TRAI Issues Formal Response To DoTs Back-Reference On Recommendations

New Delhi: The Telecom Regulatory Authority of India (TRAI) has issued its formal response to the Department of Telecommunications (DoT) regarding matters related to the Terms and Conditions of Network Authorisations under the Telecommunications Act, 2023. This follows a back-reference from the DoT, dated July 3, 2025, seeking reconsideration of certain recommendations that TRAI had earlier submitted on February 17, 2025.
According to a press release from the Ministry of Communications, the July 3 back-reference was sent under the Telecom Regulatory Authority of India Act, 1997. The DoT indicated that some recommendations might not be accepted as proposed or would require modification, prompting the regulator to revisit its earlier stance.
This exchange originates from an initial request on July 26, 2024, when the DoT, under the TRAI Act, asked the regulator to suggest terms and conditions, including applicable fees, for granting authorisations to establish, operate, maintain, or expand telecommunication networks under the 2023 law. An additional request followed on October 17, 2024, asking TRAI to examine authorisation provisions for satellite communication networks under the Telecommunications Act, 2023.
After consulting stakeholders and industry representatives, TRAI submitted its detailed recommendations on February 17, 2025. These covered various aspects of network authorisation, aiming to align regulatory requirements with the provisions of the new telecommunications framework.
The Ministry of Communications noted that the government's prima facie observations on certain points led to the July back-reference. In its latest reply, TRAI addressed each of these observations and provided clarifications or revised positions where necessary. The regulator's response has now been made publicly available on its official website.

The industry body represents India's top telcos Reliance Jio, Bharti Airtel and Vodafone Idea. IBS infrastructure comprises small cells, distributed antenna systems (DAS), and optical fibre cable (OFC). 'In India, (IBS) deployments are largely concentrated in high-profile, large-scale public infrastructure, such as airports, premium residential complexes, and expansive commercial developments. BSNL launches 4G mobile services in Delhi

State-owned telecom service provider BSNL on Friday announced the soft launch of 4G network in the national capital. The 4G services will be available to users through a partner's network access arrangement, BSNL said in a statement. "The Delhi soft launch is delivered as a 4G-as-a-service through a partner's network access arrangement that provides last-mile radio coverage on compatible 4G devices, with BSNL SIMs. This approach complements BSNL's nationwide 4G build under its indigenous rollout programme," the company said. With this BSNL new customers will get instant 4G availability across Delhi on supported handsets. The customers can get SIM and eKYC done at BSNL and MTNL customer service centres and authorised retailers. "Starting today, new BSNL customers in Delhi can switch on dependable BSNL 4G for voice and high-speed data. We're using the 4G-as-a-service model to ensure citywide coverage immediately, while building parrallely our own indigenous network," BSNL CMD A Robert J Ravi said. The company rolled out 4G services with an investment of Rs 25,000 crore last year. It has installed 1 lakh mobile towers for 4G services. IT firm TCS and a C-DoT-led consortium had bagged the majority of the Rs 25,000-crore project for the supply of telecom gear to BSNL. The company will invest another Rs 47,000 crore in boosting its telecom network.
