Risks and realities of killer robots

In his sci-fi novel, Runaround, Isaac Asimov introduced the three laws of robotics to explore the moral boundaries of machine intelligence. His robots were programmed to preserve human life, obey ethical constraints, and act only within a tightly defined moral architecture. These laws forced readers to grapple with the limits of delegation and the necessity of conscience in decision-making. This insight is especially relevant today, as warfare increasingly incorporates unmanned systems. In recent conflicts—India's Operation Sindoor, Azerbaijan's use of Turkish drones against Armenian forces, and Ukraine's deep drone strikes into Russian territory— all offensive systems remained human-operated. Humans directed target selection, authorisation and engagement. But now, as the global defence landscape shifts toward lethal autonomous weapon systems (LAWS), Asimov's warning grows more relevant. Unlike the author's fictional robot Speedy, these systems will not hesitate when ethical ambiguities arise. They will not wait for human correction. They will act without the possibility of a moral pause. LAWS are weapons that can select, track, and engage targets without real-time human control. LAWS rely on AI, sensor fusion, and machine learning algorithms to make independent targeting decisions. This autonomy dramatically accelerates response time and expands operational reach, but at significant ethical and legal cost. The development of LAWS is already underway in multiple countries. The US, China, Russia, Israel and South Korea have invested heavily in autonomous platforms ranging from loitering munitions to swarming drones and autonomous ground systems. The US military has demonstrated autonomous swarms in exercises like Project Convergence; China is integrating AI into hypersonic systems and naval platforms; and Russia has tested autonomous tanks like Uran-9. Although fully autonomous systems capable of making unsupervised kill decisions are not yet officially deployed, the technological threshold is narrowing.

Improved momentum in China-India ties should be cherished with great care: Wang Yi to EAM

Beijing, July 14 (UNI) Chinese Foreign Minister Wang Yi, during his talks with Indian External Affairs Minister S Jaishankar in Beijing today, said that China-India relations have sustained a momentum of improvement and development, which has not come easily and should be cherished with great care. China and India should adhere to the direction of good-neighborliness and friendship, and find a way for mutual respect and trust, peaceful coexistence, common development and win-win cooperation, he said, according to a Chinese readout. Wang Yi said that the current international landscape had evolved profoundly, and that unilateral protectionism and acts of power bullying had brought serious challenges to the world. As two major Eastern civilizations and major emerging economies living side by side, the essence of Sino-Indian relations is how to live in harmony and achieve mutual success. Last year's meeting between President Xi Jinping and Prime Minister Modi in Kazan reached an important consensus, pointing the way for the improvement and development of Sino-Indian relations. Both sides should choose to stand on high ground, plan for the long term, adhere to the direction of good-neighbourliness and friendship, realize 'the dragon and the elephant dance together', and find a way for the two countries to live together with mutual respect and trust, peaceful coexistence, common development, and win-win cooperation. Wang Yi said that this year marks the 75th anniversary of the establishment of diplomatic relations between China and India, and that China-India relations maintain a momentum of improved development, which is hard-won and worth cherishing. Relations between the two countries have their own historical logic and endogenous dynamics, and they are not directed at third parties, nor should they be interfered with by them, he added. They should trust each other rather than suspect each other, cooperate with each other rather than compete with each other, and achieve each other rather than consume each other. Wang Yi said China is willing to work together with India to implement the important consensus reached by the leaders of the two countries, reflect the strategic vision of emerging and developing countries, consistently enhance political mutual trust, expand exchanges and cooperation halfway, properly handle conflicts and differences from the overall situation, and cooperate with the Shanghai Cooperation Organization Strengthen cooperation and cooperation on other multilateral stages to promote the sustained, healthy and stable development of China-India relations. Wang Yi said that President Xi Jinping proposed to promote the construction of a community with a shared future for mankind, and Prime Minister Modi advocated 'one world, one family'. These concepts are connected with each other. Both China and India support multilateralism and hope that the international order will develop in a more just and reasonable direction. China is ready to strengthen communication and coordination with India to jointly safeguard the multilateral trading system, the international environment of stability and open cooperation in the global chain of production and supply, promote an equal and orderly multipolar world and inclusive economic globalization, and work together to safeguard the common interests of the 'Global South' and promote regional peace, stability, development and prosperity, he said. Why Jaishankar's Visit To China Matters Amid Global Tensions- DNA Decorded

Amid rising global tensions and former US President Donald Trump's aggressive stance against BRICS nations, including proposed 10 per cent tariffs, External Affairs Minister S Jaishankar's visit to Beijing has gained strategic significance. This visit comes five years after the Galwan clash and follows heightened distrust after Operation Sindoor, where India accused China of backing Pakistan. Jaishankar first met Chinese Vice President Han Zheng, who highlighted PM Modi and President Xi Jinping's 2023 Kazan meeting as a fresh start in bilateral ties. Han advocated high-level cooperation and mutual sensitivity, even using the symbolic term 'Dragon-Elephant Dance' to promote Indo-China collaboration. However, India has made it clear: trust needs action. During his meeting with Chinese Foreign Minister Wang Yi, Jaishankar emphasised zero tolerance for terrorism and urged China to stop shielding Pakistan-sponsored terrorists at the UN. He also raised LAC tensions, rare earth metal exports which means India relies on China for 80 per cent of key minerals used in electronics. Jaishankar demanded lifting export barriers impacting India's production capacity. Jaishankar also stated that stable India-China ties benefit the world but cooperation is meaningless if China restricts exports and supports hostile nations. India recently hardened its stance on Tibet and the Dalai Lama, prompting Chinese unease. Just before Jaishankar's visit, Beijing warned that the Dalai Lama's succession is a sticking point. Meanwhile, China and Pakistan's plan to form a new SAARC without India was foiled by Nepal, which insisted on India's inclusion. That, too, signalled regional backing for India.
