The Economic Community of West African States (ECOWAS) Commission Holds a 3-Day Regional Conference on Sustainable Participation of Youth in Governance in the ECOWAS Region
Holding under the theme 'Harnessing Youth Agency in Deepening Democratic Governance and Inclusive Development', the Regional Conference, which is a flagship program of the Department of Political Affairs, Peace and Security, is aimed at providing a platform for constructive youth engagement in democratic governance, including promoting youth-led and youth-focused initiatives and practical strategy to enhance meaningful and sustainable youth participation in the democratic governance and inclusive development.
Welcoming participants to the Conference, Honourable George Opare Addo, Minister for Youth Development and Empowerment of Ghana, expressed appreciation to the ECOWAS Commission for the choice of Ghana as host of this landmark event. He also congratulated the participants and the entire ECOWAS citizens on the commemoration of its 50th anniversary since its establishment, which kicked off two weeks ago with a colourful ceremony in Accra under the auspices of the President of the Republic of Ghana, H.E. John Dramani Mahama.
The Minister stressed that the focus of the Conference aligns with the priorities of the government of Ghana. He concluded by urging participants to engage in stimulating sessions with a view to highlighting practical solutions, intergenerational collaboration, which will forge relations that go beyond the conference.
Declaring the Conference Open, Ambassador Abdel-Fatau MUSAH (Ph.D.) the ECOWAS Commissioner for Political Affairs, Peace and Security, represented by Mr Ebenezer Asiedu, Head of Democracy and Good Governance, stressed that ECOWAS Commission intends to maintain this Conference on an annual basis to serve as safe spaces for meaningful and frank conversations that will examine and shape the dynamics of democratic governance, where the power and agency of youth drive change, innovation and stability in Member States. While noting the vital role that the youths have always played in shaping the destiny of the region, he emphasized ECOWAS Commission's commitment to empowering the youth with the required support and tools to uphold and defend democratic norms and regional integration values in the region.
The Commissioner further decried the dwindling youth engagement and participation in democratic governance, despite the youth forming the bulk of the electorate across Member States. To this end, he urged Community youth to embrace positive attitudes, behaviours, and active agency towards democratic and governance processes to engender meaningful societal governance changes.
He also called upon Member States' governments to take decisive actions to bolster democracy and governance, particularly focusing on youth empowerment and inclusion, whilst further urging governments and CSOs to earmark dedicated interventions and programs to further promote gender inclusivity and young women's empowerment, particularly in decision-making and political process, building on the marginal successes the region has witnessed.
Goodwill Messages from Mrs. Anna LIXI – Head of Governance and Security and Mrs. Franziska JEBENS – Head of Cooperation, representing the European Union delegation to Ghana and the German Embassy in Ghana, respectively, noted that efforts made to convene youth stakeholders to the Regional Conference is a vital step to addressing some of the challenges that hinder meaningful involvement of young people in democracy in the region.
They stressed the centrality of empowering young people to participate in democratic processes for sustainable development, political stability, and strengthening the legitimacy of governments in West Africa.
Participants at the Regional Conference included H.E Ambassador Mohammed Lawan Gana, Resident Representative of the President of ECOWAS Commission in Ghana, represented by Mr Francis Chuks Njoaguani, Director, ECOWAS Youths and Sport Development Centre; Prof. H. Kwasi Prempeh, Project Director, WADEMOS Network&Executive Director, CDD-Ghana, represented by Mrs. Clara KASSER-TEE, the Vice-Chair, Board of Directors of CDD-Ghana, youth leaders as well as pro-democracy veterans and human rights activists across the ECOWAS region.
The Conference is supported by the ECOWAS Peace, Security and Governance (EPSG) project, co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), and jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF), and Fundación Internacional y Para Iberoamérica de Administración y Políticas Públicas (FIAP).

The President of the ECOWAS Commission, H.E. Dr. Omar Alieu Touray, received Prof. Wautabouna OUATTARA, Executive Director of the International Monetary Fund (IMF) for the West Africa region, in audience on Friday, 8 August 2025. In his welcome address, President Touray welcomed Prof. Ouattara's appointment and reiterated the West African organisation's support for the success of his mandate. He also requested the International Monetary Fund's contribution to the development of a West African regional market and the implementation of programmes that contribute to regional stability and integration. Prof. Ouattara praised ECOWAS' leadership in resolving conflicts in the region and promoting economic integration. He pledged to work more closely with ECOWAS and the 14 countries under his purview to address challenges such as public debt, budget deficits and economic growth. As a reminder, on Friday, November 1st, 2024, the International Monetary Fund (IMF) announced the addition of a 25th seat to its Executive Board, thereby fulfilling the long-standing demands of African countries for better representation of sub-Saharan Africa within the institution. With this reform, the 45 countries of sub-Saharan Africa are now grouped into three constituencies: Central and East Africa, Southern Africa, and West Africa. The constituency headed by Prof. OUATTARA comprises 14 countries, including Sierra Leone, Côte d'Ivoire, Nigeria, Senegal, Liberia, Mali, Gambia, Burkina Faso, Mauritania, Togo, Benin, Guinea-Bissau, Niger and Guinea. West Africa: Visit of Mr. Adedeji Ebo, director and deputy to the high representative for disarmament affairs United Nations Office for Disarmament Affairs (UNODA)
