Centre on the defensive over Congress's accusations of ‘subverting' Forest Act

150 civil society groups and activists have recently written to the Prime Minister on the systematic and consistent manner in which the Forest Right Act, 2006 has been subverted by the Ministry of Environment, Forests, and Climate Change. They make five major points:

The Ministry's statement came on social media platform X, where hours ago, Mr. Ramesh, who is also Congress' general secretary in charge of communications, made his post, referring to a letter sent to the Prime Minister's Office by over 150 forest rights and civil society groups across the country.
Legally untenable data
The civil society groups, in their letter dated June 28, noted that the India State of Forest Report 2023, purportedly misattributed the loss of forest cover to the implementation of the FRA, which was allegedly reiterated by Environment Minister Bhupender Yadav in a media interview this June as well. They also cited a June 2024 order evicting about 65,000 families from tiger reserves and alleged that the ministry submitted 'legally untenable' data to Parliamentary fora and the National Green Tribunal. They further alleged that the 2023 amendments to the Forest (Conservation) Act 1980, were 'bulldozed through Parliament' and that the Van Sanrakshan Evam Samvardhan Rules 2023, 'adversely impacted both the quantity and quality of forests.'
The reference in social media to a letter alleging 'Subversion of the Forest Rights Act' reflects a gross misunderstanding of facts. MOEFCC remains committed to protecting forests, India's green cover and communities' dependent on them or living in the vicinity of said areas.

In a detailed post, rebutting these allegations, the Ministry of Environment, Forests, and Climate Change said, 'The statement of the Minister of Environment, Forests, and Climate Change as quoted in the social media has been grossly misrepresented, distorted, represented in a piecemeal manner and is totally out of context.'
The Ministry said that Mr. Yadav's statement in the media interview was in reference to the 'net increase in the forest cover in the country as per the latest State of Forest Report, wherein degradation in some forest areas has also been observed due to a variety of reasons.' 'The statement (Minister's) underlines that such degradation in the forest cover can be addressed by adopting protection measures that are implemented with effective community involvement,' it said.
It added that the statement of the Minister was 'about increasing forest cover and halting the degradation of forests through active involvement of the local community' and government bodies, further saying this 'context' had been 'totally undermined, overlooked, and misrepresented in the tweet.'
Govt.'s poor track record
In Mr. Ramesh's post, he said the issues raised by the civil society groups are also of 'fundamental importance' to ecological security, adding, 'The track record of the Modi Government does not inspire the confidence that these issues will even get discussed and debated with those who have been compelled to bring the PM's attention to them.'
'The allegations being made that MoEFCC submits legally untenable data on encroachment in different forums are totally incorrect, unfounded, and do not hold any merit,' the ministry said. It went on to say that the point of eviction of families from tiger reserves was 'devoid of merit and misrepresentation,' further referring to the exercise as 'voluntary relocation,' which is governed by respective laws and procedures.
The Ministry went on to say that the recently published Forest Survey of India report has actually recorded a 'substantial increase in forest and tree cover,' which it said was 'suggestive' of the involvement of communities. 'The inference drawn is contrary to the factual position and totally devoid of merit,' the ministry added.
On allegations of amendments to the Forest Conservation Act and the subsequent Rules, the government said these were made 'without an in-depth knowledge and understanding' of the law's provisions. It insisted that the amendment was brought in 'as per laid down Constitutional processes' and with 'due Parliamentary procedures.'
The ministry further added that its 'sincere efforts' to involve community members in forest management had also been overlooked, citing its work in bringing in Tharu tribals in Dudhwa Tiger Reserve (UP) and with Soliga tribals in Karnataka, both of which have 'elicited a very good response.' It added that the government is committed to ensure 'well-being and active involvement' of tribal communities in forest management by using their 'traditional knowledge and wisdom.'

