Power bill demand of Rs 1.91 crore ‘wholly unnatural and arbitrary', Allahabad High Court gives relief to Sambhal MP, directs that electricity supply be restored

The Allahabad High Court has directed the Uttar Pradesh Power Corporation Ltd (UPPCL) to restore power supply at the house of Sambhal Member of Parliament, Zia Ur Rehman Barq.
In a significant relief to the Samajwadi Party MP, the Allahabad High Court also stayed the operation of an electricity bill demand of Rs 1.91 crore raised by the UPPCL, terming it 'wholly unnatural and arbitrary', in its June 4 order.
The matter was heard by a division bench comprising Justices Saumitra Dayal Singh and Sandeep Jain. The court was hearing a writ petition filed by the Sambhal MP challenging the assessment order dated May 15, 2025. The court also directed the restoration of the electricity connection, subject to a deposit of Rs 6 lakh and timely payment of future bills.
'Subject to the petitioner depositing Rs.6 lakhs within a period of two weeks from Wednesday, the effect and operation of order dated 15.05.2025, shall remain stayed and the electricity connection of the petitioner, that may have been temporarily disconnected, may be restored forthwith and be maintained subject to timely payment of future bills,' read the court order.
Barq was represented by advocates Bidhan Chandra Rai and Stuti Rai, who argued that the UPPCL lacked jurisdiction to assess electricity usage for 'a period of 12 years', asserting that the maximum permissible assessment period under the law is one year.
'Submission is that even if the inspection report and adverse facts allegedly found therein are accepted, no jurisdiction arose with the respondent authorities to make assessment for a period of 12 years,' the court order read.
The order further said that the maximum period for which assessment may have been made could not exceed one year. 'By breaching the statutory period of assessment, wholly unnatural and arbitrary demand of Rs.1 crore 91 lacs has been raised. The petitioner cannot be made to deposit 50% of such illegal demand to maintain an appeal,' said the order passed on June 4.
The court granted three weeks to the UPPCL to respond and fixed the date of next hearing as July 2, 2025.
The fine was imposed on the MP after allegations of power theft at his residence, on December 19. On the same day, he was charged with large scale electricity theft and the power supply to his residence was disconnected.

ED raids across two cities over reopened case against Tamil Nadu minister, DMK says bid to deflect from ‘vote chori'

Officers from the Enforcement Directorate (ED) launched simultaneous searches on Saturday at the properties of Tamil Nadu Rural Development Minister I Periyasamy, his family members, and linked premises in Dindigul and Chennai, reviving a years-old disproportionate assets case that had been dismissed but was recently reopened by the Madras High Court. About a dozen ED officials, split into three teams and backed by armed Central Reserve Police Force personnel, arrived at three residential locations in Dindigul — Durairaj Nagar, Vallalar Nagar, and Seelapadi — around 7:30 am. Local DMK cadre quickly gathered near the sites as police tightened security. The searches targeted the minister's home, as well as that of his son and Dindigul East MLA I P Senthil Kumar and his daughter Indra. In Chennai, ED teams conducted searches at Periyasamy's official bungalow on Greenways Road under heavy Central Armed Police Force protection. Officers also visited the MLAs' hostel at the Government Omandurar Estate. Periyasamy, a senior leader of the ruling DMK, his wife Suseela, and sons Senthil Kumar and Prabhu had been acquitted by a Dindigul trial court in a Rs 2.01 crore disproportionate assets case dating back to 2006–2010. The Directorate of Vigilance and Anti-Corruption alleged that the family had amassed assets in excess of their known income during his earlier tenure as minister. The acquittal was overturned in April by Justice P Velmurugan of the Madras High Court, who ordered a fresh trial. The family has appealed in the Supreme Court, with a hearing scheduled for August 18. The DMK responded sharply, framing the raids as politically motivated and timed to distract from what the party called the BJP's own electoral misconduct. 'This is an attempt to divert attention from vote chori (theft),' said DMK organisation secretary R S Bharathi, invoking a phrase used by Congress leader Rahul Gandhi to describe alleged fraud. In a formal statement, Bharathi said: 'The BJP stands exposed for indulging in electoral fraud by using the Election Commission. The country is shocked over this. To divert attention from the illegal vote chori, the Enforcement Directorate is conducting searches at premises linked to Periyasamy.' Bharathi said the DMK 'would neither fear the ED nor Modi,' and accused the BJP of weaponising state institutions: 'The BJP was using empowered and autonomous bodies as its election instruments.' While the ED has not disclosed the specific trigger for Saturday's searches, the revival of the disproportionate assets case has heightened political tensions as Periyasamy remains an influential figure in the DMK. The outcome of the Supreme Court hearing next week could determine whether the disproportionate assets case proceeds to trial again.

