R51b approved for Transnet's ongoing debt struggles

FOLLOWING the Minister of Transport Barbara Creecy's announcement of a R51b guarantee facility to the country's struggling port and rails operator, Transnet will be refinancing its debt to continue operations for the foreseeable future.

Effective immediately, the Department of Transport (DoT) explained in a statement that the guarantee facility serves to support Transnet's capital investment programme and to enable it to meet its debt obligations.
In its own statement, Transnet's media desk said the ports and rails operator has made significant strides in implementing rail and port reforms. 'In pursuit of enhanced partnership and collaboration, several key private sector participation transactions are being implemented. These are a key element of the organisation's strategy to modernise its operations and infrastructure and grow the logistics sector for the benefit of the economy,' it said.
Transnet remains optimistic it will be able to recover and restore its role in the country's economy.
The DoT maintains that Transnet's role in the local economy is vital, and in line with the government's goal of inclusive growth. It added that at the end of March, Transnet moved around 160 million tons of freight on its rail network.
The guarantee facility includes a R41b loan guarantee for funding over the next two years, and a R10b guarantee for managing cash flow involving debt-related payments and capital investments. It previously received a R47b guarantee facility just two years ago.
As of March last year, Transnet accrued R138b in debt. The company was placed on review by Moody's Ratings last week and warned that it will run out of money for operations and debt servicing without a government bailout.

Luxury cars and high-end properties worth R20.3 million have been frozen by the Special Tribunal amid the Special Investigating Unit (SIU) investigation into irregular Transnet property valuation contracts. The SIU and Transnet announced on Friday that they have obtained a preservation order from the Special Tribunal to freeze around R20.3 million worth of movable and immovable properties. This action is part of an ongoing investigation into three allegedly irregular contracts with Transnet SOC Limited for property valuation services. The order prohibits Humphrey Tshepo Moyo, Neo Shown Matlala, MM Real Estate (Pty) Ltd, and any other parties from renting, selling, giving away, or making any changes to the frozen properties until the legal case is concluded. The preserved luxury vehicles include a Porsche 718 Boxster, a Mercedes-Benz V250d Avantgarde 3.2 T, a Volkswagen Amarok, a Toyota Hilux linked to MM Real Estate (Pty) Ltd or a linked individual, a Volkswagen Amarok linked to Moyo, a Porsche Macan S Diesel linked to Matlala, and a Mercedes-Benz C200 linked to HTM (PTY) LTD. The order preserved several properties, including one in Broadacres Extension 11 Township, apartments in Fourways Extensions 54 and 24, an apartment in Bryanston Extension 7 linked to S Mabuza Properties (Pty) Ltd, and four office units in Vanderbijlpark linked to Ladybird Business Hive. The SIU and Transnet said the interim order follows an SIU investigation that uncovered significant irregularities in the awarding of three contracts for property valuation services to Transnet. The SIU was appointed by Transnet to investigate several questionable transactions related to Transnet Property. Totalling R89 million, the contracts were granted in 2019, 2021, and 2022. 'Serious flaws in procurement processes' 'Working closely with Transnet, the SIU's investigation revealed serious flaws in the procurement processes, raising concerns about compliance with supply chain management regulations and the possibility of undue influence in the awarding of these contracts,' stated the SIU and Transnet. JOHANNESBURG - The Special Investigating Unit (SIU) has frozen more than R20 million worth of assets linked to irregular Transnet contracts. This included luxury vehicles and high-value properties. The preservation order by the SIU and Transnet is part of an ongoing investigation into three allegedly irregular contracts for property valuation services with the port and rail company. Transnet had referred various suspicious contracts involving Transnet property to the SIU for further investigation. The contracts, awarded in 2019, 2021 and 2022, have a combined value of R89 million. Working closely with Transnet, the SIU's investigation revealed serious flaws in the procurement processes, raising concerns about compliance with supply chain management regulations and the possibility of undue influence in the awarding of these contracts. The SIU and Transnet believe that Transnet may not have received full and fair value for the payments made under the disputed contracts. Restrained items include a Porsche 718 Boxster, a Porsche Macan S, a Mercedes C200, a VW Amarok, properties in Bryanston, Fourways, Broadacres and four office units in Vanderbijlpark. The order interdicts MM Real Estate (PTY) LTD, Humphrey Tshepo Moyo, Neo Shawn Matlala and any other party from selling, disposing, leasing, transferring, encumbering (including by granting rights of retention), transferring, donating, or dealing in any manner whatsoever to the frozen properties, pending the finalisation of civil proceedings.
