
FDI in Pakistan: Optimism amid constraints
Foreign Direct Investment (FDI) has long been a weak link in Pakistan's economic progress. While there has been no substantial improvement in inflows—annual FDI has remained below $2 billion on average—the State Bank of Pakistan's latest State of the Economy report presents a cautiously optimistic view of FDI trends and prospects.
According to the central bank, the current FDI landscape and outlook reflect several key dynamics. The report notes significant investment inflows primarily in sectors such as power (hydel and coal), financial services (including microfinance and investment banks), and oil and gas exploration. However, it also acknowledges that these inflows remain heavily concentrated in traditional sectors, with China continuing to play a significant role—particularly in power generation infrastructure and consumer electronics. While the report highlights that major FDI sources include the Middle East, the UK, the US, and Hong Kong—targeting long-term growth sectors like renewable energy and consumer electronics manufacturing—monthly SBP data does not reflect noticeable spikes in overall inflows. Similarly, while the ICT sector is portrayed as a bright spot due to consistent growth and supportive policy measures, FDI into the sector remains small in real terms.
Despite these positive developments, challenges persist. The central bank's half-yearly report underlines the need to diversify FDI beyond conventional sectors. It also points to increasing profit repatriation, which places pressure on the financial account, and highlights that official loan disbursements continue to fall short of commitments—further constraining financial inflows.
The central bank links sustainable FDI inflows to long-term improvements in competitiveness, particularly those rooted in productivity, policy stability, and institutional quality – something that has been missing in Pakistan. The document advocates a strategic shift from short-term cost advantages to deeper reforms that create an enabling environment for high-quality, diversified, and durable foreign investment.
Looking ahead, the SBP maintains a cautiously optimistic stance on FDI. The ICT sector, buoyed by ongoing support from the government and central bank, is expected to maintain its growth trajectory, contributing to export expansion and attracting global investment. Infrastructure development, especially in renewable energy and power transmission, is likely to continue drawing interest from strategic partners such as China. Moreover, improved macroeconomic stability, declining global interest rates, and more favourable global financial conditions could support greater FDI inflows in the short to medium term. That said, risks tied to global economic trends, domestic political stability, policy continuity, and external debt repayment obligations remain significant.
In a recent engagement with international investors, the Governor of the State Bank presented a more upbeat picture of Pakistan's macroeconomic outlook. Investors were told that the outlook for FDI is positive, driven by prudent monetary policy, consistent fiscal consolidation, and improving inflation dynamics. The Governor emphasized the strengthening of foreign exchange reserves without reliance on additional external debt—highlighting this as a key marker of sustainable fiscal management. He also pointed to the gradual recovery in GDP growth and recent upgrades by international credit rating agencies as signs of renewed investor confidence. With a continued focus on structural reforms aimed at fostering long-term economic stability, the Governor portrayed a scenario in which ongoing economic improvements, stronger external accounts, reduced debt burdens, and international recognition enhance Pakistan's prospects for attracting and sustaining FDI in the near to medium term.
However, a closer comparison of the SBP report and the Governor's remarks reveals notable some differences in tone and emphasis. While the Governor's statement highlights the build-up of external buffers independent of external debt—casting debt sustainability in a favourable light—the SBP report takes a more measured view. It directly addresses the financial pressures arising from reduced official inflows and significant external debt repayment obligations. Although these perspectives are not inherently contradictory, they differ in tone and depth. The SBP report presents a balanced assessment, acknowledging both strengths and vulnerabilities, while the Governor's remarks are more optimistic, focusing on macroeconomic gains and reform momentum.