Pariamentary panel pitches for hike in investment rate to 35% of GDP to achieve 8% growth
A parliamentary panel on Tuesday pitched for raising the investment rate from 31 per cent of the GDP to 35 per cent to achieve the ambitious growth target of 8 per cent. The Standing Committee on Finance also urged the government to maintain sustainable, growth-oriented energy policies that prioritise affordability and efficiency while balancing climate commitments with economic and social objectives. The committee headed by BJP leader Bhartruhari Mahtab also suggested that the Ministry/Central Electricity Authority (CEA) expedite the development of pumped storage projects (PSPs), recognising their critical role in strengthening energy security and reducing import dependency. The panel noted that the investment rate must increase to about 35 per cent of the gross domestic product (GDP) from the current 31 per cent to achieve the ambitious growth target of 8 per cent annually for at least a decade. "Financing this may result in higher levels of current account deficit (CAD), which is challenging under current global circumstances. This emphasises the need for domestic-led growth, for which deregulation is crucial," it said in its report. The committee highlighted the collaborative approach through the deregulation task force chaired by the cabinet secretary. The panel felt that this model of cooperative federalism -- facilitating dialogue with states on best practices in land, labour, capital, and regulatory reforms -- can streamline business processes and foster an investor-friendly environment. It said tailored fiscal reforms may be promoted in highly indebted states to improve their fiscal health while maintaining their capacity to invest in critical infrastructure and social development. With regard to farm sector, the panel said the vast untapped potential of India's agriculture sector as a pivotal driver for inclusive economic growth. "To unlock this potential, the committee emphasises a dual approach: addressing immediate challenges while implementing long-term structural reforms. For short-term stability, the committee observes that the government's strategy such as maintaining buffer stocks; regulating market supplies; and subsidising key food items helps to stabilise food prices and ensure affordable access to essential commodities," the report said. To further enhance agricultural productivity and foster financial inclusion, the committee recommended acceleration of digital initiatives. "This includes digitising land records and implementing the agri-stack, a technological framework designed to link farmers' produce with banking and credit systems. This would facilitate transparent and timely disbursement of crop loans," it said. The panel also urged that these digital tools be expanded nationwide, with local youth being trained to assist in data collection, thereby creating employment opportunities and improving data accuracy. The committee also believed that promoting diversified crop production, strengthening supply chain infrastructure, and encouraging private sector participation in agri-tech innovation are vital steps. These coordinated efforts can effectively mitigate supply-side inflation, sustainably boost farmers' incomes, and transform agriculture into a powerful engine for India's growth, it said. Observing that the current global trade environment, marked by protectionism and geopolitical volatility, presents a significant opportunity for India, the committee believed this situation can be leveraged to pursue the guiding principle of 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas' and build an 'Atmanirbhar Bharat'. This path involves exploring new markets while simultaneously strengthening domestic manufacturing. The committee highlighted the need for sound government finances, with an emphasis on improving the quality of expenditure, particularly capital expenditure, and recognise the pivotal role of AI and data for effective governance. The committee also noted that despite positive corporate earnings, investment in people -- through higher wages, reskilling, and mental health support -- is essential for increased productivity. The committee concluded that India's economic roadmap must aim not only for a short-term USD 5 trillion economy but also for sustained, inclusive, and resilient long-term growth. To achieve this vision, the committee recommended a multi-pronged approach that includes strengthening government finances and nurturing growth engines like innovation and skills development. The committee also recommended the establishment of an indigenous, government-owned AI server to address privacy concerns, improve efficiency, and harness data for informed policy-making. The panel further suggested prioritising rural and urban infrastructure and investing in people. This strategy, focused on balanced energy policies, price stability, and robust support for MSMEs and women entrepreneurs, should aim to drive inclusive and sustainable growth for a self-reliant India, it added.

Haryana teacher death: Mobile internet suspended in Bhiwani, Charkhi Dadri for 48 hours; family alleges murder
CHANDIGARH: In the wake of widespread public outrage over the death of 19-year-old teacher Manisha, the Haryana government on Tuesday ordered the suspension of mobile internet, bulk SMS, and dongle services in Bhiwani and Charkhi Dadri districts for 48 hours, while allowing voice calls to continue. Manisha's body was discovered in a field in Bhiwani on August 13. She had been missing since August 11, after leaving school to allegedly inquire about admission at a nursing college. Her death sparked massive protests, with locals blocking key roads, and opposition parties, including the Congress, demanding a CBI investigation. Though the official order does not explicitly mention the teacher's death, sources said it has been issued in connection with developments in the case. The directive, issued by additional chief secretary of the Home Department, Sumita Misra, stated that the suspension of internet services will be in effect from 11 am on August 19 until 11 am on August 21. The order added that the internet could be misused to circulate inflammatory content and false rumours via social media or messaging platforms, potentially disrupting public order and damaging property. "In order to stop the spread of misinformation and rumours through various social media platforms, such as WhatsApp, Facebook, Twitter on mobile phones and SMS for facilitation and mobilisation of mobs of agitators and demonstrators who can cause serious loss of life and damage to public and private properties by indulging in arson or vandalism and other types of violent activities," it said. Meanwhile, the investigation took a new turn on Monday with the emergence of a purported "suicide note" in the case. Bhiwani superintendent of police Sumit Kumar stated that the note was found in a bag near Manisha's body, along with her Aadhaar card and other personal documents. He also confirmed that there was evidence showing Manisha had purchased insecticide. "In the viscera sample, the presence of insecticide has been confirmed in the body. So, there is self-purchase, there is a suicide note, there is poison in the body," he said. However, the playschool teacher's family has maintained that she was murdered. Opposition parties have strongly criticised the BJP-led state government, claiming that the alleged murder reflects a breakdown of law and order under its rule. Congress leader Bhupinder Singh Hooda said the role of the state government and police had been negligent and irresponsible, and an "unfortunate attempt is being made to prove the whole case as a suicide."
