New phase of ‘Ezraa' initiative launched to empower small-scale farmers, bolster Egypt's food security
This strategic partnership reinforces collaboration between the state and civil society to promote food security and support small-scale farmers across Egypt.
The initiative is designed to encourage smallholders to play a more active role in cultivating key strategic crops—particularly wheat—through access to high-yield seeds, technical guidance, and the rollout of field schools. These measures aim to boost productivity per feddan, increase incomes, and improve farmers' living standards, while also reducing Egypt's dependence on imported staple crops.
Minister Maya Morsy stressed that this cooperation aligns with the Ministry of Social Solidarity's wider efforts to strengthen social protection and reach the country's most vulnerable populations. She revealed that 18% of the farmers participating in this phase of the Ezraa initiative are already enrolled in the 'Takaful and Karama' social support programme.
She added that the Ministry, via the Rural and Environmental Industries Support Fund, will subsidise 50% of seed costs for small-scale farmers. The fourth phase of the initiative targets the cultivation of one million feddans of wheat, with a strong emphasis on enhancing productivity.
Minister Alaa Farouk emphasised the collaborative nature of the initiative, which brings together the Ministries of Agriculture and Social Solidarity, the National Alliance for Civil and Development Work, and CEOSS. He affirmed that its primary objective is to support small-scale farmers by improving both the quality and quantity of their agricultural output.
Farouk also underscored the need to maintain the sustainability of strategic crop cultivation—particularly wheat—given its vital importance. He noted that improving the efficiency of land and water use is essential to ensuring long-term agricultural gains for rural families and promoting national self-sufficiency in key crops.
To support these efforts, the Minister has directed the Agricultural Research Centre, Agricultural Services Sector, and all relevant departments within the Ministry to provide comprehensive support and technical supervision throughout all stages of wheat cultivation. He also stressed the importance of establishing measurable performance indicators and ensuring the empowerment of rural women in all programme activities to maximise benefits for Egyptian villages.
Khaled Abdel Aziz, Chairperson of the Board of Trustees of the National Alliance for Civil and Development Work, said the agreement enhances the Alliance's efforts to unify civil society contributions in service of Egypt's citizens. He praised the Ezraa initiative as a successful model of sustainable development achieved through effective partnerships between the government and civil society, with the ultimate goal of helping small-scale farmers attain wheat self-sufficiency in the coming years.
Reverend Andrea Zaki, President of the Evangelical Community in Egypt and CEOSS, described the new protocol as a powerful example of collaboration between the state and civil society. He reaffirmed CEOSS's commitment to supporting Egypt's most vulnerable communities, particularly in rural areas.
'We are dedicated to implementing community engagement, awareness-raising, and training activities under the initiative to improve farmers' quality of life, advance social justice, and promote sustainable agricultural development,' he said.
This new phase of the Ezraa initiative represents a significant step toward integrating national efforts to strengthen food security, alleviate rural poverty, and raise the incomes of small-scale farmers. It does so through a comprehensive approach that includes resource provision, skills development, and measurable impact across local communities.

Egypt has ratcheted up its criticism of Israel, branding its 22-month war in Gaza 'systematic genocide' and calling out the international community for not doing more to stop the conflict. The comments by President Abdel Fattah El Sisi and Foreign Minister Badr Abdelatty, made separately, constituted Egypt's most scathing reprimand of Israel over the Gaza war. They are likely to accelerate the steady deterioration of relations between the two neighbours bound by a 1979 peace treaty. 'The war that's going on in Gaza is no longer waged to realise political objectives or free hostages, but rather a war for starvation, genocide and the liquidation of the Palestinian cause,' Mr El Sisi said on Tuesday after talks in Cairo with his Vietnamese counterpart. He accused Israel of attempting to hollow out the Palestinian cause and added: 'History will reflect for a long time before it holds to account and bring to justice many nations for their position on this war. 'The world's conscience will not be silent for much longer,' said Mr El Sisi, who spoke again on Gaza on Wednesday. On a visit to Greece on Wednesday, Mr Abdelatty said the world's response to the escalating humanitarian crisis in Gaza was shameful and he urged western powers to increase pressure on Israel. 'The international community should be ashamed of the tragic situation unfolding in Gaza and the devastating actions carried out by Israel,' he told reporters in Athens. 'What is unfolding is a human tragedy, and the suffering witnessed is a stain on the conscience of the international community.' Widespread reports of hunger in Gaza have heightened international concern over the devastating consequences of Israeli military operations launched on October 7, 2023, following a deadly attack by Hamas-led militants on southern Israeli communities. At least 61,000 Palestinians have been killed in the war, according to authorities in Gaza. Most of the enclave's 2.2 million residents have been displaced, many more than once, and large swathes of its built-up areas razed. Echoing President El Sisi's comments, Mr Abdelatty described Israel's military action in Gaza as 'systematic genocide'. Egypt has been trying, along with the United States and Qatar, to broker a pause in the Gaza war and secure the release of the estimated 50 Israeli hostages held by Hamas, in return for the freedom of hundreds of Palestinians jailed in Israel. Egypt, which neighbours both Gaza and Israel, has criticised Israel's actions while repeatedly warning that it will not stand idly by if difficult living conditions created by Israel in the enclave force Palestinians to move into its Sinai Peninsula. Such action, Mr El Sisi has said, would undermine Egypt's national security and hollow out the Palestinian cause. While a traditional champion of Palestinian rights, Egypt has in recent weeks come under criticism from activists at home and abroad for not doing more to allow humanitarian supplies in through its border with Gaza. Mr El Sisi has sought to discredit these charges on at least three recent occasions, in a televised address to the nation, his comments on Tuesday and again on Wednesday when he spoke to cadets at the military academy. Israel, he argued, has occupied the Palestinian side of the border with Gaza, including the Rafah crossing, the only point of entry and exit for Gaza that is not controlled by the Israelis. President El-Sisi Visits the Military Academy
