MEXICO CITY, July 03, 2025--(BUSINESS WIRE)--AM Best has affirmed the Financial Strength Rating (FSR) of A+ (Superior), the Long-Term Issuer Credit Rating (Long-Term ICR) of "aa-" (Superior) and the Mexico National Scale Rating (NSR) of "aaa.MX" (Exceptional) of Berkley International Compañía de Garantías Mexico S.A. de C.V. (BICGM) (Mexico City, Mexico). The outlook of the Long-Term ICR is positive while the outlooks of the FSR and NSR are stable.
BICGM is a member of W. R. Berkley Insurance Group (Berkley Group), which on a consolidated basis has a balance sheet strength that AM Best assesses at the strongest level, as well as strong operating performance, a favorable business profile and appropriate enterprise risk management (ERM).
The positive outlook for the Long-Term ICR reflects the Berkley Group's favorable operating performance and balance sheet metrics. Berkley Group has grown its GAAP surplus organically over the most recent 10-year period. Additionally, Berkley Group has improved its financial leverage.
These Credit Ratings (ratings) reflect BICGM's integration with its parent company, W. R. Berkley Corporation (W. R. Berkley), in terms of corporate goals, underwriting, ERM and capital commitments, as well as the substantial reinsurance support from its group through the Berkley Insurance Company (BIC).
BICGM was formed in November 2016 and is one of W. R. Berkley's two Mexico subsidiaries. The company received regulatory approval to underwrite surety business in June 2017 and issued its first policy that same month. During 2023, BICGM also requested regulatory approval to underwrite guarantee insurance. With this new line of business, management decided to start 2024 under BICGM, which offers a mix of administrative products in the surety segment, and a lesser portion of credit and judicial products. The company expects to start offering guarantee insurance in 2026. BICGM is backed by a comprehensive reinsurance contract with BIC.
BICGM's strongest level of risk-adjusted capitalization, as measured by Best's Capital Adequacy Ratio (BCAR), is derived from its sound capital position, strengthened further by the comprehensive reinsurance contract with BIC, a growing capital base due to reinvestment of earnings and capital injection in 2023. Furthermore, AM Best recognizes W. R. Berkley's commitment to its subsidiaries in providing additional capital fungibility to the Mexico operation.
BICGM has been able to grow its business volume during the past eight years. In 2023, BICGM presented significant premium growth, mainly driven by increased government construction activities, as well as the recent nearshoring phenomenon in the north of Mexico. During 2024, premium growth was lower than previous year, mainly caused by a slowdown of Mexico's economy and a contraction of the construction sector. The company takes advantage of the reinsurance support received from the Berkley Group, which has allowed BICGM to achieve premium sufficiency, and further strengthened its profitability through investment income.
If positive rating actions are taken due to the ultimate parent's operating performance showing continued and sustained outperformance of the strong peer group, BICGM's ratings would mirror those actions. A positive rating action could also occur if the ultimate parent's balance sheet metrics continue to improve, underpinned by improvement in its financial leverage while maintaining organic surplus growth.
Negative rating actions could occur to the Berkley Group's insurance operations if the financial position of the ultimate parent weakens, requiring either the withdrawal of capital from the various insurance companies, an increase in financial leverage, or a decline in interest coverage that is not supportive of the current ratings. BICGM's ratings would reflect any rating actions taken as a result of the aforementioned scenarios.

Dive Brief: CVS Health raised its adjusted earnings outlook for the year as performance in the healthcare giant's insurance unit improved. The healthcare behemoth now expects adjusted earnings per share from $6.30 to $6.40 on stronger finances in CVS' health benefits and pharmacy units, compared with compared with an earlier outlook of $6.00 to $6.20. Adjusted operating income for the health benefits segment rose more than 39% year over year in the second quarter. CVS is 'very, very encouraged how the quarter is playing out,' Steve Nelson, president of insurer Aetna, said on a Thursday morning earnings call. Dive Insight: The second quarter has proved challenging for a number of insurers. Major payers like Elevance, Molina and UnitedHealth have cut their earnings guidance as they face high medical costs, particularly in Affordable Care Act, Medicaid and Medicare plans. Heightened medical expenses also hit CVS hard last year, as seniors in Medicare Advantage sought out more care and Medicaid beneficiaries remaining in the program after redeterminations were sicker and required more services. Additionally, this spring CVS announced plans to exit the ACA marketplace entirely for 2026, after CEO David Joyner said the company saw no 'near- or long-term pathway' for Aetna to improve its performance on the exchanges. But the company's health benefits unit began to turn around last quarter — and the improved performance has held in the second quarter, according to results released Thursday. CVS recorded $36.3 billion in revenue in its health benefits unit, increasing nearly 12% from the $32.5 billion reported in 2024. Adjusted operating income rose to $1.3 billion due to favorable risk adjustment changes in the exchanges, as well as improved performance in government insurance programs, CVS said. 