
Retiring OCBC chief Helen Wong drives synergies among markets, business units, bank insiders say, Money News
Koh Li-San, head of funding and capital management at OCBC, said Wong believed in the value of collaboration as part of the OCBC's "One Group" strategy — an approach of operating as a unified group across various business units, entities and geographies to capitalise on the Asean-Greater China opportunity.
"She really brought people together, got everyone to work more closely and think of new ideas to reach more customers or do more cross-selling," said Koh, who worked in the CEO office for two years during Wong's tenure.
Mike Ng, group chief sustainability officer at OCBC, said Wong was able to find synergies in many areas, including sustainability.
"For example, best practices, training programmes, sustainable finance product development can be shared across divisions and entities," he said, adding that cross-collaboration became common across the group.
OCBC mainly operates across four key markets in Asia — Singapore, Malaysia, Indonesia and Greater China. Under its umbrella also includes private bank Bank of Singapore, insurer Great Eastern (GE) and asset manager Lion Global Investors, among others.
Koh and Ng are among staff The Straits Times interviewed following news of Wong's upcoming retirement.
They were as one in highlighting the CEO's positivity and empathy as a leader.
Lee Shyong, who works with Wong on matters relating to large corporate and institutional clients, described her leadership as a people-centric one.
"She pays you the attention. She listens to you. You feel valued, you feel seen as a person. That's very important in today's context, especially amongst the younger generation that values a more empathetic and authentic form of leadership," said Lee, who is group head of public sector, sovereign wealth and pension funds and services for global corporate banking.
Ng said Wong is a positive and resilient boss who gives strength to her colleagues in difficult times.
During the Covid-19 period, he had worked on a project which suffered supply chain disruptions. As a result, he felt bad and beat himself up over it.
Instead of blaming him, Wong gave him words of encouragement. She had said taking risks is just part of the business and no one expected Covid-19.
"As a leader, a genuine interest in people and her great sense of empathy give her what I call the superpower for others to want to do the best work to achieve the bank's vision," said Ng.
He also said the bank's sustainability task force which Wong spearheaded in her first few months in OCBC provided the seed that grew into the various initiatives and governance structures in the bank today.
Wong, who joined Singapore's second-largest bank by assets in February 2020 as deputy president and head of global wholesale banking before becoming group CEO in April 2021, is retiring on Dec 31 to spend more time with her family, after first indicating in 2024 her plans to do so.
She will be succeeded by Tan Teck Long, who will assume the CEO role on Jan 1, 2026.
For a smooth transition over the next six months, Tan, who has been head of global wholesale banking since March 2022, has assumed the additional role of deputy CEO.
Wong, 64, will remain the chairwoman of OCBC China and a director of OCBC Hong Kong post-retirement.
She has more than 40 years of banking experience — she started out as a management trainee in OCBC and was its first China desk manager, based at the Hong Kong branch.
Before returning to OCBC, she spent 27 years at HSBC, where her last role was as its CEO for Greater China, which she was appointed to in 2015.
OCBC has performed well in her years as CEO.
OCBC reported a net profit of $7.59 billion for 2024, marking an eight per cent increase compared with the previous year. This achievement represents the third consecutive year of record-breaking profits for the bank.
The strong performance was driven by robust income growth across its banking, wealth management and insurance businesses.
Wong's total pay rose to $12.8 million in 2024, a 5.8 per cent increase from the $12.1 million she earned in 2023.
Since she first took on the role of CEO on April 15, 2021, OCBC's share price has grown about 40 per cent.
In February 2025, she unveiled the largest capital return plan in OCBC's history amounting to $2.5 billion, comprising special dividends and share buybacks over two years.
In her four-year tenure as CEO, Wong also faced some challenges.
Insurer and OCBC subsidiary GE was in the spotlight earlier in July after a vote to delist it from the Singapore Exchange (SGX) fell through and a $900 million conditional exit offering made by OCBC lapsed.
OCBC said it has met its objectives with the increase in OCBC's investment in GE to 93.72 per cent in October 2024 and that this would be earnings accretive to the bank.
About half a year into her CEO stint, Wong also had to oversee the bank's response to an SMS phishing scam targeting OCBC customers that resulted in about 790 victims losing a total of $13.7 million. OCBC fully reimbursed all affected customers with goodwill payouts. The bank also implemented stronger fraud controls to prevent future occurrences.
