Talking to reporters at police headquarters in Patna, Additional Director General (ADG) (Headquarters) Kundan Krishnan said that it has been witnessed that some of the youths have been found indulging in contract killers for money.
'A new cell has been constituted to keep a tab on contract killers. A data bank of these contract killers will be maintained to check their activities in future,' Mr. Krishnan said.
He added that a 'dossier' will be prepared of each contract killer and the cell will keep their physical description, photograph, along with their name, address and other details so that their movement can be tracked even after coming out of jail.
Even police personnel in districts have been asked to keep a tab on such contract killers.
'Police have identified 1290 persons who have acquired proceeds of crime and their assets will be seized soon,'Mr. Krishnan said.
He also informed that the state police have also sent its proposal for starting Fast Track Courts (FTCs) to ensure speedy trial to achieve conviction in heinous crime cases.
Mr. Krishnan pointed out that the Narcotics Cell under STF is already functional but to strengthen it further, police are planning to set up a separate 'narcotics & prohibition division' for which a proposal will be sent to the state cabinet.
He stressed that the move would help in taming the problem of opium, heroin, smack and other psychotropic substances being used by the youths of the state.
Talking about murders that took place recently in the state, Krishnan said that the statistics does not suggest that the average crime graph has witnessed an increase.
'This is an election year and a narrative is being built through misinformation and disinformation. No one should try to demoralise the police department as it has always identified and taken action against 'black sheep's,'Mr. Krishnan said.
Meanwhile, the Bihar Police also suspended a station house officer (SHO) for dereliction of duty in connection with the murder of Patna based industrialist Gopal Khemka.
The order of suspension of Gandhi Maidan Police Station SHO Rajesh Kumar was issued by Patna Inspector General (IG) Jitendra Rana.
Mr. Khemka was murdered on July 4 night outside his house under the jurisdiction of Gandhi Maidan police station which was 300 meters from the spot. Earlier relatives and family members of Mr. Khemka had alleged that the police had reached the spot after one and half hours of the incident after the shooter fled.
'When the incident took place, I had given the order to investigate the role of the local police and in the investigation the Patna SSP found that Gandhi Maidan SHO did not perform his duty. If there would be any more officers involved, action would be taken accordingly,' Mr. Rana said while speaking to the media.
In the case, police have already arrested the shooter Umesh Yadav and mastermind Ashok Sao who had given the Supuri (contract) of Rs 4 lakh to kill the industrialist who was also earlier associated with Bharatiya Janata Party (BJP).

Five members of adulterated fuel racket arrested in Lucknow
Agency: Last Updated: August 12, 2025, 20:00 IST Representational image (Image: News18) Lucknow, Aug 12 (PTI) The Uttar Pradesh Police on Tuesday said they have busted a gang allegedly involved in mixing ethanol and solvent chemicals in stolen petrol and diesel on a massive scale for sale, with the arrest of five people. The arrests were made following a raid conducted around 2.15 am near Lodhamau village on the Kisan Path highway towards Sitapur. Police said that adulterated fuel can cause serious damage to vehicles, often leading to breakdowns much earlier than normal. According to an STF statement, Ramu Yadav, Sukhbir Kumar, Sujit Kumar, Rinku Singh, and Mohammad Deenu were nabbed with a tanker carrying 15,000 litres of petrol and 5,000 litres of diesel, as well as drums of ethanol, solvent chemicals and petrol. The STF team also seized multiple vehicles, fuel extraction pipes, motorised filler machines, a generator, mobile phones, Indian Oil invoices, and cash. Investigators allege the gang used to steal fuel from tankers, replace the siphoned quantity with solvent chemicals, and then deliver the altered fuel to buyers in Lucknow and surrounding districts. The accused reportedly sold the product for Rs 75 to Rs 80 per litre, while buying the solvents for about Rs 30 per litre. Tests by the excise department confirmed the seized liquid contained ethanol and solvents. Swipe Left For Next Video View all STF officials said one of the accused, Rinku Singh, admitted to being involved in the illegal trade for years and had even served jail time in 2024 for similar offences. A case has been registered under the Bharatiya Nyaya Sanhita and the Excise Act, officials said, adding that a hunt was on for other members of the network still on the run. UP Police busts fake marksheet racket in Meerut, 3 arrested
Agency: PTI Last Updated: Meerut (UP), Aug 12 (PTI) Uttar Pradesh Police has dismantled a racket that for years forged and altered marksheets to secure students' admission to higher educational institutions, officials said on Tuesday. According to the Special Task Force (STF) of Uttar Pradesh, three men, including the alleged mastermind of the racket, have been taken into custody in Meerut. The accused — identified as Jitendra Singh, Shivkumar and Nikhil Tomar — are all residents of Meerut district, STF Additional Superintendent of Police Brijesh Kumar Singh said. The STF seized one computer, one printer, hard drives, school stamps, forged marksheets for high school and intermediate levels, fake transfer certificates and a car from the accused, the officer said. Investigators alleged the members of the racket charged students around Rs 10,000 to inflate their grades and get forged marksheets issued, Rs 3,000 for forged transfer certificates, and Rs 10,000-15,000 for backdated marksheets from the Uttar Pradesh State Open School Board — without the students ever taking an exam. Police said an associate in Lucknow would prepare the documents, which were then couriered within 10 to 15 days. The STF believes the network was operating for more than a decade. A case has been registered at Ganganagar police station under multiple sections of the Bharatiya Nyaya Sanhita (BNS), police said.
