Delhi: Lawrence Bishnoi Gang Member Commits ‘Suicide' In Prison

A Lawrence Bishnoi gang member serving his sentence under the Maharashtra Control of Organised Crime Act (MCOCA) charges, committed suicide under mysterious circumstance by hanging himself in Mandoli Jail in Delhi on Saturday morning, an official said. A probe has been ordered to rule out foul play in the incident.
The body of Salman Tyagi, who was serving a term after conviction in a number of cases, including murder, extortion and possession of illegal arms, was found hanging in Jail Number 15, said an official.
Tyagi, allegedly active in West Delhi, was earlier linked to the rival Neeraj Bawana gang. Last year, while remaining in jail, he had allegedly executed a firing incident in Rajouri Garden to extort Rs 50 lakh from two businessmen.
After his unnatural death in the prison on Saturday, officials have launched a probe to rule out foul play or involvement of gang war, said the official.
According to the official, they received information in the morning that Salman had hanged himself using a bedsheet.
Thereafter, he was rushed to the jail hospital where he was declared dead by the medical officer, he said, adding that the body was sent for post-mortem to determine the exact cause of his death.
The incident created a flutter in the prison complex, run by the Delhi government, even as the jail administration launched a probe into the mysterious circumstances under which Salman's body was recovered.
As per the Delhi Prisons Act, an enquiry by a Sub-Divisional Magistrate (SDM) is also ordered in cases of jail inmate deaths, especially when the death is considered unnatural or occurs under suspicious circumstances.
This is usually a magisterial enquiry, as per Section 176 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS).
In Delhi prisons, when an inmate dies, the body is released to their family or relatives if claimed, unless there are specific reasons like infectious disease or potential for public demonstration.
If the body is not claimed, it is disposed of respectfully, ensuring it doesn't become a public nuisance or cause distress. The process is governed by the Delhi Prisons Transfer of Prisoner, Labour and Jail Act, which outlines the procedures for handling the deceased prisoner's body, said an official.

BENGALURU: Deputy Chief Minister DK Shivakumar on Sunday directed officials to identify unsafe and unscientifically built structures in Bengaluru, issue notices to negligent owners and file criminal cases against them. Shivakumar visited Rajanna Lane in Nagarathpete, where five people, including two children, died in a fire mishap due to a suspected short-circuit in a four-storey building that was constructed in violation of fire safety norms. After inspecting the spot with BBMP Chief Commissioner Maheshwar Rao, Police Commissioner Seemanth Kumar Singh, and other officials, he told the media that many buildings in the city were being constructed beyond permitted limits, making them unfit for habitation. 'In places meant for two or three floors, people have built eight or 10. Such unsafe structures pose risks,' he said. The Deputy CM added that demolitions would not happen immediately, but owners must strengthen weak buildings without delay. 'If they fail to do so, strict action will follow. No permissions will be given in future for such unsafe constructions,' he warned. He announced that the government would give Rs 5 lakh compensation to the families of the deceased. 70 per cent of buildings are illegal Asked about illegal constructions in the city, Shivakumar said, 'Around 70 per cent of buildings in Bengaluru are illegal. In new BDA layouts, builders are putting up more floors than permitted. The Supreme Court has now ruled that water and electricity connections cannot be given without an Occupancy Certificate. Based on this, 4 lakh connections have been stopped.' Pointing to congested localities like Chickpet and Nagarathpete, Shivakumar said they had turned into commercial hubs despite being designated as residential. He added that rental-driven unsafe construction practices were endangering lives and it should be stopped.

COIMBATORE: The All Omni Bus Owners and Operators Association alleged on Sunday that transport officers in the state are illegally collecting money from omni bus owners from both Tamil Nadu and other states under the guise of a special tax, despite them already paying the legally mandated road tax. The association's founder, A Pandiyan, stated that a bus with an all-India permit pays a road tax of Rs 90,000 to the central government every three months. Additionally, they pay road tax to their respective state governments based on the number of seats. He said that, according to law, no other taxes are required. Operators are also subjected to long checks at toll gates, causing delays in passenger drop-offs and affecting their business, he said. 'However, officers from the state transport department are collecting money from omni bus owners who are operating inter-state, from other states to Tamil Nadu and vice versa. They are doing so in the name of a special tax. They collect anywhere from `20,000 to `1 lakh, especially on holidays and during festival times,' Pandiyan alleged. Urging Transport Minister SS Sivasankar to intervene and put an end to this illegal practice, the association warned of a larger protest at the state transport department office in Chennai if the issue persists. When contacted, transport and road safety commissioner R Gajalakshmi told TNIE that she would look into this matter.
