
Skowhegan-area school board tables Title IX talks, focuses on budget
Conversations locally have been focusing on the public clash between Gov. Janet Mills and President Donald Trump over transgender student participation in sports and the Trump administration's subsequent threats to Maine's federal education funding, MSAD 54 Superintendent of Schools Jon Moody told the board of directors at its meeting Thursday.
"They're using it, I think, quite frankly, as a red herring to encourage people to vote down the budget. And, I think that's sad," Moody said. "This board has worked incredibly hard to have a responsible budget."
Moody's comments came as the 23-member board is expected to finalize its proposed budget later this month and about one month after a board member tried to call for a vote to take an explicit stance on following federal orders over state law.
Wayne Wofford of Cornville, said at the March meeting he was concerned federal funding for the district could be jeopardized if its policies do not follow a directive from Trump aimed at barring transgender student-athletes assigned male at birth from competing on girls' teams.
At that time, Moody told the board, which represents the district's six towns of Canaan, Cornville, Mercer, Norridgewock, Smithfield and Skowhegan, that MSAD 54 complies with Title IX, a civil rights law that prohibits sex-based discrimination at schools that receive federal funding.
District officials have not made updates to its Title IX policies in recent years, as administrators were waiting to see the outcome of legal challenges, Moody said. The district has no policy about athletics that mentions gender identity, Moody said, although its policies about harassment and discrimination include the term "gender identity" to comply with the Maine Human Rights Act.
Moody told the board's policy committee on March 25 the district's legal counsel advised MSAD 54 is in compliance with both state and federal laws. The board's policy committee postponed discussing any policy changes until June. That would likely put off any action until after this year's budget is approved.
A draft status quo budget — with no new areas of spending — shows an overall proposed spending plan totaling approximately $51.36 million, up about 5.05% over the current year. That figure has already been reduced about $1.24 million from the first draft presented earlier this year.
About three-quarters of the increase is from employee wages and benefits and other personnel costs, budget figures show.
The portion to be funded by local property taxes now stands at approximately $16.41 million, up about 1.89% over the current year.
That total subtracts from the overall budget state funding for career and technical education and the bond for a new, consolidated elementary school in Skowhegan set to open this fall. The $75 million price tag for the school will be paid for entirely by the state, local fundraising efforts and Congressionally Directed Spending.
The proposed budget also forecasts increased revenues, including increasing the use of undesignated fund balance to $1.77 million and increasing Medicaid billing for services to $600,000.
The key figure remaining that has yet to be factored into the budget is the increase to employee health insurance plans, Moody said. The increase, which the district expects to know in coming weeks, could be anywhere from $200,000 to more than $1 million, he said.
"Which means we're going to have to come right back to the table and look at cuts," Moody told the board.
The board of directors will hold a budget workshop to discuss those potential cuts at 6 p.m. April 15 at Skowhegan Area High School. The board is scheduled to meet at 7 p.m. April 17 at Skowhegan Area Middle School to vote on the budget it sends to voters later this spring.
With board approval, the budget would then be up to voters of the district's six towns to review at the district's annual budget meeting, likely in late May. The total figure approved at that meeting would go to voters again for a yes or no referendum vote, likely in early June.
Inconsistent increases in state valuation among the district's six towns mean that even with a modest budget increase, some towns will be affected disproportionately, Moody said. Moody's budget presentation showed what would happen with a 0% budget increase next year.
Each town pays its share through property taxes, and the amount each town pays is based on its property valuation calculated by the state as a percentage of the total state valuation for all six towns. Overall, the six towns' valuations went up about 10%, budget figures show. The increase, though, varied from town to town.
For example, the state valuation for Smithfield, one of the district's smaller towns, increased this year by 15.33%. The valuation for Skowhegan, the largest town, went up 8.46%.
That means Smithfield would be assessed $63,000 more next year than it paid this year while Skowhegan would pay $147,000 less in the hypothetical scenario of no budget increase.
"That is hard for a taxpayer to understand," Moody said. "And there is nothing you did and can do about it as a board."
Moody said he may recommend the district consider other factors in its cost-sharing formula, which is currently based only on property valuations from the state. That change requires a somewhat elaborate process outlined in statute, involving the participation of officials from the district's member towns.
If the school board and towns pursue the change, Moody estimated completing it would take about a year.

