BIRMINGHAM, Ala. (WIAT) — The Birmingham City Council is holding a special called meeting Thursday morning to 'take action related to the Birmingham Water Works Board.'
Control of the board and who gets to appoint members has become hotly contested following the drafting and passage of SB 330. The law, which Gov. Ivey signed Wednesday afternoon, takes the Birmingham Water Works Board mostly out of the city's hands and restructures it to include regional members appointed by both the state and surrounding counties. Additionally, the previous board would be dissolved and new members are to be appointed.
Hours after Ivey signed the bill, the Birmingham Water Works Board voted to sell the utility company to the city of Birmingham for $1 by a vote of 5-2.
In response to the water works board voting to sell, Phillip Wiedmeyer, a member of the newly formed Regional Water Works Board, filed a federal lawsuit against the city of Birmingham. Weidmeyer is asking for judge to invalidate all action taken by the Birmingham Water Works Board after SB 330 was signed and affirm that the new board is in full control.

The formal consultation into the city council's plans to charge motorists to park at three 'destination' Birmingham parks has begun. Birmingham City Council is now asking for the public's feedback on its proposals to introduce charges for drivers to park at Sutton Park in Sutton Coldfield, Lickey Hills Country park on the Birmingham Worcestershire border and at Sheldon Country Park, which is close to Birmingham Airport and is popular with plane spotters. The consultation will run from Friday, August 1 to Friday, August 29, across the summer school holiday period. Read more: Anger as Brum Council pushes ahead with 'unjust' park charges The city council says 'introducing charges at these parks will be bring Birmingham in line with similar places around the UK to offset the cost of maintaining these destination sites'. It says the charges are 'necessary' to 'help sustain, protect and maintain our 660 parks and green spaces'. The Sutton Park consultation plans to charge motorists who park after the first 30 minutes of any stay. The charges for most vehicles will be £1 from 30 minutes to an hour, £2 for one to two hours, £3 for two to three hours, £4 for three to four hours and £5 for for four to nine hours. Charges would apply from 9am until 6pm daily, every day of the year. A season ticket will also be offered at £52 a year for the public, £39 to business applicants and free for volunteers. The charges will not include the Browns and Miller and Carter restaurant car parks, the Paddock car park near Town Gate and Midland Lodge which was put up for sale earlier this year. The Lickey Hills Country Park consultation says the proposed charges are £1 an hour for up to four hours, £5 for all day and £28 for coach parking at Beacon Hill only. The charges will apply 365 days a year from 9am to 6pm. There will also be a £52 season ticket offer. Blue badge holders can park for free. The Sheldon Country Park consultation proposes charges that will be slightly cheaper. Again the first 30 minutes is free, then the proposal is to charge 75p for 30 minute to an hour, £1.50 for one to two hours, £2.25 for two to three hours and £3.50 for upwards of three hours for the rest of the day. Charges are again proposed from 9am to 6pm every day. And a season ticket at £52 will also be offered, or £39 for businesses and free for volunteers. The formal consultations (all linked above) follow informal consultations, which took place at the end of last year. 'But we need to be able to maintain them for the benefit of everyone. Introducing parking charges at these three major sites will help protect and maintain all our green spaces. 'Whether you use these parks for walking, cycling, exercising or meeting up with people, we want to hear your views on rate of charging and when we you should be charged. 'We are also aware of potential impact of displacement parking and will therefore be looking at traffic restrictions in existing hotspot areas and any need for further restrictions following residents' feedback.'