Pakistan debt stock reaches all-time high of Rs75trn
KARACHI: The federal government's total debt stock surged by over Rs 6 trillion during the first ten months of this fiscal year (FY25) due to massive borrowing to finance the budget deficit. According to a statistic released by the State Bank of Pakistan (SBP) on Wednesday, the central government's total debt, comprising domestic and external liabilities, rose by 9 percent during July-April of FY25. Overall, the stock reached an all-time high level of Rs 74.936 trillion by the end of April 2025 compared to Rs 68.914 trillion as of June 2024, depicting an increase of Rs 6.022 trillion. The major growth in debt stocks was attributed to domestic borrowings, which rose by 11.37 percent or Rs 5.363 trillion to reach Rs 52.523 trillion in April 2025 up from Rs 47.16 trillion in June 2024. The domestic debt comprised long-term loans worth Rs 44.132 trillion and short-term borrowings amounting to Rs 8.328 trillion. Pakistan govt's debt stock soars to Rs73.6trn by March-end External debt, in rupee terms, saw an increase of Rs 659 billion during the first ten months of FY25, reaching Rs 22.413 trillion by the end of April 2025 compared to Rs 21.754 trillion in June 2024. The SBP reported that the Weighted Average Customer Exchange Rate of the US dollar was Rs 278.3668 in June 2024 and Rs 280.9739 in April 2025. The federal government's debt showed a notable increase of Rs 1.248 trillion in April 2025 due to massive borrowing to finance the budget deficit. On a month-on-month (MoM) basis, the federal government's debt stock rose by 2 percent from Rs 73.688 trillion in March 2025 to Rs 74.936 trillion in April 2025. Analysts noted that the tax collection by the Federal Board of Revenue (FBR) is 26 percent higher during the first eleven (July-May) months of this fiscal year compared to previous year; however, cumulatively FBR has failed to achieve the target. The shortfall in revenue collection has compelled the federal government to borrow from domestic and external resources. FBR had missed its revenue collection target by some one trillion rupees in the first eleven months of this fiscal year due to lower imports and slowing economic growth. The FBR has collected some Rs10.233 trillion between July-May of FY25 as against the budgetary target of Rs11.241 trillion for the same period. The SBP has already emphasised the need for a sharp acceleration in tax revenue growth to meet the annual targets. Trade with Iran, Afghanistan without EIF, FI waivers will remain difficult: SBP
ISLAMABAD: The State Bank of Pakistan (SBP) has stated that establishing formal banking relationships with Iran and Afghanistan and facilitating trade with these countries will remain difficult without waivers for the Electronic Import Form (EIF) and Financial Instruments (FI), sources in the Ministry of Commerce told Business Recorder. According to sources, due to the absence of active banking ties (correspondent import arrangements) with Afghanistan and Iran, and given the unique nature of trade with these neighbouring countries, the Ministry of Commerce (MoC), in consultation with relevant stakeholders, had earlier decided to waive the EIF and FI requirements to facilitate trade. However, SBP previously raised concerns over potential misuse of this facility, as these transactions are settled outside the formal banking system. To mitigate these risks, the SBP emphasized the need for additional controls within the WEBOC and Pakistan Single Window (PSW) systems. These controls would help ensure that only genuine importers, exporters, and traders benefit from the facilitation. The SBP further maintained that such waivers or exemptions should be limited strictly to non-sanctioned goods of Iranian and Afghan origin. Barter trade with Iran, Afghanistan: Senate panel assails MoC for proposing permanent EIF exemption The SBP reiterated that without the EIF/FI waivers, trade with Iran and Afghanistan would remain difficult unless formal banking channels are established. It recommended that a policy-level decision on this issue should be made by the federal government, specifically the Economic Coordination Committee (ECC) of the Cabinet. The SBP also suggested operationalizing barter trade arrangements with both countries as a more secure alternative to granting waivers, which could lead to misuse via informal financial channels. The import and export of goods to and from Pakistan are regulated by the Ministry of Commerce through the Import Policy Order (IPO) and Export Policy Order (EPO), respectively, under the Imports and Exports (Control) Act, 1950. As per sources, Para 3 of the IPO and EPO allows imports and exports through all modes of payment in line with foreign exchange regulations and procedures prescribed by the SBP. It also permits barter trade arrangements. Foreign exchange policy in Pakistan is governed by the Foreign Exchange Regulation Act, 1947. Under this Act, the SBP issues directions and instructions to banks regarding foreign exchange transactions. While Chapter 13 ('Imports') of the SBP's Foreign Exchange Manual outlines the regulations related to imports, it does not contain specific instructions for imports from Afghanistan and Iran. Chapter 12 ('Exports') of FEM contains instructions regarding exports from Pakistan. However, some specific instructions related to exports to Afghanistan are outlined which include: (i) instructions for exports to Afghanistan against settlement in PKR and in convertible currencies, which was implemented since EPO 2000, as per MoC SRO 137(1)/2002 of March 7, 2002 ; and (ii) in view of peculiar nature of trade with Afghanistan, the banks are allowed to accept cash convertible currencies brought over their counter by the exporters and convert the same at the prevailing exchange rate applicable for normal export proceeds for credit to the PKR account of the of the exporter. It has been proposed that the requirement for the issuance of certificate of origin should be mandatory for the goods coming from Iran and Afghanistan through land routes, as import from other countries can be settled through the normal banking channels. This requirement should apply to all goods imported from Iran & Afghanistan. There is no justification for goods of non-Iranian origin - such as those originating from China, Singapore, UAE, Hong Kong, Malaysia etc. to be imported/routed through these countries. There are no restrictions for importing the goods directly from the aforementioned countries and import from them can easily be made through normal banking channels directly. Routing all transactions through the normal banking channels from these countries will not only improve the visibility of trade transactions but will also discourage usage of informal channels for settlement. Earlier in 2023, FBR & MoC had issued four SROs aimed at regulating Afghan Transit Trade by imposing ban on certain items (which were smuggled back into Pakistan and had no demand in Afghanistan) as well as imposing 10% processing fee etc. 'It seems that some of these restricted items are being brought into Pakistan through Iran, to avoid / circumvent MoC's restrictions,' the sources concluded.
