Weakening of UK EV sales rules ‘likely to result in significantly more carbon emissions'

The UK government's weakening of rules on electric car sales is likely to result in significantly more carbon emissions as sales of plug-in hybrids rise, according to analysis.
Relaxed rules could result in as many as 500,000 additional plug-in hybrid electric vehicles (PHEVs) on UK roads by 2030, according to modelling by T&E, a campaign group on transport and the environment. PHEVs combine a small battery with a polluting petrol engine and tend to be much more profitable than pure battery electric cars.
Experts said the findings suggested emissions would rise significantly because of the Labour government's policy. The transport secretary, Heidi Alexander, last month told parliament the weaker rules, known as the zero emission vehicle (ZEV) mandate, would cause a 'negligible change to the carbon emissions' from cars sold in Britain.
The government last month weakened the rules, which force carmakers to sell an increasing number of battery electric cars each year in order to meet the UK's climate targets. Keir Starmer argued that the government needed to help struggling carmakers, allowing more 'flexibilities' that mean carmakers can sell fewer electric cars and avoid steep fines.
Tim Dexter, a vehicle policy manager at T&E UK, said: 'The government's changes will allow car manufacturers to sell more plug-in hybrids and for longer. Instead of accelerating the transition to zero-emission cars, the industry can maximise sales of lucrative PHEVs, which emit far more than claimed.'
In some years the sale of PHEVs could almost double, according to the analysis. PHEV sales are now expected to peak in 2028, at 280,000 a year, up from a previous forecast of 180,000 a year in 2025. Last year the industry sold 167,000 PHEVs, up 18% on the previous year.
Colin Walker, the head of transport at the Energy and Climate Intelligence Unit, a campaign group, said: 'Not only will this result in more CO2 being emitted in the midst of a climate crisis, it will hit the UK's drivers in their wallets.'
He said the UK government was 'distracting manufacturers from making the shift to building the EVs on which the UK car industry's future depends'.
Alexander's emissions claim appeared to be based on government policy that has been criticised by experts for relying on unrealistic figures. Crucially, the government's analysis assumed PHEVs will continue to achieve the same share of the market as 2024 – despite generous emissions assumptions giving manufacturers a big incentive to sell more hybrids.
PHEVs have a polluting petrol engine but can make big emissions savings by running on a small rechargeable battery whenever possible. In an ideal world, PHEV owners would use the battery for most small trips, only using the engine for longer journeys. However, a number of studies have found that PHEV drivers do not reliably charge their vehicles, meaning the cars emit much more in the real world.
The EU is updating official figures to reflect this disparity. By 2028, average PHEV emissions will be assumed at 109 grams of CO2 per kilometre, up from the 32g average currently used. However, the UK government will continue to use the 32g average despite the Department for Transport in December acknowledging that PHEVs have 'much higher CO2 emissions in the real world'. That will give carmakers a strong incentive to sell more PHEVs, as they will gain credits for lower emissions, meaning they have to sell fewer electric cars.

Ben Nelmes, the chief executive of New AutoMotive, a thinktank that has closely followed the ZEV mandate, said: 'The government – and anyone who has bought a car – knows that manufacturer claims about MPG ratings should be taken with a large helping of salt. Yet ministers have decided to stake the UK's largest climate policy on the accuracy of these ratings.
'That will sound naive to most people. We should not be surprised to see UK emissions fall more slowly as a result of recent changes to electric car targets.'
T&E's Dexter said: 'The government can still mitigate some of the extra emissions caused by this loophole by officially recognising the real-world emissions of PHEVs. That will account for hybrids' true climate impact and make buyers aware of their extra cost at the pump.'
A DfT spokesperson said: 'Our recent changes strike a practical balance – giving manufacturers flexibility to sell plug-in hybrids until 2035, while sticking to our commitment to the 2030 phase-out of new petrol and diesel cars.
'These changes are a practical and balanced approach which will have a minimal impact on emissions while supporting drivers, giving long-term certainty to the industry and protecting jobs across the UK.'

