CBI Re-Issues Tender for Currency Counting and Sorting Machines

The Central Bank of Iraq (CBI) has re-issued General Tender No. (2025/1) for the second time, inviting bids for the supply, installation, and operation of 68 currency counting and sorting machines for its branches in Basra (35 machines) and Mosul (33 machines).
The tender covers both Iraqi and foreign currencies (USD and Euro), in line with the technical specifications and legal conditions outlined in the standard procurement document prepared by the Bank. The estimated total cost is IQD 1,186,600,000 (approximately 1.19 billion Iraqi dinars), funded from the 2025 investment budget allocations for the two branches.
Legally authorised local agents of specialised international companies are invited to purchase the bid documents either:
In person from the CBI Legal Department, Contracts Section, located at Building No. 2, 3rd Floor, Al-Rasheed Street, Baghdad, for a non-refundable fee of IQD 250,000; or
Electronically via the designated procurement platform, with the same fee plus applicable digital service charges.
Tender closing date is Sunday, 24 August 2025, and bids must be submitted to the Legal Department, Contracts Section, at the CBI headquarters in Baghdad.
The selected bidder will bear all applicable taxes, publication, re-publication, and e-archiving fees under Iraqi law.

Earlier this month, the federal and regional governments reached a new deal over finances and oil. Several similar deals have failed in the past. The Iraqi government approved the agreement during a cabinet meeting and subsequently resumed the disbursement of the salaries of the Kurdistan Regional Government's (KRG) civil servants. Tensions between Baghdad and Erbil escalated in late May when the federal finance ministry suspended transfers of funds, saying the KRG had exceeded its 12.67 percent share of the federal budget and failed to deliver oil to Iraq's State Oil Marketing Organization (SOMO). The freeze affected more than 1.2 million public sector employees in the Kurdistan Region. Iraq will hold parliamentary elections in November. The UNAMI chief said they have "a fundamental and active role in these elections. We call on Iraqis to be honest and trustworthy in their electoral decision." UNAMI's mission in Iraq will expire at the end of the year.

Turkiye seeks higher transit fees in new Iraq oil deal talks

Shafaq News – Baghdad/Ankara Iraq and Turkiye have begun preliminary discussions on a potential new agreement to resume crude oil exports through the Turkish port of Ceyhan, according to the Iraqi economic observatory Eco Iraq. The talks come amid Turkish demands to raise oil transit fees to $2.5 per barrel, significantly above the previous rate of $1 to $1.5. Ali Naji, a member of the observatory, told Shafaq News that before exports were halted in 2023, Iraq had been pumping around 500,000 barrels per day (bpd) through the Kirkuk–Ceyhan pipeline, sourced from fields in both Kirkuk and the Kurdistan Region. Exports were suspended after Iraq won an international arbitration case against Turkiye for violating the 1973 pipeline agreement. Naji said the current negotiations are still in early stages and have not yet reached formal talks or the drafting of a new agreement. He noted that the pipeline has a maximum export capacity of one million bpd, should it be restored to full operational levels. The pipeline, one of Iraq's oldest export routes to global markets, has faced repeated security and technical setbacks over the decades, including multiple sabotage attacks between 2004 and 2015 that caused extensive losses and disruptions. On July 21, Turkish President Recep Tayyip Erdogan formally signed the termination of the historic oil accord with Iraq, which had been in effect since 1973.

According to the Bulgarian News Agency (BTA), the agreement, signed during the official visit of Iraqi Agriculture Minister Abbas Jabir Al-Maliki to Sofia, aims to deepen bilateral cooperation in agriculture and food production. It outlines joint activities such as seminars, training programmes, knowledge exchange, and technology transfer.
