Malaysia mediates Cambodia-Thailand border ceasefire as ASEAN chair

KUALA LUMPUR: Cambodia and Thailand have jointly requested Malaysia's assistance in accelerating ceasefire monitoring along their shared border.
Both nations reached out to Malaysian Prime Minister Datuk Seri Anwar Ibrahim in his capacity as ASEAN chair.
The leaders seek to implement mechanisms that will secure lasting peace in the disputed border regions.
Cambodian Prime Minister Hun Manet confirmed his direct communication with Anwar Ibrahim regarding ceasefire progress.
'I had a phone call with His Excellency Anwar Ibrahim, Prime Minister of Malaysia, regarding the progress of the implementation of the ceasefire,' Manet stated.
'We also discussed the need for a quick establishment of the ASEAN Observer Team (AOT) and the operation of the Interim Observer Team (IOT).'
'Both are important mechanisms for effectively monitoring the implementation of the ceasefire,' Manet added in his official Facebook post.
Thailand's Acting Prime Minister Phumtham Wechayachai similarly discussed IOT operations with Malaysia's leader.
Phumtham emphasized Thailand's commitment to the agreed framework from the August 7 General Border Committee Meeting.
'I reaffirmed that Thailand wishes for the IOT, which has only recently begun its work, to operate in accordance with the principles and framework agreed at the Extraordinary General Border Committee (GBC) Meeting on Aug 7.'
'I further proposed that the upcoming GBC meeting, scheduled for next month, could review the IOT's operations if necessary,' Phumtham noted.
The Thai leader expressed gratitude for Malaysia's facilitation role in the peace process.
Phumtham acknowledged Malaysia's readiness to support Thailand's peaceful conflict resolution efforts through bilateral consultations.
This diplomatic movement follows the ceasefire agreement brokered in Putrajaya on July 28.
The agreement ended five days of intense fighting between Cambodian and Thai forces.
Malaysia initiated the ceasefire with observation support from both the United States and China.
The primary goal remains swift de-escalation of tensions and regional stability preservation.
Officials from both countries attended follow-up meetings in Kuala Lumpur and Thailand's Trat Province.
These meetings involved top military officials from the Regional Border Committee.
Both nations now work toward formalizing a permanent ceasefire arrangement.
The recent hostilities stem from disputes over unmarked border areas between the two countries.
Cambodia's Ministry of National Defence reported improved security conditions along the border.
'The situation along the frontline areas covering Preah Vihear, Oddar Meanchey and Banteay Meanchey provinces remains calm and under the firm control of our forces,' stated ministry spokesperson Lt Gen Maly Socheata. - Bernama

PLKN key to shaping disciplined patriotic youth says minister

KUALA LUMPUR: Defence Minister Datuk Seri Mohamed Khaled Nordin has emphasised the critical role of the National Service Training Programme in shaping Malaysian youth. He stated that PLKN serves as a strategic intervention to develop disciplined, patriotic and resilient young citizens. The programme represents a long-term national investment beyond mere physical training according to the minister. Mohamed Khaled highlighted the importance of instilling national values and defence consciousness in today's complex world. He revealed concerning findings from the Malaysian Youth Index study conducted between 2015 and 2019. The study showed a noticeable decline in the youth identity domain which encompasses patriotism, volunteerism and unity. The minister made these comments during his winding-up speech for the Defence Ministry's 13th Malaysia Plan debate in Parliament. His statements came in response to a proposal by Datuk Seri Saifuddin Abdullah to scrap PLKN 3.0. The opposition member had suggested reallocating the programme's funding to other ministries. Since the relaunch of PLKN 3.0, significant participation numbers have been recorded according to the defence minister. Mohamed Khaled reported that 40 trainees had joined the young soldier training programme while 148 trainees had enlisted in the Territorial Army. These numbers are expected to increase further as the programme expands from next year. The nation must build a segment of society that truly understands national security and defence issues according to the minister. He stressed that this understanding should extend beyond general knowledge to comprehensive awareness. Regarding defence capabilities in Sabah, Mohamed Khaled confirmed the government's ongoing commitment to strengthening security. Plans include installing long-range air defence radars in Pulau Layang-Layang and Tawau for complete 360-degree coverage. Additionally, eight Coastal Surveillance System radars will operate to monitor territorial waters effectively. Air superiority in Sabah's airspace will be enhanced through several acquisitions according to the defence minister. The Malaysian Armed Forces will acquire the ANKA Unmanned Aerial System, LCA FA-50 aircraft and Maritime Patrol Aircraft. All these assets will be based in Sabah to strengthen regional security. The military is planning to acquire an additional four Coastal Surveillance Radars for enhanced maritime surveillance. Part of the Littoral Mission Ship and Littoral Combat Ship fleet will also be stationed in Sabah once received. Plans include replacing the Tun Sharifah Rodziah Sea Base with a mobile Forward Operating Base to reinforce security operations in Eastern Sabah. Regarding the proposed purchase of second-hand FA-18 Hornet fighter jets from Kuwait, Mohamed Khaled provided an update. Discussions have been held and the United States has expressed no objection to Kuwait selling the jets to Malaysia. Several processes still need completion including an assessment by the Royal Malaysian Air Force team next month. The RMAF team will evaluate readiness, deficiencies and upgrade requirements for the potential aircraft purchase. Mohamed Khaled noted that although the US has agreed, delivery would only occur after Kuwait receives its new additional jets from the US. If this process takes too long, the ministry will consider alternative options including making all 18 Sukhoi jets fully operational by 2030. The defence minister also mentioned the possibility of procuring new fifth-generation jets from various countries. Potential suppliers include France, the United States or Russia for these advanced aircraft. The decision and evaluation process for new jet procurement will require considerable time according to Mohamed Khaled. He indicated that a final decision might only be made by 2033 or 2034 with complete aircraft replacement expected by 2040. - Bernama

By Vijian Paramasivam PHNOM PENH, Aug 20 -- The Interim Observer Team (IOT), established as part of the ceasefire agreement between Cambodia and Thailand, is touring the Preah Vihear province on Wednesday, which has been a flashpoint during the conflict between the countries. The National Defence Ministry said that the IOT, led by Malaysian Defence Attaché to Cambodia Col Nazlee Abdul Rahim, will visit the areas surrounding the world-famous Preah Vihear Temple. bootstrap slideshow 'They are visiting the province this morning to observe, verify and report on the updates of the situation after the ceasefire,' said the ministry's spokesperson Maly Socheata, during a media briefing. Led by Malaysia, the IOT comprises military attaches from Brunei, Indonesia, Laos, Myanmar, the Philippines, and Vietnam, who are scheduled to visit conflict-hit zones in the northern part of Cambodia. They will be responsible for updating on the security conditions in the affected provinces. Cambodia continues to urge the release of its 18 soldiers held by Thailand for the past 21 days, said the ministry. The border conflict began on the morning of July 24 and ended after the intervention of Malaysia, as the ASEAN chair, along with the United States and China. During the Extraordinary Meeting of the Cambodia–Thailand General Border Committee (GBC) on August 7, both countries agreed on a 13-point peace agreement, which included the establishment of the IOT.
