£2.1bn north Wales rail overhaul plans unveiled
The proposals include more services, the introduction of pay-as-you-go "tap in tap out" technology, electrification of lines and a Metro-style service linking Wrexham and Liverpool.
Promising the plans would mean "better stations and more trains", Welsh ministers have committed an initial £13m, with substantial UK government cash needed to realise the proposals.
The UK government has been asked to comment.

The plans for an "integrated, high-frequency public transport network" were announced at a "Public Transport Summit", in Wrexham.
Speaking at the event, Skates said: "Working together, we'll deliver our ambitious plans that take us to 2035 and beyond."
The Welsh government is working with partnerships across "governments and borders across the north", he said, to "turn dreams into a reality".
The plans include work on the Wrexham to Liverpool line as the first phase of introducing direct Metro services between the two cities.
There are also proposals to double services between Wrexham and Chester by next May.
As well as a 50% increase in north Wales mainline services, the proposals include the introduction of a new Llandudno to Liverpool route and extending the Manchester Airport service to Holyhead.
Previous rail plans and funding promises for north Wales have been marked by plenty of stops and starts by both Welsh and UK governments.
In 2023, former prime minister Rishi Sunak promised electrification for the north Wales mainline at a cost of around £1bn, a commitment that never came to fruition.
Currently it is not clear if previous requests for rail funding will be granted by the UK government.
Eluned Morgan has said the UK government is talking to Cardiff ministers about "significant investment" on a "long list of projects", which would "probably be in the shape of new stations".
In a letter in January UK government Transport Secretary Heidi Alexander appeared to endorse a range of schemes in north and south Wales, including £335m worth of new stations between Cardiff and Magor.
More recently, with Labour governments now at both ends of the line in Cardiff and London, there is still no promised funding from HS2 consequentials, with rail investment central to Morgan's lobbying of the UK governments through her Red Welsh Way approach.
"Funding is the key issue," said Professor of Transport Stuart Cole.
"£2.1bn is a reasonable figure, £1bn for the north Wales line and £1bn for the rest. Is it a political attempt to get more money? To get more votes?
"There's an election coming in a year's time, and I have no doubt the Labour government in Cardiff would want to show they are getting strong support from London."
The Welsh government says that the programme will be "similar in scale and ambition" to that of the South Wales Metro.
"With the core valley lines the vast majority of money, some £750m of the £1.1bn to electrify the valley lines, came from the Welsh government and some £125m from the UK government," Prof Cole added.
"The vision is great. But the funding is a difficulty. Where is the £2.1bn coming from?"
"I'm sure Ken Skates is hoping to get more out of the UK government but there has to be something written down which says you're going to get it. HM Treasury in London has never been a giver of money to railways in Wales."
Responding to that concern, Skates told BBC Wales "we must await the CSR", referring to next month's spending review in which UK Chancellor Rachel Reeves will outline her plans for the years ahead.
"I'm very, very confident that Wales will do well from the Comprehensive Spending Review," he said.
"But, first and foremost, you have to put the business case together to get the money and that's what we've been doing.
The Welsh government had been working "incredibly closely with the UK government and colleagues", he said, to make sure key projects contained in the plans were "agreed as priorities" with the UK Department for Transport.
This North Wales Network is a plan aimed at improving connectivity between North Wales and the "Northern Arc", an economic corridor in the north of England with focus on connecting cities and regions within England.
Over the border similar ambitions have been expressed by Manchester Labour Mayor Andy Burnham.
Following Labour's poor performance, and Reform UK's gain in the local elections in England, Greater Manchester Mayor Andy Burnham and Liverpool City Region Metro Mayor Steve Rotheram have renewed calls for UK government ministers to support a Liverpool to Manchester railway line.
Burnham said the line was promised a decade ago and that it was no surprise many voters in the north of England "feel so alienated from the system".

