess, editor of frequent flyer website Head for Points, said: 'The previous limits were not exactly tough for anyone in a full time job. 'Someone on minimum wage doing 40 hours per week would qualify for every American Express card except The Platinum Card and the British Airways American Express Premium Plus Card.' 'The winners from these changes are probably the retired or part-time workers, who may now find they earn enough to apply for specific products.'
