HC revokes transfer of judge hearing the north-east Delhi riots ‘larger conspiracy' case
The Delhi High Court on Wednesday revoked the transfer of Additional Sessions Judge Sameer Bajpai, who was hearing the north-east Delhi riots 'larger conspiracy' case.
The High Court had on May 30 transferred ASJ Bajpai, who had been hearing arguments on the framing of charges in the February 2020 communal violence 'larger conspiracy' case in a Karkardooma court on a daily basis since September last year, to the Saket courts complex as part of a routine transfer process.
He was replaced by ASJ Lalit Kumar, who, on June 2, had ordered fresh hearings in the matter.
The development is likely to speed up one of Delhi's most high-profile trials in connection with the violence in several parts of north-east Delhi, which left 53 people dead and over 700 injured.
The transfer of ASJ Bajpai had drawn criticism from lawyers who felt that the move would cause the trial, which has already been delayed due to pending investigations and judicial transfers, to further slow down.
'The pace at which the case is moving can be gauged by the fact that of the 18 accused booked under the Unlawful Activities (Prevention) Act, 1967, among other charges, most have been in jail for over four years,' said a lawyer on condition of anonymity.
The 'larger conspiracy' case is among the many pertaining to the riots and is so named because Delhi Police, which is probing the matter, has claimed that the violence was part of a 'deep-rooted conspiracy'. Key accused in the case include former Delhi councillor Tahir Hussain, student activists Umar Khalid, Khalid Saifi, Ishrat Jahan, Meeran Haider, Gulfisha Fatima, Shifa-Ur-Rehman, Asif Iqbal Tanha, Athar Khan, Safoora Zargar, Sharjeel Imam, and Natasha Narwal.
2,500 arrested so far
In the months following the riots, the police arrested over 2,500 people in various cases based on CCTV footage and testimonies of victims and eyewitnesses.
During the four years of trials, the city courts gave bail to more than 2,000 people. Several trial courts also made adverse comments about the police's 'shoddy' investigations.
The arguments over the framing of charges began in 2024, a year after the filing of the chargesheet.

JABALPUR: A 16-year-old girl, allegedly raped by a man who befriended her on social media, gave birth at a government hospital in Madhya Pradesh's Jabalpur, police said on Friday. The police on Thursday arrested the 21-year-old accused, who had earlier forced the girl to consume abortion pills, additional superintendent of police Suryakant Sharma told reporters. He said the accused befriended the girl on Instagram last year and allegedly raped her in a hut on the outskirts of a village in October. The official said that when the girl told the accused about the pregnancy three months later, he allegedly forced her to consume abortion pills. As the pregnancy could not be terminated, he promised to marry the teenager but later backtracked. The girl, who lives with her father in a village, experienced labour pain on Tuesday night, and he found out about the pregnancy, the ASP said. He said the girl was referred to the government medical college and hospital, where she gave birth on Wednesday. The hospital management informed the police, following which a case under relevant provisions of the Bharatiya Nyay Sanhita and Protection of Children from Sexual Offences (POCSO) Act was registered against the accused, the official said.

India finalises ₹5,000 crore incentive scheme for rare earths mineral production
India has firmed up a ₹3,500-5,000 crore scheme to incentivise production of rare earth minerals and derived magnets in the country and could be approved in a fortnight, a top government official said. "The priority is to start domestic-critical mineral production in the shortest time period," the official told ET. The sops under the proposed scheme will be offered through a reverse auction process, the official said. The decision to offer incentives for rare earths comes after an internal ministerial review flagged the need for diversification in the wake of acute dependence on Chinese imports. "Fresh steps are being taken to boost domestic availability of critical minerals," he said, adding that at least five large domestic companies had informally expressed keenness to produce these in consultations with the government. China has a near monopoly of the world's supply of rare earth magnets and has curbs on exports. These critical minerals needed in the manufacture of rare earth magnets are crucial for making cars, electric vehicles (EVs) and the renewable energy infrastructure. Industry, particularly the automobile industry, has flagged the detrimental impact of the Chinese curbs and sought government intervention. Beijing in April made a special export licences mandatory for export of seven rare earth elements and related magnets. India's EV and wind turbine makers are the largest demand centres for rare earth elements, cornering over half the entire 4010 metric tonne domestic demand in 2025. Overall demand is expected to more than double to 8220 metric tonnes by 2030. Besides, the government is also planning an amendment to the Mines and Minerals (Development and Regulation) Act to support the critical mineral mission. Besides regulatory tweaks, the Centre is also expecting commercially viable domestic production of rare earth permanent magnets in small quantities later this year. The ministry of science and technology had sanctioned funding for Midwest Advanced Materials Private Ltd , Hyderabad.