Thanking Wong for her contributions, Andrew Lee, chairman of OCBC's board of directors, said in a July 11 statement: "Helen sharpened OCBC's competitive edge as an integrated financial services group by ushering in a well-defined corporate strategy.
"Together with the team, Helen has executed the strategy in a clear and disciplined manner. She is handing over to Teck Long a very steady ship."

An OCBC poll found that against the backdrop of the US tariff negotiations, 57 per cent of over 1,600 SME business owners surveyed in the second quarter of 2025 expect the outlook for the rest of the year to worsen or remain unchanged. The remaining 43 per cent of the respondents expect an improvement in the second half of the year, according to findings from OCBC's SME Business Outlook poll released on July 16. The index was in the expansion range at 50.5, up from 49.9 in the previous quarter. A score of 50 indicates no change relative to the same period from the previous year, while scores above 50 reflect improved business health, and scores below 50 indicate deterioration. Overall collections grew by 5.8 per cent year-on-year, while payments grew by 4.5 percent year-on-year. In the externally oriented sector, wholesale trade, manufacturing, and resources were in expansion with improved performance from the previous quarter. Domestic-facing industries such as food and beverage, business services, and building and construction also supported growth. On the other hand, transport and logistics, education, and information and communications technology lagged growth and were in contraction. Ms Chng, who is a respondent of the OCBC SME Business Outlook poll, said one positive outcome is that rising supplier costs have spurred her to look into manufacturing her own key products so she has better cost and supply control too. 'With increasing operational costs all over, I also have to make sure the company is able to cover these costs and still ensure my staff are well paid and paid on time,' said Ms Chng. She added that her landlord has been an understanding one who has helped her in containing the running costs of her business over the last eight years. In arriving at its findings for its SME Index, OCBC uses an estimate of real GDP growth based on available economic data for the current quarter and forecasts of explanatory variables for the remaining term, called GDP Nowcast. The GDP growth Nowcast based on the OCBC SME Index for the second quarter of 2025 is around 4.5 per cent, up from the 4.1 per cent registered in the previous quarter. This is aligned to the second quarter of 2025 GDP advance estimates released by the Ministry of Trade and Industry at 4.3 per cent, according to OCBC. The business outlook for SMEs in the second half of the year, however, is likely to remain subdued as tariff-related uncertainties persist, said OCBC. Additionally, the front-loading of exports over the past two quarters will probably give way to lower demand from further trade disruptions and the weakening US dollar. Marine equipment supplier company OS Supplies is an example of what is going on on the ground. Its director, Mr Bala , said the company has shown strong growth compared to the same period last year, achieving about $5.5 million in revenue as at June. 'However, in the next six months, we expect cost pressures due to currency fluctuations, rising insurance, and freight charges caused by global conflicts. These factors may impact our margins despite steady demand,' he said.

Indonesia's central bank cuts benchmark rate by 25 basis points to 5.25%
[JAKARTA] Indonesia's central bank cut its benchmark interest rate for the third time this year, shortly after the country finalised a trade deal with the US that sets a 19 per cent tariff on goods from South-east Asia's largest economy. Bank Indonesia (BI) on Wednesday (Jul 16) lowered its benchmark rate by 25 basis points to 5.25 per cent, aligning with market consensus compiled by Reuters. It also reduced its overnight deposit and lending facility rates to 4.5 per cent and 6 per cent, respectively. BI governor Perry Warjiyo said the decision was driven by low inflation – which remained within the target range – and the continued stability of the rupiah, in line with its fundamentals as well as the ongoing need to support economic growth. Inflation in June stayed near the bottom of the central bank's target range of 1.5 to 3.5 per cent. Warjiyo also expressed support for the recently concluded trade agreement, saying it would boost sentiment for Indonesia's exports and economic growth, while providing greater clarity for financial markets. BI estimates Indonesia's gross domestic product growth will reach 5 per cent this year, slightly below the target of 5.2 per cent. The rupiah slipped 0.1 per cent to 16,278 against the US dollar on Wednesday, while the Jakarta Composite Index maintained its upward momentum after the tariff deal was sealed, gaining 0.72 per cent at the close. Indonesia's economy is under mounting pressure from weakening consumption – a crucial growth driver, as evidenced by a decline in retail sales during the second quarter of this year. Lavanya Venkateswaran, Asean economist at OCBC, said the rate cut was broadly expected and reflects BI's continued focus on sustaining growth momentum amid rising global and domestic headwinds. OCBC projects Indonesia's GDP growth to moderate to 4.7 per cent in 2025 from 5 per cent in 2024, amid weaker external demand and slowing domestic consumption. 