
How the British Council changed my life
It was with great dismay and a sense of urgency that I read Patrick Wintour's piece about the decline of the British Council (Why the financial crisis at the British Council matters as UK pushes soft power, 25 January).
I was 13 when I discovered the tiny British Council outpost in what used to be my hometown in the east of Slovakia. I still remember my excitement at finding Roald Dahl books in English and Harry Potter audiobooks on cassette. Having access to a treasure trove of British books played a vital role in fuelling my passion for learning English and, a few years later, in securing a scholarship to go to study in the UK.
Today I live in Paris, but the subtle effects of British soft power from two decades ago still haven't worn out. Daily, and somewhat desperately, I drink my Yorkshire Tea with milk while listening to the Today programme. More importantly, the British Council made such a lasting impression on me that I sought out its Paris office and have attended a couple of thought-provoking events here.
I believe that it is partly the British Council that kickstarted my lifelong pursuit of, and passion for, all things British – the ramifications of that presence in my early teenage years include, I believe, my Guardian Weekly subscription today. I agree that to see it disappear would be a terrible blow to UK soft power and to all those whose personal and professional growth could be enriched by access to British literature and culture.Lenka HudakovaParis, France

Home Office plans to spend £2.2bn of foreign aid on asylum support this year
The amount of overseas development assistance (ODA) budgeted by the Home Office – which is largely used to cover accommodation costs such as hotels for asylum seekers – is slightly less than the £2.3 billion it spent in 2024/25. International rules allow countries to count first-year costs of supporting refugees as overseas development assistance (ODA). The figures, first reported by the BBC, were published in recent days on the Home Office website. 32,345 Number of asylum seekers being housed temporarily in UK hotels at the end of March 2025 The Home Office said it is 'urgently taking action to restore order and reduce costs' which will cut the amount spent to support asylum seekers and refugees in the UK. It also said it was expected to have saved £500 million in asylum support costs in the last financial year, and that this had saved £200 million in ODA which had been passed back to the Treasury. A total of 32,345 asylum seekers were being housed temporarily in UK hotels at the end of March this year. This figure is down 15% from the end of December, when the total was 38,079, and 6% lower than the 34,530 at the same point a year earlier. Asylum seekers and their families are housed in temporary accommodation if they are waiting for the outcome of a claim or an appeal and have been assessed as not being able to support themselves independently. They are housed in hotels if there is not enough space in accommodation provided by local authorities or other organisations. Labour has previously said it is 'committed to end the use of asylum hotels over time', adding that under the previous Conservative government at one stage 'more than 400 hotels were in use and almost £9 million per day was being spent'. We are immediately speeding up decisions and increasing returns so that we can end the use of hotels and save the taxpayer £4 billion by 2026 Home Office spokesperson Jo White, chairwoman of the Red Wall group of Labour MPs, told BBC Radio 4's Today programme on Saturday: 'We need to be looking at things like ECHR article eight. I don't think anything's off the table … including looking at new options such as processing abroad. 'So, we have to be open to see how we can move move that backlog as quickly as possible. I'm getting impatient. 'I know my colleagues in parliament are getting impatient and we're pressing the Government as hard as we can on this.' A Home Office spokesperson said: 'We inherited an asylum system under exceptional pressure and are urgently taking action to restore order and reduce costs. 'This will ultimately reduce the amount of official development assistance spent to support asylum seekers and refugees in the UK. 'We are immediately speeding up decisions and increasing returns so that we can end the use of hotels and save the taxpayer £4 billion by 2026. 'The Rwanda scheme also wasted £700 million to remove just four volunteers – instead, we have surged removals to nearly 30,000 since the election, are giving law enforcement new counter-terror style powers, and increasing intelligence sharing through our Border Security Command to tackle the heart of the issue, vile people-smuggling gangs.'

