The Economic Community of West African States (ECOWAS) Commission Holds a 3-Day Regional Conference on Sustainable Participation of Youth in Governance in the ECOWAS Region
The Department of Political Affairs, Peace, and Security (PAPS) of the Economic Community of West African States (ECOWAS) Commission in partnership with the West Africa Democracy Solidarity Network (WADEMOS) is holding a 3-day Regional Conference on Sustainable Participation of Youth in Governance in the ECOWAS region. The Regional Conference is taking place from 7 to 9 May, 2025 in Accra Ghana.
Holding under the theme 'Harnessing Youth Agency in Deepening Democratic Governance and Inclusive Development', the Regional Conference, which is a flagship program of the Department of Political Affairs, Peace and Security, is aimed at providing a platform for constructive youth engagement in democratic governance, including promoting youth-led and youth-focused initiatives and practical strategy to enhance meaningful and sustainable youth participation in the democratic governance and inclusive development.
Welcoming participants to the Conference, Honourable George Opare Addo, Minister for Youth Development and Empowerment of Ghana, expressed appreciation to the ECOWAS Commission for the choice of Ghana as host of this landmark event. He also congratulated the participants and the entire ECOWAS citizens on the commemoration of its 50th anniversary since its establishment, which kicked off two weeks ago with a colourful ceremony in Accra under the auspices of the President of the Republic of Ghana, H.E. John Dramani Mahama.
The Minister stressed that the focus of the Conference aligns with the priorities of the government of Ghana. He concluded by urging participants to engage in stimulating sessions with a view to highlighting practical solutions, intergenerational collaboration, which will forge relations that go beyond the conference.
Declaring the Conference Open, Ambassador Abdel-Fatau MUSAH (Ph.D.) the ECOWAS Commissioner for Political Affairs, Peace and Security, represented by Mr Ebenezer Asiedu, Head of Democracy and Good Governance, stressed that ECOWAS Commission intends to maintain this Conference on an annual basis to serve as safe spaces for meaningful and frank conversations that will examine and shape the dynamics of democratic governance, where the power and agency of youth drive change, innovation and stability in Member States. While noting the vital role that the youths have always played in shaping the destiny of the region, he emphasized ECOWAS Commission's commitment to empowering the youth with the required support and tools to uphold and defend democratic norms and regional integration values in the region.
The Commissioner further decried the dwindling youth engagement and participation in democratic governance, despite the youth forming the bulk of the electorate across Member States. To this end, he urged Community youth to embrace positive attitudes, behaviours, and active agency towards democratic and governance processes to engender meaningful societal governance changes.
He also called upon Member States' governments to take decisive actions to bolster democracy and governance, particularly focusing on youth empowerment and inclusion, whilst further urging governments and CSOs to earmark dedicated interventions and programs to further promote gender inclusivity and young women's empowerment, particularly in decision-making and political process, building on the marginal successes the region has witnessed.
Goodwill Messages from Mrs. Anna LIXI – Head of Governance and Security and Mrs. Franziska JEBENS – Head of Cooperation, representing the European Union delegation to Ghana and the German Embassy in Ghana, respectively, noted that efforts made to convene youth stakeholders to the Regional Conference is a vital step to addressing some of the challenges that hinder meaningful involvement of young people in democracy in the region.
They stressed the centrality of empowering young people to participate in democratic processes for sustainable development, political stability, and strengthening the legitimacy of governments in West Africa.
Participants at the Regional Conference included H.E Ambassador Mohammed Lawan Gana, Resident Representative of the President of ECOWAS Commission in Ghana, represented by Mr Francis Chuks Njoaguani, Director, ECOWAS Youths and Sport Development Centre; Prof. H. Kwasi Prempeh, Project Director, WADEMOS Network&Executive Director, CDD-Ghana, represented by Mrs. Clara KASSER-TEE, the Vice-Chair, Board of Directors of CDD-Ghana, youth leaders as well as pro-democracy veterans and human rights activists across the ECOWAS region.
The Conference is supported by the ECOWAS Peace, Security and Governance (EPSG) project, co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), and jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF), and Fundación Internacional y Para Iberoamérica de Administración y Políticas Públicas (FIAP).