Angela Alsobrooks described as a "shameful, secret place" where ICE detainees were being processed in Baltimore. Alsobrooks and Sen. Chris Van Hollen, the latter of whom made deported suspected human trafficker Kilmar Garcia a cause célèbre, joined Reps. Kweisi Mfume of Baltimore, Johnny Olszewski Jr. of Baltimore County, Sarah Elfreth of Elkridge and Glenn Ivey of Prince Georges at the facility. The scene resembled a more peaceful version of a similar visit by several New Jersey lawmakers to an ICE detention facility in Newark, where Rep. LaMonica McIver was arrested for allegedly accosting officers. Unlike Newark's jail-type complex, the Baltimore ICE office is more contained within the larger George Fallon federal building near Charles Center. Alsobrooks told reporters she wanted to "shine a light [on] evil that is persisting in darkness," while Sen. John Kennedy, R-La., said the participants simply wanted a "publicity stunt" in order to be featured on network news. In separate remarks, Alsobrooks added it is Congress' job to make sure the Baltimore detainees' treatment is "not inhumane" and that overall the episode was "distressing." She said several doors were locked, employees covered their faces and a woman who identified herself as a facility director could not offer lawmakers a hard count of who was being held there. "We will continue to insist that the humanity of the people who are housed in those facilities will be respected," she added. Acting ICE Director Todd Lyons told "Special Report" on Tuesday that Democrats are to blame for the high number of criminal aliens released in Maryland — particularly in Prince George's County. Alsobrooks previously served as the county executive, and Ivey currently represents the area in the House. But the Maryland Democrats appeared undeterred. "This president doesn't give a rat's a-- about any of us," Alsobrooks said, while Mfume added at a press conference that DHS' denial of a tour violates a law allowing federal lawmakers to conduct oversight of immigration facilities — and that ICE's actions do not "bode well here in Baltimore." "It's another sad day here with the Trump administration and their decisions to do illegal activities and ignore the Constitution," Ivey said while standing outside the Fallon building. "When I got turned away from the door in El Salvador [to visit Garcia], I wasn't surprised because that's basically an authoritarian regime. But I was really disappointed that that's going to happen here in the United States of America, that you'd get the same reaction you would in a third-world country." Two members of Maryland's delegation did not participate in the Baltimore ICE visit. Rep. April McClain-Delaney, a Democrat who represents the deep-red Maryland panhandle and some wealthy liberal Washington suburbs, did not travel with the delegation. Neither did the Old Line State's last remaining federal Republican officeholder. House Freedom Caucus Chairman Andy Harris, who represents Ocean City, instead lambasted the spectacle and said he stands with immigration enforcement authorities. Alsobrooks appeared to slam Harris in response, according to Maryland Matters, suggesting that as the lone Marylander aligned with the White House, he should be advocating for denied FEMA monies for victims of major flooding in Cumberland and Luke. "It would be great to be able to get his assistance in getting the disaster relief that people need," she said, as CBS News reported the relatively conservative populace there is "frustrated" with Trump. Trump said in June that he wants to "wean off" FEMA disbursements and shift the burden to states similar to plans for the education bureaucracy. Ex-Labour leader Jeremy Corbyn has lent his support to striking Birmingham bin workers on the picket line – and warned that defeat in the dispute would lead to councils in other areas threatening wage cuts. A day after Birmingham City Council said it had launched contempt of court proceedings against the Unite trade union over the all-out strike which began in March, Mr Corbyn said central government was underfunding local authorities. Addressing more than 100 workers and other protesters at a 'mega-picket' event outside a council refuse depot in the Tyseley area, the MP for Islington North, told the crowd: 'It wasn't the Birmingham bin workers that spent ludicrous amounts of money on the Commonwealth Games. 'And it wasn't the bin workers who created any of the problems that Birmingham faces. They are the people that keep this city clean. 'I am here today to support you but also to make this point. 'Birmingham is not isolated and Birmingham is not alone – the financial issues that affect Birmingham are actually there in almost every local authority in the country, particularly in the big urban cities. 'And those problems are that they have not enough money. The Government is not spending enough money on local government.' Mr Corbyn warned: 'Local government services are under pressure and in many cases, even without the Birmingham model, still facing cuts. 'If we win in Birmingham and they are not allowed to cut wages, not allowed to destroy conditions, not allowed to damage the working rights of bin workers, that's a huge victory. 'But if we lose, think which city is going to be next. 'That is the point. And so I say to the wider community – get behind the Birmingham bin workers.' The second, so-called mega-picket, with speakers from other trade unions, following a similar event in May, involved members of 26 organisations protesting at fives sites in Birmingham and Coventry on Friday. The city council said on Thursday night that it had had 'persistent evidence' of a breach of a court order previously agreed with Unite. A city council spokesperson said: 'We are taking this step to ensure the safety of our city and the safety of our workforce, including those who are on strike. 'Our injunction prevents the blocking of our refuse collection vehicles, both at our depots and on the streets. Despite writing repeatedly to Unite for several weeks to highlight what we believe to be clear breaches of the injunction, the situation has worsened. 'Since the injunction was granted, vehicles have been blockaded on roads to and from our depots, with Unite representatives and members stepping in front of, and even leaning against, moving heavy vehicles and blocking road junctions.' A Unite spokesperson said: 'The court application is the latest distraction from the real task of resolving the ongoing dispute. 'The court papers will be subject to a careful review and the interests of Unite and our members will be fully represented at any future hearing.' Speaking after his speech, Mr Corbyn urged the leader of Labour-run Birmingham City Council, John Cotton, not to dig himself into a hole and to settle the dispute. Mr Corbyn said: 'There has to be a settlement and they should not be facing a wage cut. 'We just don't need to stretch this thing out.' Asked what his message to Mr Cotton would be, he added: 'John, get a deal. Get a settlement, get the bin workers back to work. 'And remember, a lot of the public support the bin workers even though obviously it (the strike) does create difficulties.'