This morning, President Abdel Fattah El-Sisi paid an inspection visit to the Egyptian Military Academy, at the State's Strategic Command Headquarters in the New Administrative Capital. The President was received by Director of the Egyptian Military Academy, Lieutenant General Ashraf Zaher. Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said the President commenced his tour by performing dawn prayer with the Academy's students, followed by a direct meeting with them. President El-Sisi expressed his profound appreciation for the Academy's leadership, faculty, and students. The President emphasized that the Academy is not merely an institution for building the character of men, but has become a beacon for preparing both men and women, and for building a balanced Egyptian character, capable of facing the challenges of modern era in various state institutions. President El-Sisi commended the courses the Academy offers to civilian cadres, stressing the importance of its training and educational programs across various specializations. Tackling domestic issues, the President confirmed that Egypt enjoys internal stability, affirming that the state's policy of transparency and credibility has proven effective over the past ten years. President El-Sisi noted that Egypt has encountered significant security challenges for over a decade, yet the state has successfully overcome them and continues to make tangible progress despite the difficult regional situation. Regarding the situation in the Gaza Strip, President El-Sisi noted that Egypt has made immense efforts since 2007 to avoid escalation, recognizing that the Palestinian people would pay the price in any confrontation. Minister of Planning, Economic Development and International Cooperation Discusses with Vietnamese Deputy Prime Minister the Implementation of Leadership Directives for the Sixth Joint Committee Meeting
H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, held a bilateral meeting with Mr. Bui Thanh Son, Deputy Prime Minister and Minister of Foreign Affairs of Vietnam, and Ms. Phan Thi Thang, Deputy Minister of Industry and Trade. This meeting took place during the visit of H.E. Luong Cuong, President of the Socialist Republic of Vietnam, to Egypt, where he met with H.E. President Abdel Fattah El-Sisi. At the beginning of the meeting, H.E. Dr. Rania Al-Mashat welcomed the Vietnamese Deputy Prime Minister, and highlighted the continuous development of relations between the two countries, which is reflected in the exchange of high-level visits, the meetings between the two countries' leaders, the convergence of many shared visions and positions, and the announcement by the two presidents to elevate their relations to the level of a Strategic Partnership. The Minister of Planning, Economic Development, and International Cooperation explained that since establishing full diplomatic relations in 1963, Egypt and Vietnam have maintained distinguished historical ties. She pointed out that 2025 marks the 62nd anniversary of these diplomatic relations, which have seen close cooperation to achieve development in accordance with shared interests. H.E. Dr. Rania Al-Mashat and the Deputy Prime Minister of Vietnam discussed preparations for the sixth session of the Joint Committee, in implementation of the directives of the two countries' leaders. They also highlighted the importance of the agreement reached during the current presidential visit to form sub-committees in areas of mutual interest to leverage available potential and open up more avenues for cooperation. H.E. Dr. Rania Al-Mashat added that Egypt is Vietnam's largest trading partner and its most important export market in North Africa. Each country serves as a strategic gateway for the other's exports—Egypt to the Middle East and Africa, and Vietnam to the Asian market. The mutual will to strengthen bilateral relations is further demonstrated by two historic presidential visits: H.E. President Abdel Fattah El-Sisi's visit to Vietnam in September 2017 was the first by an Egyptian president, and the late Vietnamese President H.E. Tran Dai Quang's state visit to Egypt in August 2018, which was also the first of its kind. The two sides also touched on the importance of holding a business forum and workshops during the next Joint Committee meeting to exchange knowledge in areas such as economic development strategies, attracting foreign investment, aquaculture, entrepreneurship, green development, and development financing. Cooperation in exchanging expertise on renewable energy was also discussed. H.E. Dr. Rania Al-Mashat also reviewed the measures taken by the government to enhance the business and investment environment and implement economic and structural reforms to increase the competitiveness and attractiveness of the Egyptian market for private sector companies from Vietnam. She reiterated Egypt's appreciation for Vietnam's development experience and its keenness to strengthen the partnership and benefit from that experience through the exchange of knowledge and expertise between the two countries. For his part, the Vietnamese Deputy Prime Minister and Minister of Foreign Affairs lauded the development achievements made by Egypt in various sectors, and expressed his welcome to the elevation of bilateral relations to a Comprehensive Partnership. He also emphasized the necessity of creating an executive plan to finalize the agreements reached during the meeting between the two presidents. It is worth noting that Egyptian-Vietnamese relations date back to the 1960s. In 1997, an agreement was signed to form a joint ministerial committee, which has held five sessions to date.
