(JSSA) and sloganeered against the Commission's inefficiency in declaring the results of the 11th JSPC examination, which have been ready for the past 11 months.JSSA president Satyanarayan Shukla said, "Despite the results of the 11th to 13th JPSC combined civil services examination, been ready for nearly a year now, the Commission has not published them yet, putting the aspirants' lives in uncertainty.
Previously, the commission used to say that the absence of a JPSC head was hindering the processes, but it has already been two months since the appointment of the chairman.
So, what's hindering them from publishing the results?"When the aspirants called on the chairman in Feb, they were promised that the results would be released within a week of his returning from an international trip. However, five weeks have passed, and the results are still pending, he added.JSSA patron Rahul Kumar said the aspirants again met the JPSC chairman on Wednesday and appealed to expedite the result declaration process. "The chairman acknowledged the delay and admitted that the commission had not been able to fulfil its commitment regarding the timely release of the examination results. Our unequivocal resolution is that this movement and hunger strike will continue until the results are declared. If the Commission and the government remain silent, students will be compelled to take extreme steps, for which the entire responsibility will lie with the Commission and the government," he added.The aspirants said apart from JPSC civil service examinations, results of various recruitment processes, including those of civil judges, assistant professors, and assistant doctors of homoeopathy, have been languishing in different stages of the process for a long time.Reacting to the aspirants' hunger strike, chief minister Hemant Soren said "The JPSC is an independent body and the state govt cannot interfere in most of the matters of the Commission. The demand to postpone the Rajasthan Administrative Services (RAS) Mains Exam 2024 is gaining momentum, with hundreds of candidates protesting outside Rajasthan University and continuing their hunger strike. The RAS Mains exam is scheduled for June 17-18, but candidates are urging the government to postpone it to September, saying they need more time to prepare. Candidates argue that the final result of the RAS 2023 exam has not yet been declared, and many students who are still waiting for those results are now appearing for the 2024 exam. This could lead to some candidates being selected in both exams, while other deserving candidates may lose out on seats. They are requesting that the exam be postponed by at least three months. Earlier this week, on Monday, several students gathered outside the residence of Cabinet Minister Kirodi Lal Meena, and later went to the BJP office to raise their concerns. The students say the government should take their situation seriously. So far, more than a dozen MLAs have written to the Chief Minister Bhajanlal Sharma in support of the candidates, urging that the exam be postponed to allow more preparation time. On May 27, RAS aspirants also held a peaceful foot march from Gopalpura to Riddhi-Siddhi in Jaipur. Student representative Lakshya Pratap Singh said the current state government has always shown sensitivity to student issues. He expressed confidence that Chief Minister, under his vision of "Ram Rajya," will once again take a positive and timely decision in favor of the students, just as the previous government did during the RAS 2023 exam.

Bengaluru stampede: Retired HC judge to head probe, fix responsibility
The one-man inquiry commission constituted by the Karnataka government under retired High Court judge John Michael Cunha to inquire into the June 4 stampede that killed 11 people, has been asked to identify the persons responsible for the omissions or deficiencies that led to this incident. As per the terms of reference to the commission from the government, it has also suggested precautionary measures that can be taken to prevent recurrence of such incidents in the future, among others. Chief Minister Siddaramaiah on June 5 announced that a one-man commission would be formed under Cunha to look into the procedural lapses in the issue, and the commission has been asked to give the report in 30 days. The stampede occurred on June 4 evening in front of the Chinnaswamy stadium here, where a large number of people thronged to participate in the RCB team's IPL victory celebrations. Eleven people died and 56 were injured in the incident. "...the Government, in exercise of the powers conferred under sub-rule (1) of rule 3 of the Commission of Inquiry Act, 1952, has constituted a one-man inquiry commission under the chairmanship of John Michael Cunha, retired Judge of the Karnataka High Court, to conduct an inquiry into the incident," the official notification dated June 5 said. "The inquiry commission shall have all the powers to conduct inquiries under the provisions of the Commissions of Inquiry Act, 1952 and Code of Civil Procedure, and the government expects the investigation to be completed and a report submitted within one month," it said. The terms of reference in the notification include, to find -- whether the necessary permissions, rules and procedures were followed while organising the RCB team's victory felicitation ceremony at Chinnaswamy Stadium; the causes/causers of the rush and stampede that took place; the causes/causers of the incident that led to the death of 11 people and injury to more than 50 people based on the chain of events and circumstances. Also, to inquire into the measures taken as a precaution regarding the incident and the omissions/deficiencies that may have occurred in this regard and to identify those responsible for this incident; and to inquire regarding other relevant aspects related to this incident. As per the notification, the Director General and Inspector General of Police, Commissioner of Police - Bengaluru, and Deputy Commissioner - Bengaluru Urban district shall provide all the files/documents/etc that the Commission may require from time to time for the inquiry and shall be present during the inquiry and fully cooperate with the Commission. This inquiry commission is separate from the magisterial inquiry that has been ordered, and shall conduct a parallel and comprehensive inquiry, it clarified. The Chairman of the inquiry commission, if necessary, may take steps to obtain the services of one retired IPS officer and one retired IAS officer for technical and legal assistance. The salary/allowance expenses of the concerned officers shall be borne by the government. The Director General and Inspector General of Police, shall provide the necessary staff, materials, vehicles and office and furniture/telephone etc required for the commission of inquiry.

AHMEDABAD: In a game-changing decision, the Gujarat State Information Commission has slammed the Criminal Investigation Department (CID) (Crime) for hiding behind a 19-year-old RTI exemption to deny critical information to cyber fraud victims. The Commission has now recommended the state government revoke the special immunity granted to CID Crime regarding cyber fraud cases—delivering a major win for transparency and the rights of hundreds of duped citizens. The exemption, in effect since October 25, 2005, under a Home Department notification, placed CID Crime beyond the purview of the Right to Information Act for crime-related investigations. However, the recent judgment has pierced this shield in the context of cybercrime, which the Commission argued is no longer a conventional 'sensitive crime' but a rapidly escalating public menace impacting citizens daily. The ruling stemmed from a plea by Rakesh Kumar Prajapati, a Gandhinagar resident who lost Rs 4.5 lakh to cyber fraud. After filing a complaint with the Cyber Crime Cell, Prajapati sought the FIR copy and related documents under the RTI Act. CID Crime rejected his request, citing the 2005 exemption. Unwilling to accept silence in the face of theft, Prajapati took the matter to the State Information Commission.
