Ashwini Vaishnaw responds to questions over reinstating concessions for senior citizens in railways

Indian Express3 days ago
Train concession for senior citizens: It has been over five years since Indian Railways withdrew the concession for senior citizens travelling by train. In a statement on March 19, 2020, the national transporter announced the decision citing travel-related risks during the COVID-19 pandemic.
'In order to contain the spread of COVID-19 virus and to minimise the travel-related risks to elderly citizens, Indian Railways has taken steps to discourage senior citizens from undertaking non-essential journeys by removing special incentives which presently exist for their travel.
'Indian Railways has done this by withdrawing concessional booking of tickets to senior citizens for Unreserved & Reserved segment form 00:00 hrs of 20th March till further advisory. This step has been taken to discourage them from making non-essential journeys,' the railways had said.
However, despite other pandemic curbs being lifted, the Ministry of Railways has not yet reinstated the concession for senior citizens. The issue has been raised multiple times by Members of Parliament, urging the government to bring back the benefit.
In the ongoing Monsoon session of Parliament, Rajya Sabha MPs Dr John Brittas, Sandosh Kumar P, and Milind Murli Deora once again raised the matter with Railway Minister Ashwini Vaishnaw. The MPs questioned the government and sought reasons for not reinstating the concessions extended to senior citizens. They also inquired whether the government plans to reintroduce the concession for senior citizens this year.
Responding to this, Vaishnaw on Friday (July 31, 2025) in a written statement said that Parliament Standing Committee on Railways has advised to review and consider concession to senior citizens at least in sleeper and 3 AC.
He added that the government provide affordable services to all strata of the society and gave subsidy of Rs. 60,466 crore on passenger tickets in 2023-24.
'Indian Railways strives to provide affordable services to all strata of the society and gave subsidy of Rs. 60,466 crore on passenger tickets in 2023-24. This amounts to concession of 45% on an average, to every person, travelling on Railways,' the Railway Minister replies.
On subsidy, he stated that it is continuing for all passengers. 'In other words, if the cost of providing service is Rs. 100, then the price of ticket is Rs 55 only. This subsidy is continuing for all passengers.
'Further, concessions beyond this subsidy amount are continuing for many categories like 4 categories of Persons with Disabilities (Divyangjans), 11 categories of patients and 8 categories of students,' the minister added.

Both Houses of Parliament adjourned for the day

Both the Upper House and the Lower House of Parliament were adjourned for the day. The Rajya Sabha was adjourned as a mark of respect after the death of sitting MP and JMM supremo Shibu Soren, while the Lok Sabha was adjourned amid continuous protests by the Opposition demanding a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. Soren, a five-time Lok Sabha MP and three-time Jharkhand Chief Minister, passed away at the age of 81. He had also served as Union Coal Minister under Prime Minister Manmohan Singh and was elected to the Rajya Sabha in June 2020. Deputy Chairman Harivansh read out the obituary reference, and members stood in silence to pay their respects before the House was adjourned. No official business was taken up. Meanwhile, the Lok Sabha witnessed another day of noisy protests led by the Opposition, demanding a discussion on the Election Commission's Special Intensive Revision (SIR) of electoral rolls in Bihar ahead of the state elections. When the House met at 2 pm, Opposition MPs, including those from the Congress, stood up with placards and raised slogans. Jagadambika Pal, who was chairing the proceedings, reminded the Opposition that not a single bill had been passed since the Monsoon Session began on July 21 due to repeated disruptions, following which he adjourned the House till 11 am on August 5.