Large drop in number of pupils studying Welsh at A-level since 2005, data shows
There has been a dramatic drop in the number of pupils studying Welsh at A-level, with almost a third fewer taking the subject than two decades ago. More than 500 fewer students studied Welsh to a high level this year than in 2005, the latest data shows. The drop has come despite the Welsh Government having set a target of one million Welsh speakers by 2050. Around 538,000 people can speak the language in Wales. Data examined by the PA news agency shows some 372 students took Welsh as a first or second language at A-level this year, down from 927 in 2005. The lowest year on record was 2023, when just 353 pupils took the subject. This year has been the lowest year for people taking Welsh as a first language, with 185 entries, compared with 260 in 2020. Some 187 pupils took the subject as a second language, with 209 having taken it in 2020. Efa Gruffudd Jones, the Welsh Language Commissioner – an officer appointed by the Welsh Government to oversee an independent body aiming to promote the use of the Welsh language – described the drop as a 'matter of concern'. Speaking to PA, Ms Gruffudd Jones said she supported calls from the Coleg Cymraeg Cenedlaethol (Welsh National College) for Welsh to become a protected subject. She said: '(This would) make sure that every educational institution post-16 offers the course. 'What I hear from people who get in touch with my office, if only you know three or four people want to study it, then schools don't offer the subject at all. 'I believe they need 12 before they decide to run the course. I don't think that's right. 'I think it should be offered at every educational institution post-16.' Ms Gruffudd Jones also said the qualification itself is under review, and the content needs to be made more attractive and relevant to students. She added: 'The other thing is that you can study many more courses through the medium of Welsh now than you used to be able to. 'You can study psychology, criminology, etc, through the medium of Welsh. 'Maybe people in the past who would have wanted to study through the medium of Welsh chose Welsh, but now they have a wider range of choice.' The commissioner stressed that Welsh is not the only language to have seen a decline, with many European languages having seen a drop across the UK. Total entries for French, German, and Spanish were down by 20% from 443 to 352 in Wales this year, with Ruth Cocks, director of British Council Wales, describing the drop in interest in international languages as a 'concerning story'. Ms Gruffudd Jones said the reason for the move away from studying languages was unclear, but may be due to pupils being encouraged to study more Stem subjects. 'I understand that we need people with technical ability, but I would argue that you also need linguistic ability in order to communicate with people in workplaces, to articulate yourself well in future,' she said. 'I would argue that literature gives you some insight into the world. 'I don't think really that it should be either or. 'What's important is that it doesn't go any lower, and we continue to make efforts to attract people to learn Welsh to a high standard.' The Welsh Government's aim to have one million Welsh speakers by 2050 was first set out in 2017. Earlier this year, a new five-year plan was unveiled by the commissioner to help achieve the goal. And the Welsh Language and Education (Wales) Bill, which aims to close the gap in Welsh speaking ability among pupils from different schools, passed in the Senedd. Figures from the 2021 census showed a decline in the number of people who can speak Welsh compared with a decade earlier. Around 538,000 people in Wales – roughly 17% of the population – said they could speak Welsh, compared with 562,000 in 2011, around 19% of the population. Recent years have seen Welsh place names take prominence over English as the default, with Eryri replacing Snowdonia on official communications from the national park authority. In response to the decline in A-level entries, a Welsh Government spokesperson said: 'We would like more learners to take Welsh as a subject. 'A consultation is taking place to look at creating new Welsh AS and A-levels, making them engaging and attractive to learners. 'We see the Welsh Language and Education (Wales) Act 2025 as a means to provide more children and young people with access to the language within the education sector than ever before. 'We want all young people to leave school with better Welsh skills, regardless of whether they do A-level Welsh or not.'

AI startup Cohere valued at $6.8 billion in latest fundraise, appoints new executives
Cohere was valued at $6.8 billion after its latest $500 million funding round, as the artificial intelligence startup moves to expand its market share in a highly competitive industry. The funding round was led by Radical Ventures and Inovia Capital, with participation from existing investors AMD Ventures, Nvidia, PSP Investments, and Salesforce Ventures, among others. Unlike most AI companies like OpenAI and Meta's Llama, which are focused on broad foundational models, Cohere builds enterprise-specific AI models. In January, it launched North, a ChatGPT-style tool designed to help knowledge workers with tasks such as document summarization. Council forced to back down on graves ‘fat tax'
A council has been forced to back down on plans to implement a 'fat tax' on bigger burial plots following local backlash. Wolverhampton councillors had faced criticism for a 'lack of empathy' after they proposed charging hundreds of pounds more for bigger plots. The Labour-run town hall confirmed to the BBC that a 20pc premium on 6ft-wide spaces had been agreed in May. It would have cost a family £2,700 as opposed to £2,250 for a standard plot. A council spokesman had told reporters that the higher price reflected 'the increased costs incurred in providing them, including disposing of the additional soil'. But when contacted by The Telegraph, a spokesman said it had decided 'not to proceed with the plans'. The council had failed to consult Wolverhampton residents on the changes, instead only speaking to local funeral directors. Ross Hickton, of Hickton Family Funeral Directors in the West Midlands, said the decision was a 'win for the people of Wolverhampton and a dose of common sense'. 'It's a great relief for funeral directors not having to have difficult conversations with families. It's a shame that the council didn't listen to our advice originally [in the consultation] as they would have saved themselves a lot of trouble. 'Other local authorities should take heed of what's happened here.' 'If you've paid into the system your whole life, through council tax and income tax, you shouldn't be forced to pay an additional 20pc tax,' Mr Hickton added. 'The 'fat tax' would 'push more people into funeral poverty. If you live in Wolverhampton, you have the right to be buried here without extra costs. You shouldn't be paying a premium for a basic right. It shows a lack of empathy for what a family goes through.' The decision to introduce the extra charge was made after an increase in demand for larger graves, the council previously told the BBC. The city has higher than normal obesity rates of 33.3pc, compared with the national average of 25.9pc, according to a 2021 survey. The proportion of households that are overweight is gradually increasing, according to government data. In 2023-24, 64.5pc of adults in England were overweight or living with obesity. This is higher than the previous year, 64pc, and follows an upward trend since 2015, when the figure was 61.2pc. The average coffin width has increased in the past decade, from around 20-22 inches to 22-24 inches, according to the National Association of Funeral Directors. One of the first councils to introduce higher fees for larger graves was Houghton Regis Town Council in 2009. On its website, the Bedfordshire town hall said: 'Where the coffin width is such that the burial encroaches into the next available burial plot, such that it cannot be used, the above fees will be increased by 50pc.' It would take the cost from £364 to £728. Local authorities in Telford, Birmingham, Walsall, Coventry and Staffordshire also charge extra for wider coffins. The National Society of Allied and Independent Funeral Directors asked its members if their council charged more for bigger plots. Out of 165 respondents, 25pc said yes. The BBC found that a third of 27 local authorities in the West Midlands charged more for wider graves. A City of Wolverhampton Council spokesman said: 'No formal decision was ever taken on plans to charge more for larger burial plots. 'This is a common practice taken by councils around the country where higher charges cover the costs of providing a larger plot. 'However, while under consideration, we have decided not to proceed with the plans.'