Spirit of Krishna's selfless karma is our strength, making us invincible, says CM Yogi

LUCKNOW: Reiterating the purpose of the 8th incarnation of Lord Vishnu as Shree Krishna to safeguard the virtuous and to destroy evil, Uttar Pradesh CM Yogi Adityanath said Lord Krishna turned the battlefield into the land of 'Dharma'. "The inspiration of Shri Krishna's selfless actions gives us strength. The spirit of Shri Krishna's selfless karma is our power, making us invincible. As long as this inspiration will remain with us, no one can harm us," said the CM. He was participating in the Janmashtami celebrations to mark the 5252nd birth anniversary of Lord Krishan in Mathura on Saturday. Visiting the land of Lord Krishna for the 38th time during his tenure as CM, Yogi unveiled a Rs 30,000 crore master plan for the holistic development of the Braj region. The CM also inaugurated 118 projects worth Rs 646 crore. He said the master plan would connect pilgrimage sites like Mathura, Vrindavan, Barsana, and Gokul with the memories of 'Dwapar Yuga'. He said, "Our government is committed to enrich the Braj region, thereby, respecting the sentiments of revered saints. We are making possible the works which were once considered impossible." Citing the example of Kashi Vishwanath Dham and the grand Ram Temple in Ayodhya, he said that ten years ago, even imagining them seemed impossible, but today they have become a reality.

Girl dies as under-construction school balcony collapses in Udaipur; AEN suspended, FIR filed against contractor

JAIPUR: Mishaps in Rajasthan's government schools simply refuse to stop. After last month's tragedies in Jhalawar and Jaisalmer, which claimed the lives of eight students, a girl died after the balcony of an under-construction government school collapsed on her in Udaipur's Kotda. Taking swift action, the government has held local officials guilty of negligence. The accident took place on Independence Day at PM Shri Government Higher Primary School in Patharpadi village under Kotda police station. Strict measures have rapidly been initiated. Acting Assistant Engineer (AEN) Hem Singh has been suspended and the services of the contractual civil consultant have been terminated. In addition, instructions have been issued to register an FIR against the contractor firm, M/s Divyanshi Enterprises. Hem Singh, originally appointed as a Grade III teacher, had been working as an AEN for the past 11 years. JEN Anil Kashyap, who was drawing a salary of Rs 15,000, had been handling the technical monitoring of school buildings for nearly 22 years. Villagers allege that substandard materials were being used in the construction of the school. Following the incident, all construction work has been halted. Education Minister Madan Dilawar said the department acted immediately after taking cognisance of the matter and that a high-level probe is now underway. Questions have also been raised about the appointment of a teacher and a contractual worker instead of qualified engineers to monitor the work for the school's construction. Udaipur ADPC Nanihal Singh defended the decision, saying both officials held engineering diplomas and were deputed by higher authorities from Jaipur. He admitted, however, that while the AEN and JEN were directly responsible for site monitoring, he too shared accountability. 'The negligence lies with the contractor, which is why a case has been registered against him,' Singh said. The accident occurred on Friday when the balcony of the under-construction building suddenly collapsed. One girl died on the spot, while another sustained serious injuries and was later shifted to Gujarat for treatment. Both girls were not students of the school. The deceased had come to her grandmother's house and, on Friday morning, was on her way to the toilet with a friend when the balcony collapsed, burying her under the debris. Eyewitnesses say the accident was caused by improper filling of the lintel and rather premature removal of shuttering. According to information, the Central Government had sanctioned Rs 75 lakh for the construction of the school building, which was to include seven rooms and other facilities. Work began in February and was scheduled to be completed by August 5, but remained unfinished. The contractor had already sought a two-month extension.
