Election Commission's claim of foreign nationals in Bihar voter rolls is meant to ‘obfuscate reality' and a ‘lame excuse' for SIR: CPI(ML)
The EC had, on Sunday (July 13, 2025), claimed that booth-level officers (BLOs), during their house-to-house visits for the SIR in the State, had found a large number of people from 'Nepal, Bangladesh and Mayanmar'.
'Contrary to the EC's assurance of BLOs paying three visits to every household and supplying two enumeration forms to every elector, ground reports from Bihar tell us that many households have not had any BLO visit and most electors have no acknowledgement receipt or record regarding the forms submitted,' Mr. Bhattacharya said.
The CPI(ML) leader also alleged that the BLOs who are 'conveying the true picture to journalists are being suspended'. He said that at least one BLO has reportedly collapsed under work pressure, and a BDO has even tendered resignation alleging harassment. 'We all know that even in 2019, the EC had told Parliament that there was no foreign national issue and only three electors in India were found doubtful. The EC had no answer to the questions asked by the Supreme Court when the hearing on SIR began on 10 July,' Mr. Bhattacharya added.
The claim that 'large numbers' of foreign nationals were found, Mr. Bhattacharya said, is made only to 'obfuscate the reality and create a lame excuse for the absurd SIR exercise'. 'Unknown source-based stories are being planted to mislead the harassed electorate of Bihar. The SIR exercise is getting murkier with every passing day. Bihar deserves better and will not brook this sinister votebandi (disenfranchisement) drive,' Mr. Bhattacharya said.

The Indian National Developmental, Inclusive Alliance (INDIA) bloc parties on Sunday (July 27, 2025) urged the Election Commission of India (EC) to refrain from 'institutional arrogance', and stop the Special Intensive Revision (SIR) of the electoral roll in Bihar, saying it has effectively become a process of establishing citizenship. Speaking at a joint press conference, along with Communist Party of India (Marxist-Leninist) Liberation (CPI-ML-L) general secretary Dipankar Bhattacharya, Rashtriya Janata Dal (RJD) MP Manoj Jha, and Communist Party of India-Marxist (CPI-M) leader Nilotpal Basu, Congress Rajya Sabha member Abhishek Manu Singhvi said it was not an issue of 'political obstinacy' or 'institutional arrogance'. 'In that case, what was the urgency in initiating the process in June-July, link it to an election,' he said, adding that the exercise could have been undertaken after yet another election (Bihar). The attempt to squeeze the entire process within two-three months was resulting in several errors, Mr. Singhvi said. Stating that the SIR had become a process of establishing citizenship, Mr. Singhvi asked if the Election Commission was authorised to do so. He cited a 1995 Supreme Court judgment to say that detailed legal provisions should be followed to take away anyone's citizenship. Mr. Bhattacharya said the EC's 'self-congratulatory' statements were confirming the INDIA bloc party's apprehensions. After the process started, the number of possible deletions from the voters' list kept increasing, and now it was about 65 lakh, he said. The Opposition parties had flagged concerns over about two crore alleged deletions. 'The EC has made one very misleading and false claim that it has shared this with the political parties. We have received block-level data about pending enumeration forms, which were not the details been shared with us, we could have cross-checked them before the draft was prepared...,' Mr. Bhattacharya said, stating that no door-to-door visits had been made during the EC's exercise. He also asked whether the EC's summary revision held in January 2025 was wrong, and if the claim of 22 lakh deaths was correct. Describing it as the biggest exercise of 'disenfranchisement since Independence', Mr. Jha said the EC had not consulted political parties on the SIR. The people whose names would be deleted were not being given the right to appeal. 'Opacity has become the hallmark of your (the EC's) functioning,' he said. No consultation with political parties had been carried out before initiating the SIR exercise, Mr. Basu said. He sought details of the survey on the basis of which the process was being carried out.

Last Updated: The Election Commission of India criticised opposition parties for misinformation about Bihar's electoral roll revision. The Election Commission of India (ECI) on Sunday took a veiled dig at opposition parties over the Special Intensive Revision (SIR) of Bihar's electoral roll ahead of the assembly elections saying that 'some people" are spreading misinformation about the exercise. The poll body further asserted that the draft electoral roll to be published in Bihar is not the final voters' list, saying a month's time will be available to include eligible electors and exclude those ineligible. PTI. It further said that it is 'not able to understand" that when a month-long period from August 1 to September 1 is available to point out wrongful inclusions and exclusions of voters' names, 'why are they creating such a big fuss now?" It said political parties are free to check with their workers on the actual progress of the process. 'Why not ask their 1.6 lakh BLAs to submit claims and objections from August 1 till September 1?" the ECI quipped, referring to booth level agents, or BLAs. 'Why are some people trying to give an impression that the draft list is the final list, which it is not, as per SIR orders." As the first phase of Special Intensive Revision (SIR) of Bihar's electoral roll ended on Friday this week, the ECI said that at the end of the month-long first phase, enumeration forms from 7.24 crore or 91.69 per cent voters of the state have been received. The state, going to the polls later this year, has an electorate of nearly 7.90 crore. The numbers shared by the ECI showed that at least 65 lakh names will be dropped as they are no longer eligible. This includes 22 lakh deceased electors, seven lakh electors registered in more than one location, and about 36 lakh electors who have either permanently migrated or could not be traced. The poll body also said that enumeration forms of approximately 1.2 lakh electors were yet to be received back. The EC said booth-level officers did not find these electors or get back their enumeration forms because they have either become voters in other states or Union territories, or were not found in existence, or did not submit the forms till July 25. Another reason was that they were not willing to register themselves as voters for some reason or the other. The poll watchdog said the exact status of these voters will be known after a scrutiny of these forms by August 1. The poll authority also that 99.8 per cent of Bihar electors have been covered so far and forms of 7.23 crore have been received and digitised on the last day of the phase 1 of the revision on Friday. The ECI said that the digitisation of forms, along with BLO reports, of the remaining electors will also be completed by August 1. Opposition To SIR Various opposition parties in Bihar have claimed that crores of eligible citizens will be disenfranchised during the roll revision for want of documents. They have also claimed that the Bharatiya Janata Party (BJP) will benefit from it as the state machinery will target people opposed to the ruling alliance in the state. Meanwhile, the EC said the first aim of the SIR is to ensure the participation of all electors and political parties. 'Out of 7.89 crore electors as on 24.06.2025, over 7.24 crore electors have submitted their Enumeration Forms indicating overwhelming participation," it said. The EC said it is making special efforts to ensure that no eligible voter in Bihar is left behind.
