'We want safety for all users' as finish nears for Greater Grand Forks' streets plan

Jun. 14—GRAND FORKS — The Grand Forks-East Grand Forks Metropolitan Planning Organization will be opening public comment on the final draft of its Safe Streets for All Plan on June 16.
The plan has been in the works for more than a year to identify community needs, actionable steps and projects that Grand Forks and East Grand Forks can take to address traffic safety. The Safe Streets For All, or SS4A, plan isn't just one by the MPO, but a plan for which both cities applied and received a $400,000 grant from the U.S. Department of Transportation to conduct.
"A lot of work has gone into this, everything from lots of conversations from various entities and organizations across the region, but also just a lot of engagement," Blue Weber of Bolton and Menk, one of the consultants helping with the plan, told the East Grand Forks City Council on June 10. "It's been a blast."

Once adopted by both cities, the plan will open funding opportunities for safe street improvements, along with potentially making grant and other traffic funding applications stronger. The SS4A program was established by the Bipartisan Infrastructure Law in 2021, which set aside $5 billion in funds between 2022 and 2026 to reduce roadway deaths across the country.
"An important part with the safety action plan with the SS4A funding is to try to bundle some of these projects," Weber told the Grand Forks City Council on June 9. "You never want to just go after one, because this is an awesome, huge pot of money that you really want to try to sell this story of implementing safety within your community."
Since starting the plan in May 2024, seven public engagement events have been held to allow residents to comment
on their priorities for traffic safety and to learn more about the plan.
Those ranged from traditional open houses where people could take in information and ask questions to staff and consultants, to more interactive events, like a walking audit of 17th Avenue South in Grand Forks.
Final adoption of the plan is proposed for sometime in July or August after public comment and both city councils have met in a joint meeting to provide their input. Another in-person engagement event is planned for later in June to allow for more comments.
The plan is split into eight chapters and follows a format similar to other traffic plans that the
MPO has created, like the 2050 Metropolitan Transportation Plan.
It includes an overview of demographics, peer community reviews, how it was created, data and implementation strategies.
Roads like 32nd Avenue South and Washington Street in Grand Forks and Bygland Road in East Grand Forks received some of the most comments from the public about potential improvements. Additionally, creating better pedestrian and bike connections across Greater Grand Forks was desired.
"This is a community plan. This is not just something that MPO filed for themselves. Both the communities of East Grand Forks and Grand Forks really had to partake in this," Weber said in East Grand Forks. "One of the biggest things that came out of all our engagement with the community is we want safety for all users."

Aug. 18 (UPI) -- The U.S. Department of Transportation on Monday launched its new million-dollar idea challenge targeted at the future of American transportation and infrastructure initiatives that will lower costs and improve safety. The infrastructure unit in DOT's version of its federal Advanced Research Projects Agency unveiled its new open-call challenge to U.S. innovators in both public and private sectors as an opportunity to "transform" the future of American transportation. "Our new Ideas Challenge will continue that proud tradition and support the development of new 21st century technologies to launch us forward," Transportation Secretary Sean Duffy said in a statement. Federal transportation officials characterized it as a "showcase" that will highlight "innovative concepts" that ultimately will "improve safety, lower costs and enhance America's infrastructure." Duffy said the United States "invented transportation innovation," noting everything from Wilbur and Orville Wright's historic first manned flight to the U.S. Apollo space missions. According to DOT officials, the total prize purse for all Stage 1 and 2 cash prizes awarded will be a maximum of $1 million. Winners will be recognized by USDOT leadership and a "distinguished panel" of private and public sector judges. They will also be included in "in-depth" policy discussions over their ideas and proposals. The two-stage challenge unfolds by first identifying a "critical transportation infrastructure challenge" with initial concept papers due by September 17. The winners in the Round 1 phase will then be invited to a workshop in the fall in order to present to stakeholders and department leadership, and then urged to submit a detailed proposal for Stage 2. Only the first 10 finalists will be chosen to advance to early next year's ARPA-I Ideas Challenge Final. On Monday, officials at Washington-based Transportation for America said in a social media post it's past time that politicians "stop whining about potholes and actually require their state DOTs to set targets" to improve road conditions. States like Pennsylvania and New Jersey have long been mocked for its notoriously bumpy road conditions with road construction a year-round process. The Smart Growth for America-backed group said such targets included improving pavement both on U.S. interstates and legacy highways "that run through so many of our communities," they wrote. "Start your innovation engines!" the U.S. transportation chief declared in the open invite to American innovators. A pre-registered webinar is slated for Wednesday.