President Boakai Declares Monday, June 9, 2025, as 'International Archieves Day'
The President of the Republic of Liberia, His Excellency Joseph Nyuma Boakai, Sr., has by Proclamation declared Monday, June 9, 2025 as 'International Archieves Day and is to be observed throughout the Republic as a Working Holiday. The Proclamation calls on the Center for National Document and Record Agency or National Archives of the Republic of Liberia, the relevant agencies, civil society organizations and partners concerned to observe the Day in keeping with prescribed healthy protocols. According to a Foreign Ministry release, the Proclamation added that it is of great importance that June 9, 2025 be celebrated in Liberia as International Archives Day under the global theme: 'Archives are Accessible: Archives for everyone', which has informed the decision of the CNDRA to equally create the local theme: 'Making Archives Accessible to Everyone'. The Proclamation further stated that the International Council of Archives (ICA), was Created on 9th June 1948, under the aegis of the UNESCO, with its mission to promote the preservation and use of records and documents in archives around the world and their protection, enhancement education, information while respecting cultural diversity. The release also informed that the Center for National Documents and Records Agency or national Archives of the Republic of Liberia, created by an Act of legislature in 1978, is a member of the International Council of Archives (ICA). The Proclamation therefore added that the National Documents and Record Agency or National Archives of the Republic of Liberia will join other member states worldwide in this year's, (Seventy Seven 77th ) Anniversary celebration of the International Archives Day which is to be commemorated on June 9, of this year. The Proclamation also reminded that it is expedient that the Center for National Documents and Record Agency or the National Archives of the Republic of Liberia calls on cultural heritage institutions throughout Liberia and Liberians in general to join in the celebration of this historic event, as a way of recognizing, reflecting, respecting and supporting this national Cause to protect and preserve the National Archives of the Republic of Liberia. African Peer Review Mechanism (APRM): 'Fitch's Downgrade of Afreximbank's Rating is Based on Flawed Loan Classification'
In line with Decision [Assembly/AU/Dec.631(XXVII)] of the African Union Assembly of Heads of State and Government and Article 6(g) of the African Peer Review Mechanism (APRM) Statute (2020), which together mandate the APRM to provide support to African countries in the field of credit ratings. The APRM routinely undertakes independent analyses of rating actions and commentaries issued by international credit rating agencies on African sovereigns and multilateral financial institutions. On 4 June 2025, Fitch Ratings downgraded African Export-Import Bank (Afreximbank), lowering its long-term foreign currency issuer default rating from 'BBB' to 'BBB-' with a negative outlook. Fitch justified its decision by citing a perceived increase in credit risk and weak risk management policies, based on its estimate that the bank's non-performing loans (NPLs) stood at 7.1%. This estimate stems from Fitch's classification of exposures to the sovereign Governments of Ghana (2.4%), South Sudan (2.1%) and Zambia (0.2%) as NPLs. Notably, this 7.1% figure is significantly higher than the 2.44% ratio reported by Afreximbank in its own disclosures. The APRM notes with concern Fitch Ratings' misclassification of Afreximbank's sovereign exposures to the Governments of Ghana, South Sudan and Zambia as NPLs. This classification raises critical legal, institutional and analytical issues which the APRM strongly contests. The assumption that Ghana, South Sudan and Zambia would default on their loans to Afreximbank is inconsistent with the 1993 Treaty establishing the Bank to which Ghana and Zambia are both founding members, shareholders and signatories. The Multilateral Treaty signed in 1993 is legally binding on all member countries, imposing specific legal obligations related to the Bank's protection, immunities and financial operations. By virtue of this Treaty, loans extended by Afreximbank to its member countries are governed by a framework of intergovernmental cooperation and mutual commitment, rather than typical commercial risk principles. It is, therefore, legally incongruent to classify a loan to member countries as non-performing, especially when the borrower states are shareholders in the lender institution, no formal default has occurred and none of the sovereigns have repudiated the obligation. Fitch's unilateral treatment of these sovereign exposures – as comparable to market-based commercial loans – despite their backing by treaty obligations and shareholder equity stakes, is flawed. Doing so reflects a misunderstanding of the governance architecture of African financial institutions and the nature of intra-African development finance. Fitch has misinterpreted the invitation extended by Ghana, South Sudan and Zambia to Afreximbank to discuss the loan repayments as signalling an intention to default and/or to lift the Preferred Creditor Status. The APRM calls upon Fitch Ratings to re-examine its criteria and assumptions in this case and to engage in technical consultations with Afreximbank and other relevant African stakeholders. Objective, transparent and context-intelligent credit assessments are critical to ensuring fair treatment of African institutions in the global financial system. The Intergovernmental Action Group against Money Laundering in West Africa (GIABA) celebrates Economic Community of West African States (ECOWAS) day and the 50th anniversary of Economic Community of West African States (ECOWAS) in Senegal
On the 28th of May,1975, the Founding Fathers of ECOWAS signed the Lagos Treaty, which has undergone revisions over the years to adapt to environmental changes. The Community Institution has combined economic integration, regional stability, free movement, peace and security, inclusive and sustainable development, and the promotion of democracy. The activities to celebrate the Golden Jubilee of the Institution are held on the 28th of May, 2025, after the launch on the 22nd of April, 2025, in Accra, Ghana. The Intergovernmental Action Group against Money Laundering in West Africa (GIABA), in collaboration with the ECOWAS Gender Development Centre (EGDC), the ECOWAS Resident Representative in Senegal, the National ECOWAS Office in Senegal, along with ECOWAS Ambassadors, invited guests from the embassies of the United States of America, France, Lebanon, the Delegation of the European Union and the staff of all ECOWAS Institutions in Senegal, commemorated the Celebration of the institutions 50th Anniversary on the 3rd of June, 2025, in Dakar, Senegal. The program revolved around interventions from the Permanent Resident Representative of ECOWAS in Senegal, HE. Mrs. Zelma Yollande NOBRE FASSINOU, Mrs. Aïta GUEYE DIALLO from the ECOWAS National Office and the GIABA National Correspondent in Senegal. The Director General of GIABA, Mr. Edwin W. HARRIS Jr., delivered the message for the 50th anniversary of ECOWAS. These speeches recalled the reasons for the establishment of the Institution, highlighted its achievements, the roles of Member States and the Community in building this Institution, transitioning it from ECOWAS of States to ECOWAS of People. They also mentioned the challenges that mark the Institution's path and shared perspectives to strengthen the Community's resilience around its values. The ECOWAS Vision 2050 was also presented to the audience for better understanding and ownership. The audience was invited to uphold the Vision of the Founding Fathers through an unwavering commitment to inclusive and sustainable development on a daily basis.
