Charges Framed In Major Terror Funding Case By NIA Special Court: Big Breakthrough For J&K CIKs Fight Against Terror
In a significant breakthrough in the ongoing efforts to dismantle the financial and logistical support system of terrorism in Jammu & Kashmir, the Court of Special Judge designated under the National Investigation Agency (NIA) Act at Srinagar has framed charges in a high-profile terror funding case under Sections 13, 38, 39, 40 of the Unlawful Activities (Prevention) Act, 1967 read with Section 120-B of the IPC. Charges have been framed against two accused individuals Shabir Ahmad Bhat and Javaid Ahmad Yatoo, while criminal proceedings have also been initiated against absconding Pakistan-based LeT handler Sumama alias Babar alias Ilyas, who is also an accused in the case. The investigation was conducted by Police Station Counter Intelligence Kashmir (CIK). The case pertains to a meticulously crafted criminal conspiracy orchestrated by handlers and commanders of the proscribed terrorist outfit Lashkar-e-Taiba (LeT) from across the Line of Control (LoC), who, in close coordination with Pakistani nationals based in Gulf countries and other foreign territories, have been channeling terror funds into Jammu & Kashmir. These funds were being routed through a well-organized network using couriers camouflaged as pilgrims, expatriates, and businessmen, thereby camouflaging illicit financial flows under the guise of religious and commercial travel. During the course of the investigation, it was conclusively established that Shabir Ahmad Bhat was in constant and secure digital communication with the Pakistan-based LeT handler Sumama alias Babar alias Ilyas, using encrypted messaging applications. While in Saudi Arabia to perform Umrah, Shabir Ahmad Bhat, on the instructions of the handler, received large sums of Saudi Riyals from known LeT conduits in Madina. Additionally, he coordinated with other Kashmiri residents who had travelled for Umrah, instructing them to collect money from specific individuals whose identities and locations were shared by him. Upon returning to Kashmir, these couriers handed over the funds to Shabir Ahmad Bhat, who then converted the foreign currency into Indian rupees and further distributed the funds among active terrorists and their families, as per directions from the LeT handler. The investigation also revealed the pivotal role of another accused, Javaid Ahmad Yatoo, in facilitating and establishing contact between Shabir Ahmad Bhat and the LeT handler in Pakistan. His involvement was instrumental in enabling the functioning of this trans-national funding module. The framing of charges in this case marks an important milestone in the sustained efforts of Counterintelligence Kashmir to identify, expose, and dismantle terror funding networks operating under the radar. It highlights the effectiveness of intelligence-led and legally robust investigations, executed within the bounds of due process, in targeting the financial backbone of terrorism in Jammu & Kashmir. In a further development, two more individuals - Mohammad Ayoub Bhat and Mohammad Rafiq Shah, have also been recently arrested in the case. The further investigation led to the seizure of electronic devices, bank statements, transaction logs, and other documents which expose a deeply embedded and covert hawala infrastructure used to fund terrorism. These recoveries have further corroborated the existence of a well-structured, underground financial network sustaining terrorism in the region. Arrests of additional co-conspirators are likely as the investigation continues to unfold. CIK reaffirms its commitment to relentlessly pursue all individuals and networks involved in facilitating terrorism financially or through other means and will continue to act as a frontline agency of J&K Police in the Government's broader counter-terrorism architecture.

Scribe murder: 2 wanted bros killed in encounter
Lucknow: Two brothers wanted for the murder of Sitapur-based journalist Raghvendra Vajpayee were killed in an encounter with a joint team of the Special Task Force (STF) and the local police near Dulhapur Tiraha in Sitapur early Thursday. Vajpayee, 36, a resident of Vikasnagar in the Maholi area of Sitapur, was shot dead on March 8, near the Hempur railway overbridge on the Lucknow-Delhi National Highway while he was heading to Sitapur on a motorbike. Raju Tiwari (46) alias Rizwan and Sanjay Tiwari (44) alias Shibbu alias Shakeel Khan, residents of Atwa village under Mishrikh police station in Sitapur, sustained bullet injuries in the exchange of fire and were declared dead during treatment, police said. Earlier, a reward of Rs 1 lakh each had been announced for their arrests. The STF Noida unit, led by additional SP Rajkumar Mishra and deputy SP Navendu Kumar, acting on intelligence inputs, laid an ambush around 4.45 am with local police after receiving a tip-off that the Tiwari brothers were en route to Sitapur from Pihani on a motorcycle to execute another crime. "When signalled to stop, the duo opened fire on the police team. In retaliatory firing, both were hit. They were taken to CHC Pisawan and then referred to the district hospital, where they succumbed. The police recovered a carbine (9 mm), a pistol (.32 bore), two country-made pistols (.315 bore), 36 live rounds and 13 used cartridges of various bores, and a bike and a keypad mobile phone from the spot," said ASP Mishra. Raju Tiwari alias Rizwan was first jailed in 2004 for motorcycle theft. He later committed several serious crimes, including the murder of sub inspector Parvez Ali in Lakhimpur Kheri on April 27, 2006. Sanjay Tiwari alias Shibbu alias Shakeel Khan was the main accused in the 2011 murder of one Devi Sahay Shukla in the Machhrehta police station area of Sitapur. The two brothers were born of an interfaith love marriage between their mother Najjo and father Krishna Gopal Tripathi and curiously had separate names from both sides of their parents. Journalist Raghvendra Vajpayee's murder was allegedly orchestrated by a temple priest, Shivanand Baba alias Vikas Rathore, who paid Rs 4 lakh to contract killers Raju and Sanjay. According to the investigation, Raghvendra reportedly caught the priest in a compromising situation with another individual inside the temple premises. Fearing public exposure, the priest conspired to eliminate the journalist and hired the Tiwari brothers to carry out the killing. While three accused, main conspirator Shivanand Baba, Nirmal Singh and Aslam Ghazi, were arrested earlier, the two brothers had been absconding. BOX Slain journalist's wife questions encounter, demands CBI probe tnn Lucknow: Expressing her dissatisfaction over the encounter of the two accused shooters, Rashmi Vajpayee, the wife of slain journalist Raghvendra Vajpayee, called for a CBI probe into the matter. Rejecting the version of events presented by Sitapur police, Rashmi dubbed it as a "fabricated and false story". Alleging that the family was kept in the dark and justice was reduced to mere assurances, Rashmi said, "Until my husband's last rites were performed, we were only given hollow promises. In the beginning, politicians and ministers visited and spoke of justice, but later no one even cared to ask how we were coping, what happened to our children, or what condition we were living in," Rashmi said. "What is the problem in giving the case to the CBI? Only a fair probe will expose the real faces—those who are still hiding in the shadows," she said. The grieving wife also alleged that those who supported their demand for justice were harassed to the extent that they now fear visiting the family. A Mumbai-based woman bank employee has been arrested for allegedly framing her male friend in a false rape case and seeking ₹ 1 crore in exchange for giving a no-objection certificate (NOC) for bail. The accused woman conspired to get her ex-partner, an IT professional, jailed under fabricated charges. "Following his imprisonment for over a month, she reportedly approached his sister in the court premises demanding ₹ 1 crore in return for providing an NOC needed for securing bail. The accused also emailed the HR department of the firm in which the man was working. It resulted in his termination from the firm," a Charkop police station official said on Thursday, according to news agency PTI. The victim submitted multiple complaints to the police but no action was taken, after which he approached the Borivali magistrate's court.
