Banned plastic plates used at Punjab Pollution Control Board's meeting in Mansa, citizens' group calls for action

Bathinda: A state's pollution control board is supposed to be enforcing environment laws, but Punjab's board turned out to be the violator during a hearing earlier this week.
A pro-environment body, Public Action Committee (PAC), has raised concerns over banned single-use plastic (SUP) and thermocol plates being used to serve refreshments at a public hearing called by the Punjab Pollution Control Board (PPCB) in Mansa district's Talwandi Aklia village on Monday.
PAC has demanded action against PPCB officials and the industrial unit, JSW Cement, which had called the hearing. "If no action is taken against the violations as per law, PAC will approach the National Green Tribunal (NGT) and other appropriate forums seeking redressal of legitimate grievances," said a joint statement issued by members of PAC.
PAC members Kapil Dev, Jaskirat Singh, Amandeep Singh Bains, Kuldeep Singh Khaira, and Gurpreet Singh Plaha have written to the regional officer, ministry of environment, forest & climate change; member secretary Central Pollution Control Board (CPCB), deputy commissioner Mansa, and member secretary, PPCB.
They demanded punitive action and the imposition of an environmental penalty under the provisions of the Environment (Protection) Act 1986, as well as notification/guidelines/rules notified by MoEF&CC, CPCB, and PPCB for environmental violations during the public hearing on Monday.
The public hearing was organised by PPCB in accordance with the provisions of the Environmental Impact Assessment (EIA) notification, 2006, and was chaired by the Mansa SDM Kala Ram Kansal.

It was stated that PPCB has to take notice of violations, but violations happened in the presence of PPCB officials.
"On receiving information regarding the use of SUP and other banned material, we visited the refreshment shed and were shocked to witness gross violations of environmental laws – notably the use of banned Single Use Plastics such as plastic plates, plastic spoons, and thermocol plates – in direct contravention of applicable laws (EP Act 1986) and notifications and guidelines issued by MoEF&CC, CPCB, as well as PPCB.
These banned materials were used openly and without any objection or enforcement by PPCB officials present at the site," said Kapil Dev. "We have enclosed three images and one video clip taken with a GPS location app, as recorded at the impugned site, clearly depicting the open use of banned materials in the program scheduled by PPCB," he said, adding that at 2.15 PM, they formally raised this issue during the public hearing and demanded immediate action, including the issuance of a challan against the industrial unit.
Mansa SDM Kala Ram Kansil said that upon raising the issue, the PPCB officials changed the single-use plastic material. Further investigations are being made.

TPCC president B Mahesh Kumar Goud, speaking informally to reporters at Gandhi Bhavan, confirmed that the PAC would discuss the matter and take a final decision in consultation with senior leaders. He also reiterated the party's confidence in sweeping the local polls. Claiming positive public response to his Janahita Padayatra — a statewide outreach programme during which he has been receiving applications for pensions, housing, and other welfare schemes — Goud said the initiative would resume after August 23, with both Chief Minister Revanth Reddy and Deputy Chief Minister Mallu Bhatti Vikramarka expected to join him occasionally. Goud criticised the BJP for what he described as the 'silence' of its BC leaders on the issue of reservations. 'The silence of BC leaders in the BJP, including Union Minister Bandi Sanjay and MPs Eatela Rajender and Dharmapuri Aravind, is a loss for BC communities,' he said. He further alleged that the BJP was attempting to sow discord within the Congress by portraying the demand for a BC chief minister as a threat to party unity. 'Only the Congress can make a BC leader chief minister,' he asserted, rejecting suggestions that such demands indicated disunity between him and Revanth Reddy. On the controversial remarks made by Congress MLA Komatireddy Rajgopal Reddy against the chief minister, Goud said the party's disciplinary committee would look into the matter.

1 2 Bathinda: Pro-environment group Public Action Committee (PAC) has sent an urgent letter to Jal Shakti Ministry and Punjab government, warning that water levels at Bhakra and Pong dams are nearing critical thresholds. There is a high risk of downstream flooding within a few days, PAC members Jaskirat Singh, Amandeep Singh Bains, Kapil Arora, Kuldeep Singh Khaira, and others claimed. PAC is calling for precautionary measures to avoid repeating the mistakes that led to the devastating floods in Punjab in 2023. This flooding was due to operational decisions regarding the controlled release of water, which, in conjunction with heavy inflow in Bhakra and Pong Dam, led to sudden large releases. Mails have also been sent to chairman BBMB, chief secretary Punjab, chief engineer dam safety, BBMB to make available the information relating to maximum anticipated inflows and outflows, including flood warnings and any adverse impact on persons and property towards the upstream or downstream of the dam. They said the inflow and storage level in both dams have been rising for the last few days due to heavy rains in the higher reaches and the catchment area. However, the present release of water from the dams is far below safe capacity, creating a storage build-up risk and threat of a flood-like situation in Punjab. During the 2003 flooding, a Red Alert for many days by the meteorological department and continuous heavy inflow in both reservoirs, the outflow was restricted for several days. The sudden releases of 84,000 cusecs from Bhakra Dam and 142,000 cusecs from Pong Dam on August 16, 2023, and 79,000 cusecs, 130,000 cusecs on August 17, 2023, without prior gradual drawdown, resulted in severe flooding in Punjab. The PAC members also mentioned that after raising the issue of restricted flow till Aug 15, 2023, the data of inflow and outflow was kept hidden from the public at large, which is wrong as per sections 25 to 36 of the Dam Safety Act. These sections require emergency action plans, gradual releases, and information sharing to protect downstream life and property.