Proposed Texas maps kicked off interstate redistricting fight Texas GOP leaders have criticized the Democrats that fled for having 'abandoned their duties.' Earlier this month, Attorney General Ken Paxton filed a lawsuit to remove 13 representatives from office over their continued absence on Aug. 8, while Gov. Greg Abbott requested that the Texas Supreme Court vacate the seat of House Democratic leader Gene Wu. Litigation is ongoing, although it's not clear how the members' return will affect the suits. Even so, the passage of the redistricting plan is all but guaranteed. The Texas Senate redistricting committee approved the maps on Sunday, and the Republican-majority upper chamber could vote on the plan as soon as this Wednesday. 'This is another exercise of authority and power over people of color, over people who resist,' said Collier, who is the former chair of the Texas Legislative Black Caucus. 5 takeaways from the Trump-Zelensky White House meeting
President Trump met Ukrainian President Volodymyr Zelensky at the White House on Monday as the search for an end to the three-and-a-half-year war intensifies. Major European leaders also jetted in for the meeting. German Chancellor Friedrich Merz, French President Emmanuel Macron, British Prime Minister Keir Starmer and Italian Prime Minister Giorgia Meloni were all in attendance. So too were European Commission President Ursula von der Leyen and NATO Secretary-General Mark Rutte. In a relief for all concerned, the meeting was vastly different from the late February contretemps in the Oval Office, in which Trump and Vice President Vance berated Zelensky at length. Here are the other main takeaways. A positive tone but few specifics The mood music was positive on Monday, but huge hurdles remain on the road to peace. Trump was civil and solicitous toward Zelensky throughout the day, and he was also conspicuously affable to the European leaders, with whom he has had volatile relations. Trump argued that 'while difficult, peace is within reach.' He also held out the promise of an imminent trilateral meeting between Zelensky, Russian President Vladimir Putin and himself at which the knottiest issues of the conflict could be unpicked. Zelensky, for his part, enthused about his 'really good' conversation with Trump — a far cry from February's debacle. NATO's Rutte said he was 'really excited' about the prospects for peace, while Starmer asserted there was a chance of 'real progress toward a just and lasting outcome.' Reaching that goal will be enormously difficult, however. Nothing that was said on Monday changed the underlying contours of the conflict. The Europeans lauded Trump for committing to provide security guarantees to Ukraine in the event of a settlement — but the pledge came with no specifics. Starmer, Meloni and von der Leyen all talked about guarantees akin to NATO's Article 5, which holds that member nations will come to the defense of any ally that is attacked. But what exactly is an 'Article 5-like security guarantee,' as termed by von der Leyen? And how would Putin accept such a thing, given its practical resemblance to NATO membership for Ukraine, to which he is implacably opposed? Conversely, Zelensky said he would be willing to discuss territorial changes at a trilateral meeting — but said nothing more on the topic, making it impossible to gauge how much pain he would be willing to take in that regard for peace. The overall lack of concrete detail makes it hard to argue a settlement is any closer. Europeans succeeded in shoring up Zelensky The fact that the European leaders trooped to Washington as reinforcements for Zelensky was one of the most notable elements of the day. By and large, they succeeded in their two intertwined aims: making sure there was no repeat of the earlier Oval Office humiliation of the Ukrainian president and defending Kyiv's interests more broadly. In their remarks to the media, the Europeans talked about the degree to which they believe the war has enormous ramifications for other nations across the continent. 'We are on the side of Ukraine,' was the straightforward message delivered by Meloni, who is usually seen as more simpatico with Trump than counterparts such as Macron and Merz. There is still plenty of European unease as to whether Trump will be too accommodating of Putin's imperatives — but Monday quelled some of their worst fears. Interim ceasefire is rare point of contention A topic that was central to Trump's meeting with Putin last week in Alaska reared its head again. Prior to that Alaska meeting, Trump wanted Russia and Ukraine to quickly agree to a ceasefire, which would then set the stage for more comprehensive peace talks. After Anchorage, he appeared to have shifted significantly in Putin's direction, suggesting that it would be better to move to a full settlement without any halfway measures. Putin's fondness for that framework is based on the widely accepted reality that Russia has the upper hand on the battlefield. The Kremlin fears an interim ceasefire would disrupt their momentum and allow Ukraine to regroup. On Monday, Merz was the most assertive about the need for a ceasefire right away. The German chancellor said he found it impossible to imagine a next step on the path to peace without a ceasefire. 'Let's try to put pressure on Russia,' Merz said. Trump seemed ambivalent about the idea, at best. That's an important divide — and one that Putin might try to exploit. Trump vouches for Putin's desire to make peace The Europeans view Putin with the deepest suspicion, not only because of the February 2022 invasion of Ukraine but because they fear his expansionist instincts in general. They also regard him as fundamentally untrustworthy. By contrast, Trump on Monday vouched more than once for the Russian leader's interest in making peace. To a skeptical Zelensky, the president insisted that 'I think you'll see that President Putin really would like to do something else. … I think you're going to see some really positive moves.' Toward the end of the public remarks with the European leaders, he again argued that 'I think President Putin wants to find an answer, too.' Time will tell whether those assertions are true. Even Trump admitted, in apparent reference to his campaign trail pledge to end the war on day one of his second term, 'I thought this was going to be one of the easier ones [to solve]. It's actually one of the most difficult — very complex.' Huge stakes if a trilateral meeting happens Monday's events did at least create some momentum in the search for peace. Trump wants to capitalize on that with a trilateral meeting soon. Such a meeting could truly be a make-or-break moment. If Putin, Zelensky and Trump get together in one room, there will be no way to avoid the most difficult issues that underpin the war. The stakes would also be enormous for each participant — including Trump, who could either emerge as the consummate dealmaker, or end up looking naive in his belief that he could get a peace agreement.
