JBPM Reaffirms Commitment To Global Chemical Threat Readiness
Its director-general Datuk Seri Nor Hisham Mohammad said the department remains focused on bolstering national capabilities while fostering international cooperation with several key organisations.
These include partnerships with the Royal Canadian Mounted Police, the Public Health Agency of Canada, the Federal Bureau of Investigation (FBI), the US Department of Defence, and the European Union Chemical, Biological, Radiological and Nuclear (CBRN) Centres of Excellence.
'Collectively, these collaborations have benefitted more than 10,000 participants from both local and international agencies,' he said in his speech at the closing ceremony of the Course on Integrated Advanced Training and Exercise on Emergency Response to Chemical Incidents for the Asian Region 2025.
Nor Hisham said JBPM also reiterates its unwavering commitment to the Chemical Weapons Convention, particularly under Article X on Assistance and Protection.
As the national lead agency for hazardous materials and CBRN-related incidents, he said the JBPM has trained hundreds of domestic respondents, including those from the Royal Malaysia Police, Science and Technology Research Institute for Defence, and South East Asia Regional Centre for Counter-Terrorism.
'Our work is significant as we enhance the mechanism and principle of a whole-of-government approach in mitigating and handling chemical incidents by strengthening compliance, preparedness and capacity.
'On a broader scale, our efforts also aim to facilitate and promote trade and investment in chemicals and chemical-based products,' he added.
Meanwhile, Miguel Albaladejo Pomares, senior programme officer of the Organisation for the Prohibition of Chemical Weapons (OPCW), expressed his deep appreciation to all JBPM staff for their tremendous efforts in preparing, organising, and conducting the course.

(Bernama pic) PETALING JAYA : Charges against the five teenage girls for allegedly verbally bullying Form 1 student Zara Qairina Mahathir may be amended if new evidence emerges, home minister Saifuddin Nasution Ismail said today. He said it was not unusual for charges to be amended during the course of proceedings. 'Of course, the charges can be amended. It's a normal part of the legal process. Sometimes the accused is initially charged under Section 302 of the Penal Code (for murder), which is later reduced to Section 304 (for culpable homicide not amounting to murder). 'That's how the process works,' he said when winding up the debate on the 13th Malaysia Plan in the Dewan Rakyat for his ministry. He was responding to a question from Afnan Hamimi Taib Azamudden (PN-Alor Setar) on whether the charges could be revised should new evidence surface during the inquest into Zara's death. Saifuddin said the inquest was intended to establish the cause of Zara's death and that it was not an exercise in finding fault. Earlier today, the five teenagers were charged in the children's court in Kota Kinabalu, Sabah, with verbally abusing Zara, who died last month. They were charged with uttering abusive words against the victim which could have caused her distress. They are accused of committing the offence at Block A-3-6 of SMK Agama Tun Datu Mustapha in Limauan, Papar, between 10pm and 11pm on July 15. Zara was found unconscious at 4am on July 16 after allegedly falling from the third floor of her school's hostel in Papar, Sabah. She died at Queen Elizabeth I Hospital in Kota Kinabalu the following day. Her body was exhumed on Aug 9 to allow for a post-mortem amid allegations of bullying. The Attorney-General's Chambers yesterday defended its decision to charge the five teenagers, clarifying that the charges under Section 507C(1) of the Penal Code related specifically to acts of bullying and were not connected to Zara's death. The AGC also dismissed a suggestion by lawyers representing Zara's family that further investigations or an inquest could later justify a more serious charge under Section 507D(2), saying this was 'speculative and not supported by accurate facts'. The lawyers had urged the AGC to postpone the charges against the five minors.

Police seize RM13.6 million meth, uncover drug storage house in raids
SHAH ALAM: Police have seized 425.25 kilogrammes of methamphetamine valued at RM13.6 million and arrested five men during a major anti-narcotics operation. Bukit Aman Narcotics Criminal Investigation Department director Commissioner Datuk Hussein Omar Khan confirmed the arrests of individuals aged between 33 and 64 years. The series of raids conducted on Monday targeted locations around Puchong and Kuala Lumpur. Hussein revealed that the operations also uncovered a terraced house being used as a drug storage facility. 'The first suspect was arrested at a parking area in Puchong town centre with 103.87 kg of methamphetamine found inside the car he was driving.' He added that authorities subsequently arrested another suspect along the Damansara-Puchong Expressway with 37.21 grammes of methamphetamine. 'The third raid at a restaurant in Bandar Puchong Jaya led to the arrest of the third and fourth suspects.' Police checks at a terraced house in the same area uncovered 321.02 kg of methamphetamine. The fifth suspect, identified as the syndicate coordinator or leader, was apprehended near the Sri Petaling LRT station. Initial investigations indicate the first and second suspects acted as drug transporters. The third and fourth suspects served as storekeepers for the narcotics operation. Their modus operandi involved using terraced houses as storage facilities before local distribution. Police suspect the drugs were also intended for distribution to Sabah and Sarawak. Authorities did not rule out possible smuggling operations into Kalimantan, Indonesia. 'Urine tests showed three of the suspects tested positive for ketamine.' Hussein confirmed that all suspects have prior criminal records involving crime and drugs. He identified them as remnants of a major syndicate previously dismantled in Bagan Datuk, Perak last March. All suspects have been remanded for seven days starting from yesterday until August 25. The case is being investigated under Section 39B of the Dangerous Drugs Act 1952. Police also seized items worth RM133,350 during the operations. The seized items include two cars, two watches, various jewellery, and RM3,950 in cash. - Bernama

Home Minister Datuk Seri Saifuddin Nasution Ismail said close cooperation was also carried out with enforcement agencies, including the MACC, to ensure a thorough investigation. 'Cooperation was made with related agencies, including the Immigration Department, for example, the vehicle said to be used (to kidnap Pamela) was found in the northern border of Bukit Kayu Hitam-Thailand. 'This is only believed, not confirmed,' he said while wrapping up the 13th Malaysia Plan motion for his ministry in the Dewan Rakyat today. He also said the police investigate every report of kidnapping or missing persons according to the standard operating procedures (SOP) set and based on the rule of law. Saifuddin Nasution said according to police data and records, in every 10 missing person cases, nine were successfully found, including those alive and those who had died. 'Specifically, this missing person incident, in terms of data, does not give an alarming picture of the level (of public safety), but we cannot take a denial syndrome attitude because if it involves lives, it is important from the police perspective, and we use all our strength to overcome it,' he said. Commenting on the issue of national border security, he said the authorities detected 71 illegal routes for smuggling activities along the Sarawak, Malaysia border with Kalimantan, Indonesia, including hot spots in Ba'kelalan, Lubuk Antu, and Tebedu. The government, he said, had approved an allocation of RM28 million to the Ministry of Home Affairs to develop seven additional security control posts, including Pos Raso 1 in Lundu, Pos Sapit in Padawan, and Pos Tepoi in Serian. 'The government also approved an additional allocation of RM64.318 million under the special Sarawak border development allocation, which will be utilised by the General Operations Force (PGA) Brigade Sarawak for the implementation of 22 projects involving 14 non-physical projects and eight physical projects,' he said.
