Govt panel agrees to funding mechanism for road safety initiatives

PUTRAJAYA: The Cabinet Committee on Road Safety and Traffic Congestion (JK-MKKJR) has agreed in principle to establish a funding mechanism for road safety initiatives, Transport Minister Anthony Loke said today.
He said the proposed mechanism involves allocating 50 per cent of revenue collected from the Automated Awareness Safety System (AWAS) summonses to the Transport Ministry (MOT) for implementing targeted safety programmes.
'Among them are improving highway lighting in accident-prone hotspots, and this will be implemented immediately.
'We hope to have a more sustainable source of revenue to support mitigation efforts aimed at reducing road accident risks,' he told a press conference after chairing the committee meeting here.
Loke also said road safety along the East-West Highway (JRTB) between Gerik and Jeli will be enhanced, particularly concerning wildlife crossings, following a recent heartbreaking incident involving a mother elephant seen refusing to leave her calf's side after it was killed in a collision with a lorry in the area.
'Among others, we will look into improving lighting in that stretch and introducing wildlife crossings as part of broader safety upgrades,' he said.
He said wildlife protection will also be a key consideration in railway infrastructure projects.
'This will be addressed along the Gemas–Johor Bahru rail line, especially since there have been past incidents of elephants crossing railway tracks.
'This is something we take seriously, not only to protect wildlife but also human lives. Railway lines pose significant risks if high-speed trains collide with large animals such as elephants, and the consequences can be severe,' he added.

PUTRAJAYA, May 29 — Transport Minister Anthony Loke Siew Fook today announced new incentives for hauliers who operate during off-peak hours at Port Klang. Loke said hauliers who enter Port Klang outside peak hours — between 8.00am and 8.00pm — will receive a cash incentive of RM15 for dual movements and RM7.50 for single movements. 'These incentives will be funded through a Terminal Access Charge (TAC) of RM10, which will be imposed on hauliers operating during peak hours,' he said in a press conference after chairing the National Logistics Task Force meeting at the Le Meridien hotel here. The off-peak incentive will not apply on Sundays and public holidays, and neither will the TAC be charged on those days. This initiative was approved at the meeting following growing concerns over the spike in road crashes involving heavy vehicles and worsening congestion at the country's busiest port. Loke said the incentives will be rolled out in stages, with a pilot project starting in August and full implementation expected next year. Loke said container handling at Port Klang increased by nine per cent in 2024, with a staggering 70 per cent of haulage activities taking place during peak hours. 'This has led to heavier traffic on roads surrounding the port, slowing down logistics operations and increasing the risk of crashes involving both commercial and passenger vehicles,' he said. In addition to the cash incentive, the ministry is also offering an additional free storage period for importers and exporters who shift at least 50 per cent of their haulier movements to off-peak hours on or before July 1. 'Those who fail to meet the 50:50 ratio between peak and off-peak movements risk losing this benefit,' Loke added. Last month, Loke said from July 1, his ministry will use port infrastructure at all federal ports in Peninsular Malaysia to boost checks on overloaded lorries, replacing limited roadside inspections.

SEPANG, May 26 — Chinese Premier Li Qiang arrived here today to attend the inaugural Asean-Gulf Cooperation Council (GCC)-China Summit in Kuala Lumpur. The special aircraft carrying Li and his delegation landed at the Bunga Raya Complex at Kuala Lumpur International Airport (KLIA) at 12.20 pm. Li and his entourage were welcomed by Transport Minister Anthony Loke and Chinese Ambassador to Malaysia Ouyang Yujing. Li then inspected a guard-of-honour mounted by 28 officers and personnel from the First Battalion of the Royal Malay Regiment led by Capt Muhammad Firdaus Mat Hayin. The 46th ASEAN Summit began at the Kuala Lumpur Convention Centre today, while the 2nd ASEAN-GCC Summit and the inaugural ASEAN-GCC-China Summit will take place at the same venue tomorrow. The ASEAN Summit brings together leaders from member states to deliberate on regional developments and chart the future direction of the regional grouping. This marks Malaysia's fifth time chairing ASEAN, following its previous terms in 1977, 1997, 2005 and 2015. — Bernama
