Odisha to freeze administrative boundaries from July 1, 2025 for upcoming census
BHUBANESWAR: The state government on Sunday started the process for ensuing census by freezing the boundaries of the administrative units from July 1, 2025.
According to a notification issued by the Revenue and Disaster Management department, the boundaries of all the administrative units like the district, sub-division, block, tehsil, village and urban local bodies will be frozen from July 1, 2025. Changes in the boundaries of the administrative units are allowed till June 30, 2025, the notification stated.
Official sources said this freeze in the administrative boundaries will ensure that overlapping or conflicting data which could arise from mid-census changes can be avoided. This will ensure consistency during the census period as it requires stable boundaries of the administrative units. Besides, it will also ensure that data collected during the survey is accurate.
The notification was issued in exercise of the powers conferred on the state government under clause (IV) of the rule 8 of the Census Rules 1990 which states that the boundaries will be frozen from a date specified that will not be earlier than one year. The freeze will remain till the completion of the census.
The boundaries of the administrative units can be changed till June 30 to allow any necessary reorganisation for several reasons like population changes, governance needs or disaster management requirements. The notification modifies several earlier directives from 2020 to 2024 so that the administrative boundaries can be set taking into account the evolving needs of the administration as well as the people and the requirement of the census.
Post-census, it will also lead to administrative efficiency because of accurate data collection and the government can make financial provisions as per the requirement of the people.
The notification by the Revenue and Disaster Management department has come days after the Centre decided enumeration of different castes in the census.

HC seeks reports from govts on plastic pellets in Kanyakumari sea
1 2 Madurai: Madras high court on Tuesday directed the Centre and state to file a report on a plea seeking the removal of plastic pellets and other hazardous materials from the sea waters abutting Kanyakumari district. This follows the incident where a Liberian cargo vessel, MSC ELSA 3 sank off the Kerala coast on May 25. A division bench of justice S M Subramaniam and justice A D Maria Clete sought the response while hearing a public interest litigation filed by S M Anthony Muthu, R Justin Sundar, R Suseela, and C Carmel Lourdhu Boi, CPI (ML) Liberation functionaries from Kanyakumari district. The petitioners stated that out of the 643 containers, 54 were washed ashore along Kerala and Kanyakumari district. The containers are said to contain calcium carbonate and plastic pellets. However, there is no official statement to date about the contents of the containers. They stated that the plastic pellets washed ashore along the coastline of Kanyakumari are dangerous pollutants in the coastal area, breaking up into nano plastics and eventually entering the food chain of marine species. Fish is one of the major food items consumed by the people of Kanyakumari. The plastic pellets mixed with the sea water would cause prolonged and irreversible damage to the food chain and are also polluting the environment. The containers now drifting in the sea water pose a great danger to the safety of the fishermen venturing into the sea. The authorities advised the fishermen not to venture into the sea. Considering the alarming nature of the issue, the Kerala govt declared a state disaster and is providing relief to the fishermen, the petitioners said. Hence, the petitioners moved court seeking a direction to remove the plastic pellets and other hazardous materials from the sea in Kanyakumari district. The petitioner further sought to declare it a state disaster and provide relief to the fishermen.

Mindset must change, not reports: Stalin on Keeladi
Chennai: Chief minister M K Stalin on Tuesday hit out at the BJP govt saying only the mindset of the people at the Centre should change and not 'reports.' He was referring to the Keeladi report submitted by archaeologist Amarnath Ramakrishna, which was yet to be published by Union govt. Hitting out at Union govt for asking Amarnath to rework the report, Stalin invited party cadres to participate in large numbers in a protest announced by the DMK students wing in Madurai on Wednesday against the BJP govt for not accepting the Keeladi report. "Despite hurdles faced by the Tamil community for several thousands of years, we have progressed to prove its ancientness through scientific evidence. What needs to change is not the reports but the mindset of people who are not ready to accept them," he said on social media post. DMK student wing secretary R Rajiv Gandhi told reporters in Madurai that the union govt was deliberately delaying the publication of the Keeladi report. "The findings from Keeladi prove the existence of a literate, urban Tamil civilization over 2,500 years ago. Venkatesan told reporters in Madurai that Amarnath's transfer to the documentation wing in Noida was the latest in a series of actions aimed at suppressing the significance of the Keeladi findings. "In 2017, he was removed from excavation work and denied permission to write the report. Only after a legal battle he was allowed to submit his report. Two years after submission, the ASI has not released the report yet," he said. Venkatesan said the Centre is sending a message that any official who reveals 'uncomfortable' historical truths would be sidelined. "This is not just an administrative transfer. It is part of a pattern of intimidation," he said.
