Allahabad HC issues notices to Centre, state on PIL over monkey menace
The Allahabad high court on Tuesday issued notices to the animal welfare board of India, ministry of environment, forest and climate change, the Uttar Pradesh government, and others in response to a PIL highlighting the rising monkey population, increasing man-monkey conflict, and the starvation and inhumane conditions faced by monkeys. The court also directed the Centre, the UP government and local municipal bodies to inform it about any action plans implemented or proposed to address the issue.
A division bench comprising Chief Justice Arun Bhansali and Justice Kshitij Shailendra also issued notices to the UP state animal welfare board, district magistrate of Ghaziabad, Ghaziabad Nagar Nigam, Nagar Palika Parishads of Loni, Modi Nagar, Murad Nagar, Khoda Makanpur, the society for prevention of cruelty to animals and the Ghaziabad development authority (GDA).
The court asked these authorities to respond by July 10, detailing the steps taken and future strategies to control the monkey menace.
The PIL was filed by Vineet Sharma, a BJP leader and social worker and Prajakta Singhal, a BTech student—both residents of Ghaziabad. They expressed concern over the growing human-monkey conflict and the suffering of monkeys due to lack of food and shelter across several districts of the state.
The petition seeks directions for the preparation of an urgent action plan, establishment of infirmaries and veterinary care centres, provision of rescue vans, relocation of monkeys to forest areas, arrangement of adequate food supplies, and the setting up of a 24x7 grievance redressal helpline.
Appearing for the petitioners, counsels Akash Vashishtha and Pawan Kumar Tiwari informed the court that the issue had reached a critical level, affecting every section of society—especially the elderly, women and school children. Schools were reportedly struggling to ensure student safety.
'The animal welfare board of India, as the apex advisory and expert body under the Prevention of Cruelty to Animals Act, is mandated to devise an action plan. However, it currently has no strategy in place despite the gravity of the situation,' submitted Vashishtha.
He further argued that municipalities, under the Municipal Corporation and Municipalities Acts, are also legally obligated to manage animal-related nuisances, confine dangerous animals, and ensure public safety.
'This petition seeks a balance between the rights under Article 21 (Right to Life and Personal Liberty) and the rights of animals, particularly their right to food,' Vashishtha added.

The Uttar Pradesh government will provide 20 per cent reservation to the ex-Agniveers in the state police and fire department, an official said on Saturday. The state government issued an order regarding this on June 6. The Uttar Pradesh government on Tuesday said that it will provide 20 per cent reservation to ex-Agniveers in direct recruitment to several positions in the state police. The decision was taken at a cabinet meeting chaired by Chief Minister Yogi Adityanath. Speaking to reporters after the meeting, UP Finance Minister Suresh Kumar Khanna on Tuesday said the move aims to provide meaningful post-service opportunities to Agniveers, who have completed their four-year term under the Agnipath scheme. 'This is a significant decision. The reservation will be applicable across categories — General, SC, ST and OBC. If an ex-Agniveer belongs to the SC category, the reservation will apply within SC; if OBC, then within OBC,' he explained. Special age relaxation of up to three years will also be provided to former Agniveers applying for these posts, he added. There are four categories — police constable, PAC constable, mounted police and fireman — for which recruitment will be done. The first batch of recruits under this system will come out in 2026, Khanna said. 'Several states and central forces have already taken the initiative to provide reservations to Agniveers. States like Haryana and Odisha have offered 10 per cent reservation to former Agniveers. The Uttar Pradesh Cabinet has now approved 20 per cent horizontal reservation, which is a bold and generous initiative,' the minister said. This not only recognises their service but ensures that they continue contributing to the nation's security infrastructure after their military stint, he said. The Centre introduced the Agnipath scheme in 2022 for short-term induction of personnel in the Army, Navy and Air Force with an aim to bring down the age profile of the three services.

Commandos plan final assault on Maoist top guns in Abujmarh
1 2 Nagpur: Maharashtra's elite C-60 commandos are gearing up for a final assault on Abujmarh, tottering headquarters of the People's Liberation Guerrilla Army, buoyed by CM Devendra Fadnavis's historic visit to the area on Friday. In Odisha, police have intensified searches in Charmal forests of Sambalpur after reports about the influx of Maoists pushed out by security forces' offensives in neighbouring Chhattisgarh. The spotlight, though, remains on Abujmarh, where Operation Clean-up aims to decimate the last vestiges of the military wing of the five-decade old Maoist movement in Maharashtra's eastern flank, say top sources in the state's anti-Naxalite apparatus. A top guerrilla on the radar is central committee member Mallojula Venugopal Reddy, alias Bhupathi or Sonu. Intelligence inputs suggested he was holed up deep inside the booby-trapped forested hills of Abujmarh and spotted a few km off Kawande -- the hamlet CM Fadnavis visited two days ago. Although Bhupathi had appealed to the Centre for a ceasefire and despite his wife Tarakka surrendering a year ago, the veteran may opt to fight till his last breath. Apart from the uncertain terrain, the battle-hardened C60 commandos are also concerned about rains which would make the hills unapproachable with numerous overflowing rivulets and nullahs. Other Maoists on the hit list are Kadari Satyanarayana Reddy alias Kosa, Madvi Hidma, Devuji alias Devji and CPI (Maoist) general secretary Ganapathy. Pressure on top cadres intensified after 12 senior Maoists surrendered to Gadchiroli police on Friday, a significant setback for the outfit. The surrendered cadres, reportedly from the Maad area, are believed to have provided critical intelligence about the movements of Kosa and Bhupathi. In Odisha's Sambalpur, intelligence inputs suggested suspicious movement of some rebels from Chhattisgarh, prompting the searches. "It is not fully confirmed if the rebels dispersed and are trying to shift their bases. Considering their dwindling numbers in Odisha, it is not likely that they will mount offensive action against forces," said a senior police officer.
