Indore, Jun 27 (PTI) Congress Rajya Sabha MP Digvijaya Singh on Friday alleged an 'undeclared Emergency' has been in force in the country for the last 11 years under the BJP rule, while the rights limiting measure officially proclaimed in 1975 was now a '50-year-old thing'.
'The Emergency is a 50-year-old thing. Under your (BJP) rule, there has been an undeclared Emergency in the country for the last 11 years. The right of expression of citizens is being snatched away. This is even more dangerous,' the former Madhya Pradesh CM alleged.
The Congress veteran hit out at RSS general secretary Dattatreya Hosabale for his comments demanding an apology from the Grand Old Party for imposing the 1975-77 Emergency.
'Why does he (Hosabale) forget that then-RSS chief Balasaheb Deoras had supported the Emergency?' Singh averred.
The former CM claimed that for the first time in India's history, the culture department of the central government issued an official directive to run a campaign against the Emergency.
Asked about the ongoing controversy in adjoining Maharashtra over teaching Hindi to students from Classes 1 to 5 in Marathi and English medium schools, he said, 'Every person has the right to teach his children in his mother tongue. This right is recognised in the three-language formula.' 'Seeing the [impending] defeat of Nitish Kumar-led BJP and NDA, it seems there is a conspiracy to remove the names of the poor, exploited, deprived, backward, extremely backward, Dalits, tribals and minorities from the voters' list,' Mr. Yadav claimed. Floods and documents 'Lalu ji always says that the rule of votes means the rule of poor people. I must say that 73% of the people in Bihar live in flood-affected areas and at such a time, how will people show their documents? They will first protect their lives and property, not the documents,' he further said. Mr. Yadav alleged that 'anti-constitution and anti-democracy' activities are being carried out in Bihar and a conspiracy is being hatched to snatch the rights of the poor, exploited and deprived sections to vote in the upcoming election. If the government is honest in this matter, then it should declare the 2024 Lok Sabha elections illegal. No party was taken into confidence for such a task,' he added. Accompanied by other leaders of the INDIA bloc, he asserted that the revision work should be stopped with immediate effect. Mr. Yadav explained that only 2.8% of the children born between 2001 and 2025 have birth certificates available. State Congress president Rajesh Kumar said that like the Maharashtra election, an attempt is being made to influence the Bihar election through the Election Commission. He alleged that an attempt is being made under the pressure of the Union government to reduce the number of voters in Bihar and such actions will be strongly opposed. Congress national spokesperson Pawan Khera, who was also present in the press conference, added that whenever the NDA government faces a crisis, it goes to the Election Commission. 'A letter was written on the activities of the Election Commission and Kharge ji has also raised questions on the EC in this matter, but no answer has been given so far. Whenever questions are raised on the Election Commission, BJP comes forward to answer,' Mr. Khera said. Communist Party of India (Marxist-Leninist) general secretary Dipankar Bhattacharya asked if the EC had such an exercise in mind then why did the poll body not discuss it during the meeting with all the parties in New Delhi. 'It is the work of the Election Commission to register the name of the voter. Before going to the election, the voter will have to face the questions of the Election Commission and will have to prove how they became a voter. For this, documents will also have to be submitted whereas it is the government's job to give birth certificates to everyone. Why did the government not do this work?' Mr. Bhattacharya asked. India on Friday rejected the ruling of a Court of Arbitration that issued a 'supplemental award' on its competence concerning the Kishenganga and Ratle hydroelectric projects in the Union Territory of Jammu and Kashmir. The IWT in abeyance, India is no longer under an obligation to take Pakistan's objections, over these projects, into account. (PTI) These projects are being constructed on the Indus river system, with this development coming after the pause India put on the Indus Waters Treaty in light of the April 22 Pahalgam terror attack. The ministry of external affairs issued a statement in this regard and said it never recognised the existence of this so-called Court of Arbitration, saying that it is in 'brazen violation' of the Indus Waters Treaty, 1960. 'Today, the illegal Court of Arbitration, purportedly constituted under the Indus Waters Treaty 1960, albeit in brazen violation of it, has issued what it characterizes as a 'supplemental award' on its competence concerning the Kishenganga and Ratle hydroelectric projects in the Indian Union Territory of Jammu and Kashmir,' the MEA statement read. 'India has never recognised the existence in law of this so-called Court of Arbitration, and India's position has all along been that the constitution of this so-called arbitral body is in itself a serious breach of the Indus Waters Treaty and consequently any proceedings before this forum and any award or decision taken by it are also for that reason illegal and per se void,' it added. It said that the nation was no longer bound to perform any of its obligations under the treaty till it was in abeyance. "No Court of Arbitration, much less this illegally constituted arbitral body which has no existence in the eye of law, has the jurisdiction to examine the legality of India's actions in exercise of its rights as a sovereign," the statement read. The MEA called this move the "latest charade" at Pakistan's behest, accusing Islamabad of trying to escape accountability for being the global epicenter of terrorism. The external affairs ministry's official statement said, "This latest charade at Pakistan's behest is yet another desperate attempt by it to escape accountability for its role as the global epicenter of terrorism. Pakistan's resort to this fabricated arbitration mechanism is consistent with its decades-long pattern of deception and manipulation of international forums." Pakistan has objected to India's construction of the Kishenganga hydroelectric project and Ratle dam project on the Indus river system due to its concerns about the possible impacts on its own water resources. The Indus system of rivers comprises the main Indus river, along with its five tributaries, the Ravi, the Beas, the Sutlej, the Jhelum and the Chenab. Pradeep Kumar Saxena, who served as India's Indus Water Commissioner for over six years, had earlier told news agency PTI due to the abeyance, India is in no obligation to follow the restrictions on the "reservoir flushing" of the Kishenganga reservoir and other projects on Western rivers in Jammu and Kashmir. While under the IWT, India was to do the filling in August, during the peak monsoon period, it can do the process anytime now due to the abeyance of the treaty. If the filling is done during the sowing season in Pakistan, it could be detrimental, especially since a large part of Punjab in Pakistan is dependent on the Indus and its tributaries for irrigation. According to the treaty, there are design restrictions on building structures like dams on Indus and its tributaries. However, India is not longer obligated to take the Pakistani concerns onboard. Indus Waters Treaty The Indus Waters Treaty, 1960, was brokered by the World Bank and set a mechanism for water sharing and information exchange between India and Pakistan. The treaty was signed after over nine years of negotiations. While the treaty allocates the Western rivers (Chenab, Jhelum, and Indus) to Pakistan and Eastern rivers (Ravi, Beas and Sutlej) to India for unrestricted use, New Delhi is allowed to use water from the western side for domestic use, non-consumptive use, agricultural and generation of hydro-electric power. The right to generate hydroelectricity from Western rivers is unrestricted, but subject to conditions for design and operation of the Treaty, a PTI report said.
