transferable development rights
(TDR) certificates in Bengaluru. The new order, issued Tuesday, allows development rights certificates (DRCs) or TDRs to be used anywhere within the jurisdiction of the
Greater Bengaluru Area
(GBA), regardless of local planning area (LPA) limits.
This is the second major reform to the TDR framework in the past one year and is expected to make the market more attractive to builders, landowners, and intermediaries. GBA, currently spread over 709 sq km, includes both core and peripheral regions under the restructured
BBMP jurisdiction
.
Earlier, DRCs issued by one planning authority, such as BDA, could not be used in areas governed by another authority like the Bengaluru-Mysuru Infrastructure Corridor Planning Authority. These jurisdictional barriers limited the market, especially in areas where land values varied significantly, making TDRs unattractive for landowners.
The restrictive system also led to malpractices, with instances of DRCs being applied illegally in high-value zones through collusion between builders and officials. By enabling city-wide utilisation, the govt now treats Bengaluru as a single planning entity.
BDA will maintain records of all DRC transactions across GBA, ensuring better oversight. A senior BBMP official hailed the move as "a much-needed reform," while a city-based builder noted that the relaxation will remove ambiguity and facilitate vertical growth to meet housing demands.
In 2024, the state govt allowed agricultural landowners to receive TDR compensation on par with residential land, provided they pay the necessary conversion charges—another step toward strengthening the TDR ecosystem.

Bengaluru: A staggering 81% of posts for teachers in 171 educational institutions run by BBMP are lying vacant, shows civic body's data. Only 147 of the 761 sanctioned posts are filled. To plug the severe shortage of permanent staff, the recruitment of guest teaching staff has increased steadily over the years. In 2021-22, there were 678 guest lecturers, and this number increased to 786 in 2024-25. The negotiations for transfer of BBMP-run educational institutions to the state education department have been continuing for a long time without any outcome. And this has led to the recruitment process being put on hold. So much so, there is no data available on recruitment of permanent teaching staff over the last four years. Suralkar Vikas Kishor, special commissioner, education, BBMP, said: "Although a final decision about the transfer hasn't been made, the recruitment process is currently on hold because hiring permanent staff would mean they officially become BBMP employees. Handing them over to the state govt later would create administrative complications. That's why we've been depending on guest teachers for the time being." BBMP institutions depend on underpaid, ad-hoc teachers, who often juggle multiple jobs and lack proper training that affect students' learning, say educational experts. That's the unfortunate math driving this policy. Permanent teachers, with job security and dignity, generally perform better, and research shows job satisfaction enhances teaching quality. Guest teachers, on the other hand, work harder for peanuts with no job security and constant worry of disciplinary action in case of a minor error. " Poor Results and Declining Admissions This excessive reliance on guest faculty is also reflected in a drop in pass percentage in these schools. The SSLC pass percentage was 55.38% for 2024-25, which is a drop of 13.4 points from 68.78% in 2023-24. Suralkar agreed the academic performance of students was below par. "One of the core issues we face is the lack of regular academic assessment. We're planning to introduce structured, quarterly examinations. This will help us understand each student's academic standing and intervene accordingly," he said. He also cited low parental involvement as a challenge. "Most of our students come from underprivileged backgrounds, and their parents are often occupied with earning their livelihood. That adds to the learning gap. To tackle this, we're working on making online content more accessible and improving teacher quality through regular training with NGOs like Pratham." Swiggy Raises Platform Fee To Rs 14, Marks 600% Hike In Two Years
Food delivery major Swiggy has once again hiked its platform fee for food delivery orders, now by Rs 2. Citing a rise in customer transactions during the festive season, the company has increased the fee from Rs 12 to Rs 14 to capitalise on the festive demand. The food delivery platform has been consistently increasing the fees. Swiggy's fee climbed from Rs 2 in April 2023 to Rs 6 in July 2024 and Rs 10 in October 2024. The current fees of Rs 14 are a staggering 600 per cent rise in just over two years. Swiggy processes over 2 million orders daily, and at current platform fee levels, this generates an additional income of crores of rupees daily. The company was yet to react to the increased platform fee. Swiggy reported a net loss of Rs 1,197 crore year-on-year (YoY) for the June quarter (Q1 FY26), almost double the Rs 611 crore loss it posted in the same period previous year (Q1 FY25). On quarter-on-quarter (QoQ) basis, the Bengaluru-based firm posted a net loss of Rs 1,081 crore in the previous quarter (Q4 FY25), according to its stock exchange filing. The widening losses were mainly due to its Quick Commerce division, Instamart, where the financial strain deepened sharply. Zomato and Swiggy have previously tested higher platform fees on high-demand days. If order volumes remained unaffected, they maintained the new fee structure.