Chhattisgarh liquor ‘scam': Chaitanya Baghel's judicial custody extended till Aug 18

The Prevention of Money Laundering Act (PMLA) court has extended his judicial custody till August 18, Rizvi said. The ED demanded Chaitanya's further judicial remand for 14 days after the expiry of his previous 14-day judicial remand, his lawyer Faisal Rizvi told reporters. Raipur, Aug 4 (PTI) A Raipur court on Monday extended the judicial custody of Chaitanya Baghel, son of senior Congress leader and former Chhattisgarh chief minister Bhupesh Baghel, till August 18 in connection with a money laundering case linked to the alleged liquor scam in the state. Chaitanya was arrested by the Enforcement Directorate on July 18 following a search at his house which he shares with his father in Bhilai town in Durg district. Chaitanya 'handled' more than Rs 1,000 crore worth of 'proceeds of crime' generated from a liquor 'scam' in the state and used Rs 16.7 crore for the development of his real estate project, the ED had claimed in a statement at the time of his arrest. Bhupesh Baghel has claimed Central agencies were being misused to target opposition leaders, but stressed that he trusted the judiciary and would cooperate with them. He had also claimed the ED action against his son was part of efforts to divert attention from the 'illegal tree felling' for coal mines in the state as the Congress was set to raise the issue in the state Assembly last week. Congress had also staged 'chakka jam' (road blockade) in different parts of the state on Tuesday protesting ED action. The ED has said the alleged scam resulted in a 'massive loss' to the state exchequer and filled the pockets of the beneficiaries of a liquor syndicate with over Rs 2,100 crore. The 'scam' in the state, according to the ED, was orchestrated between 2019 and 2022 when Chhattisgarh was governed by the Bhupesh Baghel-led Congress government. The ED in January arrested former minister and Congress leader Kawasi Lakhma, besides Anwar Dhebar, former IAS officer Anil Tuteja, Indian Telecom Service (ITS) officer Arunpati Tripathi and some others as part of their investigations in the case. The EOW/ACB registered the FIR on January 17 last year, about a month after the BJP defeated the incumbent Congress government in the 2023 assembly polls, and named 70 individuals and companies, including former excise minister Kawasi Lakhma and former chief secretary Vivek Dhand. According to the ED, the alleged commission generated through the illegal sale of liquor was shared 'as per the directions from the highest political executives of the state'. Thoothukudi (Tamil Nadu), Aug 4 (PTI) The Tamil Nadu government was systematically working towards attracting huge investments and generating employment in a big way so as to transform the state through economic progress, Chief Minister M K Stalin said here on Monday. The numerous initiatives taken by the government have ensured that the industrially backward southern districts in the state become equipped and keep pace with the industrial development in other parts of the state, he claimed. 'We are paying more attention to progress in all sectors such as semiconductor manufacturing, electric vehicle manufacturing, solar cells, green hydrogen production, and information data centers," the Chief Minister said while speaking at TN Rising Investors Conclave here. Through these sectors providing highly-paid jobs, a turnaround could be ensured in the economic growth and production environment of Tamil Nadu. 'By setting up factories that provide a large number of jobs in underdeveloped districts, the per capita income of the people of that region will increase," Stalin said. The industrialisation of the southern districts was the dream of late Chief Minister M Karunanidhi. 'That's why I said at the inauguration of the VinFast factory that this day has become a golden letter day in the development of the south," he said and recalled that immediately after coming to power in 2021, he had set a target to achieve one trillion dollar economy by 2030. He made key announcements to transform Thoothukudi and Tirunelveli districts. The government's great efforts in the last four years helped to attract 898 projects with an investment of Rs 10.30 lakh and employment potential of 32.945 lakhs, he said. Tamil Nadu continued to attract transformative investments and on Monday the state signed 41 MoUs for an investment of Rs 32,553.85 crore, the government said. The MoUs were signed in the presence of Chief Minister M K Stalin and state Industries Minister T R B Rajaa at the TN Rising Investors Conclave. The MoUs have a potential to generate 49,845 jobs. Also, the Chief Minister inaugurated four major projects for a total investment of Rs 1,230 crore aiming to create 3,100 new jobs. Further, the CM gave appointment orders to persons from three companies – Tata Power Solar, Infinix and Pinnacle Info-Tech here. State Ministers: K K S R Ramachandran, Geetha Jeevan, D M Anbarasan, Anitha Radhakrishnan, and Thoothukudi MP Kanimozhi, Chief Secretary N Muruganandam, Additional Chief Secretary Atul Anand, and district collector K Ilambhavat, were among those who participated.