'BI clearly left the door open for further cuts, the timing of which will be tied to rupiah stability,' Venkateswaran added. On Tuesday, US President Donald Trump announced the completion of a trade deal with Indonesia, under which Indonesian goods will face a reduced tariff of 19 per cent – down from the previously threatened 32 per cent – while US exports will be exempt from any levies. Indonesia became the fourth country to clinch a pact with the US, after the UK, Vietnam and China – though Beijing's agreement with Washington remains a truce. South-east Asia's largest economy reportedly committed to purchasing US$15 billion in US energy exports and US$4.5 billion in agricultural goods, alongside increasing its orders for Boeing aircraft. While uncertainty surrounding Trade War 2.0 has begun to ease, supported by the latest trade deal, Permata Bank chief economist Josua Pardede cautioned that questions remain about the future direction of the Federal Reserve's policy rate. This is especially as Trump's tariff strategy could further intensify inflationary pressures in the US. In the near term, these factors may dampen capital inflows to riskier emerging market assets, including Indonesia, potentially curbing the rupiah's recent gains. 'As a result, BI may take a more cautious approach before pursuing further aggressive rate cuts,' Pardede said, adding that there was still room for the central bank to cut rates by an additional 25 to 50 basis points over the remainder of the year.

Security and compliance among concerns of banks in granting API access to fintechs
[SINGAPORE] Security and compliance concerns are top of the list when Singapore's brick-and-mortar banks decide whether to grant fintechs Application Programming Interface (API) access to the financial data, particularly that of the banks' small and medium-sized enterprises' (SME) clients. DBS, OCBC and UOB told The Business Times that they provide API access to only certain fintech platforms. BT understands that a critical mass of customers is needed before API access is considered, and that some banks provide this access for free to some platforms by bearing the costs of maintaining the API. APIs are sets of protocols that allow for different software programs to talk and exchange data. Fintechs, such as those seeking to give loans to SMEs, which have been barred from accessing the banks' client data have resorted to manually processing spreadsheets and pdf documents from their SME customers. The process would be much smoother if these fintechs are able to just pull the data from their customers' banks. Think tank Fintech Nation on Jul 7 released a report highlighting this lack of API access to fintechs, which could hamper the growth of financial services for SMEs. OCBC has set up API connections for fintech platforms with a more than 30 per cent share of total API calls, said Adriano Ortega, head of implementation and client services, global transaction banking at OCBC. These include the strength of the other party's cybersecurity risk-management capabilities and the commercial viability of the business-use case,' he said. Connecting via API has to provide meaningful benefits to OCBC's business customers, while still maintaining security and reliability. For DBS, data privacy is a key concern in whether the bank would open up API access to a platform. This is to ensure that information accessed is used responsibly. 'DBS has guardrails in place to ensure that only platforms with robust data privacy infrastructure can access our customers' data. We provide access to our customers' data via API integrations to platforms which meet these standards, and have done so for several years,' said a DBS spokesperson. UOB offers API access for customers to support specific business operations. The bank did not elaborate which operations these were. 'Our active push for client digitalisation is in line with the nation-wide acceleration for enhanced digital connectivity. We also work together with the government and the industry to spearhead initiatives that advance the payment landscape,' said a UOB spokesperson. The Monetary Authority of Singapore (MAS) views credit – including that given to SMEs – as a key function of the financial sector. The regulator says it regularly reviews the potential to enhance both banks' and non-traditional lenders' ability to underwrite loans; it does so by tapping various available data sources while maintaining financial stability. MAS says that it is engaging banks, alternative lenders and SMEs as part of the review, and will welcome solutions from the industry. 'To deliver meaningful outcomes for SMEs, the proposed solutions must be commercially viable and sustainable, while carefully balancing costs and benefits for all parties involved,' said a MAS spokesperson.