Faro Airport in Portugal will start the rollout of eGate access to UK arrivals this week, the minister for EU relations has said. ‌ Taking a question about steps "to improve relations with the EU", Nick Thomas-Symonds - a minister in the Cabinet Office - told the Commons: "The historic deal that we signed with the EU on May 19 is in our national interests - good for bills, borders and jobs. ‌ "It slashes red tape and bureaucracy, boosts British exporters and makes life easier for holidaymakers. "Indeed, I'm delighted to confirm this morning that Faro Airport in Portugal will start the rollout of e-gate access to UK arrivals this week." Starmer described the deal as a "win-win" as he shook hands with the President of the European Commission, Ursula von der Leyen, in London last month. "Britain is back on the world stage," he declared. "[The deal] gives us unprecedented access to the EU market, the best of any country... all while sticking to the red lines in our manifesto." The PM went on to explain the impact of the "new partnership between an independent Britain and our allies in Europe" on voters' daily lives. "Let me set out why it is good for Britain," he said in a speech posted to X. "Today's deal will [...] help British holidaymakers. We're confirming that they will be able to use e-gates when they travel to Europe, ending those huge queues at passport control." ‌ Since Brexit, British passport holders have been considered "visa-exempt third-country nationals" and have generally had to queue for manual checks at border control to have their passport stamped. Brits were able to use e-gates at a limited number of airports in Spain and Portugal. However, the EU has now agreed to ease checks on British travellers more universally. ‌ The deal states that "there will be no legal barriers to e-gate use for British nationals travelling to and from European Union." It's yet to be confirmed when the rest of the rollout will go ahead. But the EU plans to launch its new Entry/Exit System (EES) in October 2025, replacing the need for non-EU citizens to have their passports stamped. It is thought that more EU airports will allow UK passengers to use the e-gates after the new system comes into effect. ‌ The system will require travellers to have their fingerprints scanned and a photograph taken so they can be registered to a database. Their data will then be stored for three years. Those who do not provide a fingerprint scan and photo will be denied entry. Some EU airports will still require additional checks and Brits may not be able to use e-gates here. ‌ Brits will also still be subject to the '90-day rule', whereby eligible non-EU citizens can spend 90 days in any 180-day period in the EU without a visa. Travel records will be digitised under the new EES to enforce this rule and increase border security. The 'landmark deal' is also expected to "lower food prices at checkouts", improve UK defence and put "more money in people's pockets," according to Starmer. Von der Leyen described it as "a historic moment [...] opening a new chapter in our unique relationship."

The New European, a 'Remainer' magazine launched in response to the Brexit referendum, is being renamed to reflect the changing picture of global politics. The rebrand to The New World is a nod to the 'the global unravelling' which started with Britain leaving the EU but is now being seen worldwide in countries such as the US, according to founder and editor in chief Matt Kelly. 'The New European was conceived as a pop-up provocation; a defiant middle finger to the rising tide of right wing populism that brought us Brexit,' said Mr Kelly. 'Nine years later, the world and The New European has changed dramatically. This is a reflection of that new reality. 'We know there is enormous appetite for our style of journalism - vibrant, constructive, witty and full of ideas and great reads that make sense of this extraordinary moment in world politics and culture.' The New European, which has published more than 400 editions, had 35,000 paying subscribers and claim revenues have trebled since the business moved independent three years ago. Tony Blair's former spin doctor Alastair Campbell, who is editor-at-large of The New European newspaper, said themes that underpinned Brexit are playing out around the world, including a political shift to the right in many nations. 'We're always going to be very passionately anti-Brexit, very pro internationalism, liberal democracy,' said Mr Campbell. 'When we started the paper, you could never have predicted [where we are]. Just to look at United States alone. You wouldn't have predicted that Ukraine and Russia were going to be fighting a war on the edge of Europe. Lots has happened - it's a reflection of that.'