Cabinet approves transport strategy wish list
PEMBROKESHIRE COUNTY COUNCIL'S Cabinet has endorsed a Regional Transport Strategy that relies on Welsh Government funding of £125m over the next five years. However, the plan also relies on the Council spending other money allocated to it by the Welsh Government to pay for the delivery of Welsh Government as well as local priorities. Based on comparisons between similar projects, the low end of the cost of delivering the Pembrokeshire-only projects will be at least £66m. That suggests that not only will all the projects not come to fruition in the plan period but also indicates that the Welsh Government funding allocation to them underestimates the cost of delivering the majority, if not all, of the projects. If the strategy's budget is fantasy, the prospects of delivering all of it are even more fanciful. The projects in the strategy read like a Guardian reader's wishlist instead of something grounded in local needs. ACTIVE TRAVEL SCHEMES DOMINATE The thirty-plus projects located solely in Pembrokeshire include fifteen schemes solely dedicated to active travel or which incorporate active travel as part of them. In context, and based on the cost of delivering similar schemes, the low-end estimate for 'active travel' schemes alone is around £22m. 'Active Travel' under the Welsh Government's Active Travel Act refers to efforts to reduce the use of cars for everyday journeys, such as commuting and education. Active travel schemes create infrastructure which supports walking, cycling, and wheeling (e.g., wheelchairs, mobility scooters). Those schemes work well in urban areas. However, in rural areas with dispersed working populations, such as Pembrokeshire, their impact is less beneficial. The now-former Welsh Government minister Lee Waters got an earful from Plaid Cymru and fringe environmental groups (mostly funded by the Welsh Government) when he dared say that cars would continue to be the primary mode of transportation in rural Wales. If an MS from Dolgellau can use an e-scooter to get the mile and a half from their taxpayer-funded flat in Cardiff to the Senedd, there's evidently no reason why commuters between Fishguard and Haverfordwest can't do the same. The active travel schemes planned for Pembrokeshire include a Multi-User Route from Narberth to Haverfordwest, an active travel route from Pembroke Dock to Pennar, one from Pembroke to Angle, six schemes in and around Tenby, and an expansion of the County Council's e-bike scheme. BIG TICKET SPENDING The big spending item is the relocation of the A487 at Newgale. That project has been on the cards for fourteen years, if not longer. It forms part of the Welsh Government's regional transport strategy as a permanent solution to the challenge of coastal erosion and the increased risks of tidal and pluvial flooding, standing against less certain and temporary interventions to hold the existing line. As it is part of the Regional Strategy, it will be predominantly funded by the Welsh Government through project-specific grants, in the same way as the preliminary investigations and public engagement. The plan will funnel transport funding towards supporting the Celtic Sea Freeport. Its backers hope the Freeport's economic impact will be positive and spread across the Freeport area. However, the existing transport infrastructure for it is a bad joke. Addressing its shortcomings is a major component of the Regional Transport Strategy. Setting aside projects scheduled for Neath Port Talbot, millions of pounds are projected to be spent on hydrogen fuel infrastructure and green/blue energy grid improvements. However, one project guaranteed to cause controversy seeks to increase road capacity and flow through Pembroke to support increased traffic from the Celtic Freeport development in the Angle Peninsula. Bearing in mind obvious geographical and logistical constraints and its need to cross conservation areas and sensitive landscapes within the National Park, any road expansion (there's also an active travel route planned) will likely cause uproar and cost tens of millions to deliver. That is, however, a long-term project. MORE TRANSPORT HUBS In the medium term, the Regional Strategy looks at a multi-million-pound project to improve roads between Haverfordwest and Milford Haven. That scheme looks to address congestion between the county town and the centre of Freeport operations in Pembrokeshire. Again, geographical and logistical issues suggest that the project will find it difficult to do much more than put lipstick on a pig. If, however, the scheme manages to resolve the congestion hotspots at Cartlett, Salutation Square (subject to a separate congestion-easing plan), Freemen's Way, and Johnston as far as the Sunnycroft Roundabout, it will doubtless be welcomed by commuters. And, if you thought one transport hub was a bad idea, there's more to come – from the Milford Haven transport interchange to one planned for Pembroke Dock, improved access to Fishguard's ferry port, and a host of other projects that will connect Pembrokeshire's public transport network, as the plan puts it poetically 'ensuring better multimodal connectivity'. Given the almost certain budget problems which these projects will encounter and, therefore, cause the County Council when it comes to setting its budgets, ensuring Pembrokeshire gets what it needs to improve the local economy instead of what the Welsh Government thinks it ought to have will be a major source of tension and contention. If half of the plan is delivered on time, on budget, and within the Welsh Government's funding envelope, its effects will be limited – as we will all have pigs to fly around on.

The bridge's inauguration comes just a month after a shooting in the resort town of Pahalgam, Indian-controlled Kashmir, which killed 26 people. Waving the national flag over the bridge, Modi said: "Pakistan will never forget… its shameful loss.' He added: 'Today's event is a grand festival of India's unity and firm resolve.' Dubbed by Indian Railways as one of the most challenging tracks in the world, the bridge is seen as a symbol of India's economic strength. Stretching 0.8 miles long, the structure has been built to withstand 165mph winds and high-intensity earthquakes. The idea for the railway was first floated in 1892 by the then ruling Maharaja Hari Singh, who brought in British engineers to survey the rugged terrain. But given its complexity, the plan was ultimately shelved. The 169-mile railway line starts in the garrison town of Udhampur in Jammu and winds its way through Srinagar, the main city in Indian-administered Kashmir. It ends in Baramulla, near the heavily militarised Line of Control that divides the Himalayan region between India and Pakistan. India & Pakistan accuse each other of breaking ceasefire as explosions heard hours after deal The bridge is the focal point of the £3.7bn Udhampur-Katra-Baramulla project - set to connect Jammu and Kashmir with 36 tunnels and 943 bridges. It is expected to slice in half - to around three hours - the time taken to travel from Katra, a town in Kashmir's Hindu-majority Jammu region to Srinagar, Kashmir's main city which has a Muslim majority. Around 16 million people live in Kashmir, split between the Indian-controlled and Pakistani-controlled areas. When India and Pakistan gained independence from British rule in 1947, Indian troops took control of two-thirds of Kashmir, while Pakistan seized the northern third. Since then, the dispute between the two nuclear-armed neighbours has evolved into one of the world's most intense geopolitical rivalries. India accused Pakistan of backing the recent Pahalgam massacre - a claim Islamabad firmly denies. US President Donald Trump said: "The United States stands strong with India against terrorism. "We pray for the souls of those lost, and for the recovery of the injured. "Prime Minister Modi, and the incredible people of India, have our full support and deepest sympathies." In response to the terror attack, India launched "Operation Sindoor", striking nine sites across Pakistan and Pakistani-controlled Kashmir. Pakistan officials said the "unprovoked" strikes killed at least 31 people, including several children, as well as injuring 46 others.