'I'm pleased to report that we are making meaningful progress in the Aetna business. Our recovery has been a top priority,' Joyner said on the earnings call. 'We're starting to see the results of these efforts delivering better experiences while also allowing us to better navigate this elevated utilization environment.' Still, the company recorded a premium deficiency reserve — how much an insurer expects they might need if premiums collected aren't sufficient to meet future claims expenses — of $471 million in the second quarter, linked to high costs in CVS' group MA plans. Group MA plans are multi-year agreements, so CVS can update prices on them less frequently, CFO Brian Newman said. However, about half of CVS' group MA plans are set to be repriced next year, he added. Overall, the health benefits segment recorded a medical loss ratio, a marker of spending on patient care, of 89.9%, up slightly from 89.6% last year. In CVS' health services unit, which includes its pharmacy benefit manager Caremark as well as its healthcare delivery assets, revenue increased about 10% to $46.5 billion. But adjusted operating income was $1.6 billion, down nearly 18% year over year, in part due to a high medical loss ratio at the company's value-based primary care chain Oak Street Health. 'We saw some pressure inside of our healthcare delivery business that was driven by persistent elevated medical cost, the member mix that we had and then the more robust benefit and supplemental benefit offerings that plans provided to their members,' said Prem Shah, group president at CVS, whose oversight includes its care delivery business. However, the medical cost pressure at Oak Street and the company's premium deficiency reserve weren't a complete surprise, 'given results from others across the managed care complex,' Michael Cherny, an analyst at Leerink Partners, wrote in a Thursday note. Overall, CVS beat Wall Street expectations on earnings and revenue in the second quarter. The company recorded revenue of $98.9 billion, a more than 8% year over year increase. SASKATOON - Saskatchewan Premier Scott Moe says Prime Minister Mark Carney should start removing counter tariffs against the United States to get a deal done with President Donald Trump. U.S Commerce Secretary Howard Lutnick has asked Ottawa to do away with countermeasures, and Moe says Canada should heed the advice. 'If we're serious about achieving a renewed, revamped and enhanced trade environment or some type of a new and improved (Canada-United States-Mexico trade agreement), somebody's going to have to move in this space,' Moe said Friday at a news conference. 'We would suggest that it should be Canada.' Trump followed through late Thursday on his threat to hit Canada with 35 per cent tariffs — up from 25 per cent — on goods not compliant with the trade agreement, better known as CUSMA. Tariffs of 50 per cent remain in effect on steel and some copper products, and levies on Canadian automobiles and lumber are also in place. Carney has imposed 25 per cent tariffs on $30 billion in U.S. goods. Moe said he's heard from farmers dinged by Canadian levies on steel bins, as it's importers pay those tariff charges. 'The reason we will be urging for a reduction of counter tariffs is they hurt Saskatchewan and Canadians, our families, our businesses and our places of work,' he said. '(It's) in the same way that Donald Trump's tariffs are pushing up the cost of doing business in the U.S. and really pushing them into a situation where the last two months running, their job numbers have been much more dismal than the projection.' Moe also called the jump in Trump's tariffs disappointing. He said he gives credit to Canada-U.S. Trade Minister Dominic LeBlanc for ensuring exports compliant with CUSMA are tariff-free. Under the agreement, 95 per cent of Saskatchewan exports move into the United States without duties, Moe added. 'That is incredibly important,' the premier said. '(It) allows us largely to have an opportunity to create North American energy security, food security and manufacturing security.' U.S. Census Bureau data shows nearly 60 per cent of Canadian goods that entered the country in May were compliant with the agreement. Moe and other premiers have also called on Ottawa to cut regulations to spur pipeline and rail development. He said he's hopeful Carney's latest law to streamline approvals for national infrastructure projects will do just that. Meanwhile, Alberta Premier Danielle Smith said the vast majority of her province's products remain tariff-free, because they also fall under the trade agreement. Smith said in a social media post it's unfortunate non-compliant goods will be hit with the higher tariffs. 'These tariffs hurt both Canadian and American businesses and workers, and they weaken one of the most important trade and security alliances in the world,' she said. 'I remain convinced that the path to a positive resolution with our U.S. partners lies in strong, consistent diplomacy and a commitment to working in good faith toward shared priorities.' Smith said Carney should continue negotiating with Trump, while working toward diversifying the country's economy. Both Moe and Smith recently reallowed U.S. liquor to be sold in their provinces, after temporarily banning such sales when the tariff war started earlier this year. Moe has said the 'elbows-up' approach in dealing with Trump is nothing more than a slogan. 'This is a time for us ... to make fact-based decisions, not to make decisions that maybe make us feel good, that we think are going to be good slogans or things of that nature,' he said Friday.