The United Nations Regional Centre for Peace and Disarmament in Africa (UNREC) and the Economic Community of West African States (ECOWAS) Commission jointly issue this communiqué following the official visit of Mr. Adedeji Ebo, Director and Deputy to the High Representative for Disarmament Affairs of the United Nations Office for Disarmament Affairs (UNODA), to the ECOWAS Headquarters in Abuja, Nigeria. UNREC is UNODA's Regional Centre for Africa. The visit served as a renewed demonstration of the United Nations' steadfast support to regional mechanisms for peace, security, development and arms control in West Africa. It marked a significant milestone in the broadening and deepening collaboration between UNODA—through UNREC—and ECOWAS on disarmament, arms control and regional peace and security priorities towards a culture of peace. During the visit, Mr. Ebo held strategic consultations with the ECOWAS President H.E Dr Omar Alieu Touray, ECOWAS Commissioner for Political Affairs, Peace and Security, H.E. Ambassador Dr Abdel-Fatau Musah, as well as with senior leadership of the ECOWAS Department of Political Affairs Peace and Security. Discussions focused on reviewing the 2009 ECOWAS-UNODA Memorandum of Understanding in order to align it with current peace and security challenges in the sub-region. Topics included advancing the implementation of the ECOWAS Convention on Small Arms and Light Weapons (SALW) and tackling persistent and emerging threats in the region, including illicit arms flows, improvised explosive devices (IEDs), cybersecurity, artificial intelligence (AI), drones, and autonomous weapons systems. The visit was also marked by the holding of a joint UNREC – ECOWAS Regional strategic workshop on gender mainstreaming in Small Arms control in West Africa in efforts to raise awareness and enhance the capacity of West African countries to effectively address gender-specific issues in SALW control and incorporate youth participation into programs. UNREC and ECOWAS agreed to explore options for a strategic reconfiguration of the ECOWAS Small Arms Division to broaden its scope beyond SALW. The entities also reaffirmed their commitment to strengthening regional frameworks and initiatives—including the ECOWAS Convention on SALW, the Nairobi Protocol, and the African Union's Silencing the Guns initiative—through enhanced coordination and technical support. UNREC and ECOWAS will also collaborate to provide tailored assistance to national stakeholders, leveraging and contextualizing existing tools for addressing small arms and ammunition, disarmament education platforms, and facilitating access to capacity-building programs. Mr. Ebo commended ECOWAS Commission for its leadership in promoting peace and disarmament across the region and reiterated UNODA's commitment to supporting ECOWAS Member States in building technical capacity, reinforcing legal frameworks, and advancing inclusive, evidence-based policy responses. Considering recent peace and security developments in the region, both Mr Ebo and H.E. Ambassador Dr Abdel-Fatau Musah reiterated commitment to the effective implementation of the ECOWAS Convention on SALW, particularly its provisions related to cross-border arms control cooperation, harmonized legislative standards, and regional monitoring mechanisms. Dr. Musah cited the expanding terrorism in the region, as well as intercommunal violence and banditry as phenomena that highlight the imperative of heightened arms control as a priority. UNODA and ECOWAS reaffirmed the continued relevance of the Convention and agreed to explore pragmatic pathways for inclusive dialogue and cooperation with all West African stakeholders to uphold collective security and reduce the risk of arms proliferation in West Africa. Furthermore, UNODA expressed its readiness to support the ECOWAS Commission, through UNREC, in initiating a review and update of the ECOWAS Convention on SALW to reflect new developments in the security landscape. This includes incorporating provisions on growing threats such as the trafficking of ammunition and the implementation of the Global Framework on Through-Life Ammunition Management (GFA), weaponization of Information and Communication Technologies (ICT), cyber-enabled arms flows, and the challenges posed by emerging technologies, science, and innovation in weapon systems. The parties acknowledged the need to ensure the Convention remains responsive, comprehensive and effective in addressing the evolving nature of arms control, non-proliferation and disarmament in West Africa. Both entities agreed to strengthen joint operations and advocacy, while exploring innovative strategies to integrate disarmament into broader peacebuilding and sustainable development agendas in West Africa. Helicopter crash: President Mahama addresses nation; memorial service on Saturday
President John Dramani Mahama, on behalf of the government and the people of Ghana, has expressed condolences to the families of eight cherished citizens of Ghana who died in the Air Force helicopter crash at Adansi Akrofuom in the Ashanti region on Tuesday, 6th August 2025. He announced that a Board of Inquiry has been constituted to conduct transparent investigations into the cause of the tragedy. 'I want to assure the families and the nation that the Ghana Armed Forces has initiated a full and transparent investigation into the circumstances of this crash.' President Mahama, who was addressing the nation on Thursday night, added that the government is in close touch with the bereaved families about DNA tests being conducted for identification of the bodies and final interment. He announced that an evening of Reflections and Memorial will be held at the forecourt of the State House in honour of our departed men on Saturday. The President also disclosed that an inter-denominational state funeral will be held for all eight heroes at the Black Star Square on 15th August. Mr Mahama called for unity at this moment of national grief and prayers for the families of the deceased. 'This is not a me for division, speculation, or political point-scoring. It is a testament to the strength, empathy, and the enduring Ghanaian spirit that still stands tall when all else fails. Let our words be of comfort, our actions be of kindness, and our unity be the tribute we offer to those whose lives have been lost.' He continued, 'In this moment of national grief, let us remember that we are, above all, Ghanaians. Let us set aside our differences and offer our collective compassion to the bereaved families… This is not a me for division, speculation, or political point-scoring.' Books of condolence will be opened simultaneously at the Ministry of Defence, the Ministry of Environment, Science and Technology, the Ministry of Foreign Affairs, the Ghana Armed Forces Headquarters, the National Democratic Congress headquarters, and the head office of NADMO, from Sunday, 10th August to Thursday, 14th August 2025.
