
Blue Carbon mulled to lift villagers out of poverty
KOTA KINABALU (May 4): The BIMP-EAGA Business Council (Sabah), under the leadership of chairman Dr Raymond Alfred, has called for a strategic and inclusive approach to eradicating poverty in the northern districts of Kota Marudu and Pitas.
He urged immediate collaboration between large-scale oil palm and forest plantation companies and local communities to support a comprehensive Blue Carbon initiative that integrates environmental restoration with sustainable economic development.
The proposed programme, centered on mangrove conservation, community-based protein harvesting and solar energy deployment, is a climate-smart model designed to simultaneously address environmental degradation and persistent poverty.
Findings from a socio-economic study led by Dr Raymond revealed that most households in the area earn only RM500 to RM700 per month, relying mainly on subsistence agriculture and micro-enterprises.
'This is no longer a welfare issue, it's a structural economic crisis. The plantations surrounding these areas must see themselves not just as businesses, but as part of a broader community ecosystem,' Dr Raymond stated.
He emphasized the need to involve these communities as beneficial stakeholders, enabling them to benefit from shared resources and sustainable income opportunities.
Dr Raymond also challenged the effectiveness of the current cash handout schemes implemented by the government, arguing they fail to address the root causes of poverty.
'These periodic handouts offer no measurable long-term impact. Worse, they risk dividing already vulnerable communities due to a lack of transparent monitoring or equitable distribution. We need empowerment, not dependency,' he pointed out.
Further, he criticized Parti Warisan's Wira chief, Terence Au, for making general policy suggestions without grounding them in local realities.
'As a Wira chief, he should understand the complexities on the ground. I urge him to engage more deeply before making broad, non-professional recommendations. I hope to initiate and implement this programme with Dato Verdon Bahanda, the Member of Parliament for Kudat soon,' he said.
Dr Raymond stressed that issues such as land tenure insecurity, lack of basic infrastructure (including electricity, water and communications), and lack of sustainable employment must be addressed systematically.
He proposed joint venture (JV) programmes with plantation companies and emphasized that solar energy is a critical enabler for improving food security and livelihood resilience — especially for communities without cold storage.
As a major step forward, Dr Raymond formally invited the top 10 oil palm companies operating in North Borneo (Sabah) including IOI Corporation, Genting Plantations, Sawit Kinabalu, Wilmar International, FGV Holdings, and others to step forward and collaborate with the local communities.
'These companies have the resources, reach and responsibility to make a tangible impact. The BIMP-EAGA Business Council is prepared to initiate and coordinate a dedicated multi-stakeholder platform to make this happen, ensuring the initiative is community-driven, sustainable, and results-focused,' Dr Raymond said.
He also called on government-linked institutions including the Sabah Forestry Department, Yayasan Sabah, SEDCO and Taman-Taman Sabah, to invest in youth training and entrepreneurship in Blue Carbon and sustainable resource management, positioning young people at the heart of Sabah's green economy transition.
'This isn't just about planting trees or installing solar panels. It is about restoring dignity, creating opportunity, and building a future where people and nature thrive together,' Dr Raymond concluded.

BUSINESS KUALA LUMPUR, Aug 20 (Bernama) -- The Inland Revenue Board (LHDN) has issued tax refunds totalling RM9.35 billion to more than three million taxpayers as of June 30, 2025, according to the Ministry of Finance (MOF). In a written parliamentary reply on Tuesday, the ministry stated that out of the total taxpayers involved, 1.07 million have received their full refunds, amounting to RM2.73 billion. The reply was in response to a query from Chong Chieng Jen (PH–Stampin) regarding the total outstanding tax refund amount, reasons for delays, and the timeline for disbursement. The MOF added that corporate tax refunds, which typically involve larger amounts, are prioritised based on the length of delay, with older cases being handled first. 'This is to ensure that all eligible taxpayers receive at least a partial refund within the year, while the remainder will be disbursed either in the same year or the following year, depending on the government's financial position,' said the ministry. Meanwhile, the MOF said the sales tax on low-value goods (LVG) has been implemented since Jan 1, 2024, and is not part of the current sales tax review. The LVG tax applies to all goods imported from abroad valued at less than RM500 and sold online or through online marketplaces by registered sellers. 'The LVG tax does not apply to goods that are locally manufactured,' the ministry clarified in response to a question from Tan Sri Muhyiddin Yassin (PN–Pagoh) regarding the government's strategy to address the impact of the expanded SST on cost of living and operational burden for micro, small, and medium enterprises (MSMEs). The MOF emphasised that the LVG tax only applies to imported goods sold online under registered platforms, and locally produced goods are not affected.

KPKT seeks RM1 billion boost for public cleaning and EV transition
PUTRAJAYA: The Ministry of Housing and Local Government (KPKT) aims to secure over RM1 billion in additional funding to enhance public cleaning efforts. This follows agreements with Selangor and Penang to adopt Act 672, streamlining waste management policies. Minister Nga Kor Ming stated the funds will support reforms like converting 20% of cleaning vehicles to electric models by 2027. 'This aligns with Malaysia's decarbonisation goals for a zero-carbon economy,' he said. Night-time cleaning and deep-cleaning programmes at tourist spots will also be introduced. Nga shared these plans after a Budget 2026 engagement session with KPKT stakeholders. Deputy Minister Datuk Hajah Aiman Athirah Sabu and Secretary-General Datuk M Noor Azman Taib also attended. Over 300 stakeholders submitted 55 proposals, including input from REHDA and volunteer fire teams. 'We'll refine these proposals for submission to the Finance Ministry by September 4,' Nga added. Budget 2026 will feature 10+ new initiatives, including 10,000 public infrastructure projects. Last year, KPKT completed 6,611 projects like parks and hawker centres. Nga proposed doubling the Federal Small Allocation to RM500 million for 2026. The ministry will also push for the MADANI Home Ownership Programme to revive the property sector. Over 475mil e-invoices issued as rollout expands, says Deputy Finance Minister
KUALA LUMPUR: More than 475mil e-invoices have been issued as of August 18 this year, the Dewan Rakyat was told. Deputy Finance Minister Lim Hui Ying said over 98,000 taxpayers have issued e-invoices. 'These include not only those mandated under Phases 1 to 3, but also voluntary contributors under Phases 4 and 5,' she said during question time on Tuesday (August 19). She said about 37,000 taxpayers have voluntarily contributed under Phases 4 and 5. However, Lim said the additional revenue for the government can only be determined once the system is fully implemented next year. "Our main objective is to improve business efficiency. Once Phase 5 is rolled out, we will have a clearer picture," she said. Lim said small businesses can also consolidate their e-invoices monthly. She was responding to Azli Yusof (PH–Shah Alam), who asked about the e-invoicing rollout and its impact on government revenue. Lim added that numerous engagements have been held with stakeholders. "That is why the rollout is in phases. Engagement is ongoing," she said. The e-invoicing initiative began in August 2024 for companies with annual turnover above RM100mil. The second phase started on Jan 1 of this year for businesses with annual sales between RM25mil and RM100mil. The third phase of full implementation was initially set for July 1, covering all businesses. However, in June, the Inland Revenue Board announced that taxpayers with annual income or sales below RM500,000 are exempt. Implementation for those earning between RM1mil and RM5mil is postponed to January 1, 2026, while for those earning up to RM1mil it is postponed to July 1, 2026.
