MP pitches national maritime university in Mangaluru

Dakshina Kannada MP Capt. Brijesh Chowta met Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal in Delhi on Wednesday and appealed to set up a national maritime university in Mangaluru and name it after Rani Abbakka, the legendary Tuluva queen who fought against foreign rule.
The meeting follows detailed discussion Capt. Chowta had with the Secretary of the Ministry of Ports, Shipping and Waterways T.K. Ramachandran in Delhi on Tuesday during which the MP had strongly pitched for Mangaluru to house the university proposed by him.
According to Capt. Chowta, the university proposed aims to serve as a world-class centre for maritime education, research, and innovation, while commemorating the legacy of Rani Abbakka, a naval warrior.
In a letter submitted to the Minister the MP said that Mangaluru offers ideal conditions for hosting a national-level maritime university. The Western coast's importance in trade, national security and the blue economy further reinforces the strategic merit of the location, that is Mangaluru.
'...I request to constitute an expert committee to explore and recommend a framework for the university, ask New Mangalore Port Authority (NMPA) to prepare a detailed project report and initiate an inter-Ministerial and stakeholder consultations as appropriate...,' the letter said.
Capt. Chowta said: '...India's maritime sector is undergoing a transformational phase – transitioning towards cleaner fuels like LNG and methanol, integrating AI-based technologies for vessel and cargo management, and expanding deep draft and trans shipment port capacities. This dynamic environment requires a future-ready workforce trained in disciplines such as marine engineering, maritime law, port and terminal management and maritime informatics...'
The MP said that if the university came up it will cater to the needs mentioned by him through a comprehensive academic portfolio including B.Tech, B.Sc, BBA, M.Tech, MBA, M.Sc and diploma programmes. 'It will serve as a critical institutional anchor to nurture skilled professionals, foster innovation and research and support policy development for India's maritime advancement.'
Capt. Chowta said that setting up the university will be timely now as 2025 marks the 500th birth anniversary of Rani Abbakka and coincides with the golden jubilee of NMPA.

"A reference under Article 143 cannot be used to overrule findings of law and fact in earlier judgments," the Kerala government stated. The Supreme Court, meanwhile, has agreed to examine the Presidential reference and has sought responses from the Centre and all states by July 29. A five-judge Constitution bench, headed by Chief Justice BR Gavai, will hear the matter on August 29, with the assistance of Attorney General R Venkataramani. The court will determine whether judicially enforceable timelines can be imposed on Governors and the President regarding pending Bills. The controversy stems from the April 8 ruling by a two-judge bench, which held that Governors must act within three months if withholding assent to a bill and within one month if a bill is re-enacted. The court had invoked Article 142 to declare Tamil Nadu Governor R N Ravi's inaction as "illegal" and deemed 10 pending Bills as approved. President Murmu's reference challenges this verdict, raising questions on whether Governors are bound by ministerial advice and if their discretion under Article 200 is subject to judicial review. With Kerala now accusing the reference of being a "backdoor attempt" to undo settled law, the Supreme Court's upcoming decision could have far-reaching implications on Centre-state relations and the powers of constitutional authorities. Out of 14 crucial questions, the majority and important were as follows: 1) What are the constitutional options before a Governor when a Bill is presented under Article 200 of the Constitution of India? 2) Is the Governor bound by the aid & advice tendered by the Council of Ministers while exercising all options available with him when a Bill is presented before him under Article 200 of the Constitution of India? 3) Is the exercise of constitutional discretion by the Governor under Article 200 of the Constitution of India justiciable? 4) Is Article 361 of the Constitution of India an absolute bar to the judicial review in relation to the actions of a Governor under Article 200 of the Constitution of India? 5) In the absence of a constitutionally prescribed time limit, and the manner of exercise of powers by the Governor, can timelines be imposed and the manner of exercise be prescribed through judicial orders for the exercise of all powers under Article 200 of the Constitution of India by the Governor?

The floor leaders of the Indian National Developmental Inclusive Alliance (INDIA) bloc on Monday held a meeting to discuss the strategy for the second week of the monsoon session and the issues that need to be raised. This meeting comes as the Lok Sabha gears up for a 16-hour-long discussion on Operation Sindoor today. Union Parliamentary Affairs Minister Kiren Rijiju has appealed to the opposition not to use language reminiscent of Pakistan. He said that there was a need to be mindful and maintain the dignity of the Indian armed forces. "I request the opposition, especially the Congress, not to do anything to harm India's interests and not speak Pakistan's language. We have to be mindful. We have to maintain the dignity of the Indian armed forces," Rijiju told ANI. The Union Minister stated that the opposition, including the Congress, should refrain from making any statements that could harm national interests. "The Congress and the Opposition should not say anything that could harm the national interests. Whatever they speak against India is used by the Pakistanis and India's enemies outside," Rijiju said, adding, "It was the wish of the people of India that the PM decided to launch Operation Sindoor through the Indian Army. Today, the Lok Sabha will take up the discussion on the Operation Sindoor in response to the Pahalgam terror attack." Defence Minister Rajnath Singh is expected to address the Lok Sabha at around noon. Lok Sabha is set to hold a special discussion on 'Operation Sindoor', India's military response to the Pahalgam terror attack. A fiery debate is expected to unfold in Parliament between top leaders from the ruling alliance and the opposition. ONGOLE: Representatives of the AP Rythu Sangham and FCV tobacco farmers from Prakasam district met Social Welfare Minister Dr Dola Sree Bala Veeranjaneya Swamy and Ongole MP Magunta Srinivasulu Reddy on Sunday, seeking fair prices for their produce. The farmers submitted a memorandum at the minister's camp office and the MP's residence. Both leaders assured the farmers that they would take up the issue with Chief Minister Nara Chandrababu Naidu and the Union government. Farmers said they are reeling under financial pressure due to low rainfall, reduced production, and low-grade crop quality. With an average market price of Rs 200 per kg, they estimate losses of Rs 5–6 lakh per barn. They urged both governments to release Rs 1,000 crore as immediate relief to ensure a minimum support price of Rs 200 per kg for low-grade stocks. They also requested the removal of penalties for additional tobacco production and called for the purchase of excess stock even after the stipulated quota is met. Dola said that he had directed the Tobacco Board not to collect penalties. The issue would be discussed with the Chief Minister and Cabinet for a suitable resolution, he added. Rythu Sangham district leaders Pamidi Venkata Rao, Jajjuru Jayanthi Babu, Abburi Venkateswarlu, and others were present.