As America continues to lead the world in technological innovation, autonomous vehicles and autonomous trucks have enormous potential to enhance our transportation systems. This technology holds immense promise, whether it's boosting supply chain efficiency or improving roadway safety. But without a clear and consistent national framework, we risk stalling progress and creating a confusing patchwork of state regulations that threaten public safety, innovation and economic growth. Right now, each state is charting its own course. Thirty-five states allow some form of autonomous truck testing or deployment, while others have imposed restrictive or conflicting regulations. For industry leaders developing autonomous vehicle technology — and for the truckers, commuters and logistics companies who will rely on it — this inconsistency is unsustainable. These differing state regulations make it nearly impossible to safely and efficiently scale this technology nationwide. Requiring autonomous trucks to navigate a constantly shifting patchwork of state laws is like expecting a train to stop and start every time it crosses state lines — chaotic, inefficient and bound to cause problems. That's the direction we're heading with autonomous trucks unless Congress steps in. As we speak, the uncertainty caused by the lack of federal guidance on autonomous vehicle trucking is slowing investment, deterring innovation and risks turning America's highways into a regulatory maze. Meanwhile, Europe and China are racing ahead, rapidly integrating autonomous trucks into their supply chains. That's why I introduced the America Drives Act. My bill directs the U.S. Department of Transportation to update safety regulations by 2027 to reflect the unique needs of fully autonomous trucks. Not only does it create a cohesive regulatory approach to facilitate the safe development and interstate deployment of autonomous vehicle transportation logistics, it also modernizes trucking safety measures by allowing the use of flashing warning beacons instead of outdated roadside triangles, improving visibility and practicality for truck safety across the country. Autonomous vehicles depend on precision and predictability. Regulatory fragmentation injects chaos when we need consistency. The America Drives Act will jumpstart the effort to establish clear national safety and performance standards, especially for commercial use, and define the roles and responsibilities of federal and state governments to avoid overlap and confusion. By establishing a federal framework and empowering the Department of Transportation to thoughtfully develop practical regulations, we can ensure this emerging technology is safely deployed and tested at scale. This forward-looking legislation paves the way for fully autonomous trucks to operate safely across state lines and addresses current challenges by giving trucking companies a pathway to adopt cutting-edge technology and a foundation for nationwide deployment. The stakes are high. Autonomous trucks have the potential to strengthen our supply chains, improve road safety and address the driver shortage in freight transportation which is expected to double by 2030. They can operate around the clock, reduce fuel consumption through optimized driving and reduced idle time, and ultimately lower costs for consumers. The reality is that America must lead the charge to harness the potential of new and emerging technologies — especially in transportation. Autonomous trucks support supply chain efficiency by operating longer hours, reducing delivery times and enhancing reliability. This technology also strengthens domestic commerce to proactively secure and enhance U.S. standing in the global marketplace, especially as countries like China and Germany race ahead in autonomous freight. In California's Central Valley, transportation, logistics, and advanced manufacturing form the backbone of our economy. Our region is perfectly positioned between the Port of Los Angeles and the Port of Stockton, serving as a vital corridor for moving goods across our state and beyond. The America Drives Act will help deliver results for the future of freight modernizing America's supply chain, strengthening our infrastructure, and ensuring the U.S. remains globally competitive. This about making sure America — not China or Europe — sets the global standard for autonomous vehicle deployment, while protecting our workers and public safety. The longer we delay, the more we cede ground to other nations who are moving quickly to integrate autonomous technologies into their economies. If the U.S. doesn't act, we risk losing not only innovative leadership, but the jobs and industries that come with it. Advancements in freight technology mean safer highways, more reliable deliveries, and a stronger, more efficient supply chain — making sure everything we need, from fresh produce in grocery stores to packages at our doorsteps, can arrive faster and more affordably while keeping pace with growing consumer demand. Let's seize this opportunity and chart a safe, innovative path forward for American transportation.

If you're one of the thousands of U.S. airline passengers affected by the Air Canada strike, unfortunately, you don't have a lot of options. Air Canada's flight attendants went on strike Saturday after their union's negotiators reached an impasse with airline management over wages and compensation in their next contract. As a result, the airline had to cancel most of its scheduled flights, and it warned about limited rebooking options in a statement. "Customers whose flights are cancelled will be notified and they will be eligible for a full refund, which can be obtained online at or through the Air Canada mobile app. The company has made arrangements with other Canadian and foreign carriers to provide customers alternative travel options to the extent possible," the statement said. "Customers will be notified of alternative travel options that are identified for them. However, given other carriers are already very full due to the summer travel peak, securing such capacity will take time and, in many cases, will not be immediately possible." Air Canada waiver Air Canada is offering a waiver to allow passengers booked to travel between Aug. 15 and Aug. 18 the option to change their flights without paying a fee or fare difference. The waiver allows passengers with bookings made before Aug. 14 to move their trip to a date between Aug. 21 and Sept. 12. More details about the waiver are available on Air Canada's website. According to AirAdvisor, a consumer airline refund website, as many as 27,000 U.S. passengers per day could be affected while the strike goes on. There's no set end date for the action, and if your flight is canceled, you're not entitled to any additional compensation. "Under Canada's (Air Passenger Protection Regulation) rules, strikes are 'outside airline control,' so no cash compensation is owed," AirAdvisor said in a statement. "Airlines must still provide refunds for unused tickets within 30 days and rebook on partners where possible." The U.S. Department of Transportation, which has jurisdiction over Air Canada flights that depart from the U.S., has similar regulations. "If your flight departs from the U.S., U.S. DOT rules require prompt refunds for cancellations but no mandatory compensation for delays, making travel insurance crucial," a statement from AirAdvisor said. If you have a flight booked on Air Canada in the near future, it may be worth reconsidering your itinerary. "For U.S. travellers, the key now is to think strategically. Don't just look for the fastest alternative route; look for the most stable one. This may mean flying via smaller, less congested hubs like Detroit or Minneapolis, where rerouting is easier, or securing refundable one-stop connections through partner airlines before seats vanish," Anton Radchenko, AirAdvisor's founder, said in a statement. "Keep all receipts, track your communications with the airline, and, if possible, pay with a credit card that includes trip interruption coverage. Above all, treat this strike as a high-impact event that demands proactive planning, not reactive scrambling.'
