Department of Health – Abu Dhabi signs a Memorandum of Understanding with Microsoft to create an AI-powered Population Health Intelligence framework
Abu Dhabi, UAE: Department of Health – Abu Dhabi (DoH), the regulator of the healthcare sector in the emirate, has signed a Memorandum of Understanding (MoU) with Microsoft to co-develop an advanced 'Population Health Intelligence' framework – a world's first true learning health system. Signed at Abu Dhabi Global Health Week (ADGHW), the framework aims to create a true learning health system capable of continuously predicting, preventing, and responding to public health challenges.
The MoU was signed by H.E. Ibrahim Al Jallaf, Executive Director of Digital Health at DoH and Naim Yazbeck, Country General Manager from Microsoft UAE.
Around the world, fragmented data systems and reactive models are failing to meet the rising demands for treating complex chronic conditions. As health systems worldwide focus towards shifting from reactive to predictive models, Abu Dhabi is taking a bold step forward, turning billions of data points into life-changing insights driven by artificial intelligence (AI) and advanced analytics into actionable interventions at the individual and population level.
The 'Population Health Intelligence' framework is built on two interconnected pillars:
Predict: Establish a digital twin of Abu Dhabi that consolidates clinical, behavioural, environmental and demographic data into a unified view, enabling AI to proactively detect and address health anomalies for early investigation.
Prevent and Act: Deploy AI-powered, context-aware recommendations tailored to population, district, and individual levels; simulate the future impact of interventions; and enable coordinated response based on real-time feedback.
In line with its commitment to ensuring the highest standards of data protection, DoH guarantees that all patient data will be handled with the utmost confidentiality and security. This initiative adheres to robust privacy regulations, ensuring that sensitive information is safeguarded against unauthorized access and breaches. By embedding intelligence into every layer of the health system, the framework supports Abu Dhabi's objective to shift from reactive care to proactive healthspan for all.
Commenting on the announcement, H.E. Through this collaboration, DoH will leverage Microsoft's trusted and secure cloud platforms and AI technologies to span multiple workstreams, including concept and prototype development, value assurance, integration of the framework into Abu Dhabi's existing digital health ecosystem, and knowledge-sharing in the public domain through conferences and global reports.
Commenting on the intent of this partnership, Mr. Yazbeck said: 'This collaboration reflects the transformative potential of artificial intelligence and cloud technologies in solving some of the world's most pressing healthcare challenges. The 'Population Health Intelligence' framework will focus on key population health challenges including chronic disease prevention, early detection, and health equity. Reflecting Abu Dhabi's commitment to global impact, DoH will share relevant insights and innovations from this collaboration in the public domain, supporting the development of similar models worldwide.
ADGHW is a major government initiative from DoH and serves as a platform for innovation and collaboration under the theme 'Towards Longevity: Redefining Health and Well-being.' It places a strong emphasis on community-driven health and well-being, with a proactive approach centred around preventive, personalised, and holistic care.

To Raise Awareness and Commitment Among Organisations Operating in The Waste Sector The Environment Agency – Abu Dhabi (EAD) announced the launch of an integrated system for managing and monitoring waste management activities across the emirate of Abu Dhabi. This system aims to ensure compliance with the emirate's environmental standards and waste management laws, helping to fulfil its vision of environmental sustainability and the protection of natural resources. The newly implemented system seamlessly integrates three main waste monitoring and management systems: the Waste Management Activities Inspection and Patrolling System, the Occupational Health and Safety System for Waste Management Sector Workers, and the Electronic System for Tracking and Monitoring Waste Transfer Operations. By developing and integrating sustainable waste management practices, the new system will ensure improved operational efficiency for facilities operating in this sector as well as for inspection and patrolling system. Developed through a series of processes and procedures designed to evaluate all activities related to the collection, transportation, treatment and storage of waste, the system helps facilitate inspection and monitoring procedures for waste sector stakeholders. The system also examines current gaps in the waste sector and identifies lessons learned, enabling EAD to achieve its future initiatives. Commenting on the launch of the system, Engineer Salem Mubarak Al Breiki, Director of Waste Management Division at EAD, said: 'The launch of this integrated system marks a pivotal step in achieving our strategic waste management objectives and reinforcing the Agency's role in addressing challenges. It fosters stronger partnerships with various entities, enabling the exchange of expertise and the evaluation of our procedural and regulatory frameworks. The system also includes the preparation of field inspection plans and periodic monitoring that target licensed and operating sectors and facilities in the field of waste trade, transportation, and treatment. Additionally, the scope of control is expanded to include rural areas, aiming to regulate random waste dumping and other incorrect practices, while longer-term plans will also include dealing with challenges created by waste-producing sectors. Apr 20, 2025 In a major healthcare breakthrough, the UAE is set to manufacture CAR-T cell therapies locally, cutting treatment costs by up to 90% compared to international prices. The initiative, announced during Abu Dhabi Global Health Week, results from a partnership between Burjeel Holdings and US-based non-profit Caring Cross. CAR-T therapy is a next-generation immunotherapy that reprograms a patient's immune cells to target and destroy cancer cells, primarily used to treat aggressive blood cancers like leukemia and lymphoma. With current global treatment prices ranging from USD 350,000 to over USD 1 million, access has remained limited across the MENA region. This new initiative will establish a local manufacturing ecosystem, with Caring Cross supplying the technology, raw materials, and training needed to support point-of-care production. The first phase focuses on leukemia and lymphoma, with plans to expand into treatments for other diseases, including HIV. The partnership aims to position the UAE as a regional hub for advanced cell and gene therapies, enhancing access to life-saving treatments and supporting healthcare sustainability across underserved populations in MENA and beyond.

Bill Gates announces plan to give ‘virtually all' his money away and end the Gates Foundation in 20 years
New York CNN — When Bill and Melinda French Gates created the Gates Foundation in 2000, they had planned for the organization to continue its work, using their remaining fortune, for several decades after they died. But now, the billionaire Microsoft founder says he doesn't want to wait that long to give away most of his wealth. Gates announced on Thursday that he now plans to distribute 'virtually all' of his wealth — around $200 billion, he estimates — within the next 20 years, before shuttering the foundation on December 31, 2045. The announcement comes as President Donald Trump's administration is working to slash funding for health, foreign aid and other public assistance programs — the types of causes the Gates Foundation supports — raising concerns about stalled progress on research and other crucial projects. Gates wants to accelerate the foundation's work on global health and equity initiatives and hopes the move will set a model for other billionaires, he said in a blog post published Thursday morning. The pledge builds on Gates' track record of promoting philanthropy. He, along with ex-wife French Gates and Warren Buffett, launched the Giving Pledge in 2010 to encourage wealthy individuals to donate most of their fortunes to charitable causes either during their lifetimes or in their wills. It now has more than 240 signatories. 'People will say a lot of things about me when I die, but I am determined that 'he died rich' will not be one of them,' Gates, who turns 70 later this year, wrote. 'There are too many urgent problems to solve for me to hold onto resources that could be used to help people.' She said in 2022 that she would not give away the bulk of her wealth through the Gates Foundation.
