Govt plans Rs 30cr Gopalpur beach revamp

Berhampur: State govt has decided to develop Gopalpur beach in Ganjam district at a cost of Rs 30 crore, which includes its illumination and beautification, commerce and transport minister Bibhuti Bhusan Jena said on Wednesday.
The statement of Jena, who is the Gopalpur MLA, comes in the wake of the alleged gang rape of a 20-year-old college student by 10 people at the popular beach resort on Sunday.
The tourism department has already sanctioned Rs 30 crore for the development of the beach, Jena said. "The plan includes illumination of the entire beach from Haripur to Baxipllai, it's beautification, and development of a yoga centre," the minister said.
Lack of illumination on Gopalpur beach was an issue apparently raised by the police in the case of the recent gang rape.
Opposition parties had also raised question mark about the safety of tourists, especially women, in the state.
On Wednesday, Jena visited the crime scene. Chief minister Mohan Charan Majhi has taken the matter very seriously, the minister said, adding that the CM has already directed the police to take exemplary action against those involved in the heinous crime.

The minister praised the police for arresting all 10 accused within 24 hours of the incident. He emphasised the need for intensified patrolling on the beach by inducting another all-terrain vehicle. Presently, there is only one such vehicle at Gopalpur police station.
"We hope the crime against women and children wing (CAW&CW) of the crime branch, which was entrusted with the investigation, will complete their probe in a time-bound period and ensure the survivor gets justice soon," Jena said.
Meanwhile, a three-member team of the crime branch, led by Inspector General (CAW&CW) S Shyni, visited the crime scene and spoke to the local police. The team also questioned the four teenagers, suspected to be involved in the alleged rape, housed in a observation home. Police have requested the juvenile justice board to treat the juveniles as adults, sources said.
The six adult accused were produced before judicial magistrate first class, rural, Berhampur, on Tuesday night. Ritika Jena, the magistrate, ordered them to remain in judicial custody for 14 days after rejecting their bail pleas, sources said.

Varanasi: A court here has directed the police to register a case of fraud against Bhojpuri film actor-singer Pawan Singh and three others following a complaint by a local hotelier. The order was passed by the court of the Additional Chief Judicial Magistrate-II after hearing an application filed by businessman Vishal Singh. The development has now come to light. Vishal Singh's counsel, Ashish Singh alleged that his client was duped in the name of investment in the 2018 film 'Boss'. According to the lawyer, Vishal Singh met Mumbai-based film director Prem Shankar Rai in 2017, after which he was introduced to several people associated with the project. It was alleged that Vishal Singh was persuaded to invest in the film with a promise of profit, and even a meeting with Pawan Singh was arranged to convince him. The complainant claimed that he deposited about Rs 32.60 lakh from his and his brother's firm into different accounts. In July 2018, he was declared a producer of the film and assured 50 per cent of the profits. Later, he invested another Rs 1.25 crore in the project. However, despite the film's release, Vishal Singh was allegedly not given his share of the profit. The businessman further alleged that when he demanded his dues, actor Pawan Singh threatened to kill him. The complainant approached the Cantonment police station and the police commissioner with his grievance. After no action was taken, he moved the court, which directed police to register an FIR against Pawan Singh and three others under fraud charges.

Prayagraj: The Allahabad High Court on Wednesday quashed the conviction of Mukhtar Ansari's son Abbas Ansari in a 2022 hate speech case. Justice Samir Jain set aside a special MP MLA court order sentencing him to two years' rigorous imprisonment. The special court in Mau convicted Abbas and sentenced him to two years' imprisonment in the speech case on May 31. Abbas moved the appellate court which rejected his challenge on July 5 following which he moved the high court for the relief. He was punished under Sections 153-A (promoting enmity among different groups) and 189 (threat of injury to a public servant), Section 506 (criminal intimidation) and Section 171F (undue influence or personation at an election) of IPC. He was also slapped with a Rs 2,000 fine. Abbas' election agent, Mansoor Ansari, who was present on stage during the speech, was also convicted in the case and sentenced to six months in jail. The then MLA of Suheldev Bharatiya Samaj Party from Mau Sadar assembly constituency allegedly threatened state government officials of consequences if Samajwadi Party came to power after the 2022 assembly election. 'I have told Akhilesh bhaiya (former Chief Minister Akhilesh Yadav) that after formation of the government, there will be no transfer or postings of bureaucrats for six months. Everyone will remain where they are. First there will be hisab-kitab (scores to be settled), only then will transfer take place,' he allegedly said in the speech. He won the 2022 assembly election by over 38,000 votes from the Mau seat.

Lucknow: A special court here has sentenced an advocate to life imprisonment and imposed a fine of Rs 5.10 lakh after finding him guilty of misusing the identity of a Dalit woman to file dozens of fake cases against his opponents . Special Judge (SC/ST Prevention of Atrocities Act) Vivekanand Sharan Tripathi delivered the verdict, holding Parmanand Gupta guilty of conspiracy and abuse of law by filing false cases through one Pooja Rawat, a Dalit woman, to target his rivals. Special Public Prosecutor Arvind Mishra said Gupta, in collusion with Rawat, had filed at least 18 cases in his own name and another 11 through Rawat. Many of these were lodged against his rival Arvind Yadav and his family in connection with a property dispute. The false cases included allegations of rape and molestation, he added. The matter came to light when arguments were raised before the Allahabad High Court, following which reports were sought from police stations concerned. On March 5, 2025, the high court ordered a CBI probe into the matter. Investigations showed that Gupta conspired to use Rawat's Dalit identity to falsely implicate Yadav and his family. However, during the inquiry it emerged that Rawat was never present at the disputed site at the time of the alleged incidents, and that the house she claimed to have rented was actually under construction by the Yadav family. Rawat later herself submitted an application to the court on August 4, 2025, stating that she had been trapped by Gupta and his wife Sangeeta, who runs a beauty parlour where she worked as an assistant. Rawat admitted she had been coerced into giving false statements of sexual assault before a magistrate and pleaded for pardon. The court granted her conditional pardon. The judge, however, held that Gupta, being fully aware that the charges carried the possibility of life imprisonment, had orchestrated the conspiracy and thus deserved exemplary punishment. Sentencing him to life imprisonment, the court also directed that a copy of its judgment be sent to the Bar Council of Uttar Pradesh to ensure that 'a criminal like advocate Parmanand Gupta does not enter the court premises and practice law, so that the sanctity of the judiciary is preserved.'
