Ola rolls out no-commission model for cabs to weather intensifying competition

Ride-hailing platform Ola has rolled out a zero commission model for its cab drivers, according to persons familiar with the matter. This marks a shift towards a subscription-based structure in response to growing competition.
The move follows newer players like Rapido and Namma Yatri, which introduced Software-as-a-Service (SaaS)-style models that allow drivers to retain 100% of their earnings in exchange for a fixed daily or monthly platform fee.
Uber and Ola initially adopted this model for auto-rickshaws—Uber rolled it out earlier this year, while Ola did so in April 2024. Ola's decision to extend the model to its cab segment appears aimed at retaining drivers and staying competitive, particularly as Rapido expands its services beyond mobility, venturing into food delivery.
'This is a significant win for drivers, who generally prefer a fixed subscription model that lets them retain 100% of their fares, rather than dealing with unpredictable commissions. It could also help reduce ride cancellations and driver churn. However, the impact on consumers remains to be seen,' said Nikhil Dhaka, vice president at Primus Partners.
According to a post on Ola's official Facebook page, the company is now offering a 30-day pass priced at ₹67 per day. This pass allows drivers full access to the platform with no commission cut on rides.
Ola did not immediately respond to Mint's queries regarding the rollout and future plans for the new model.
Ola's shift to a subscription-based model could affect its GST obligations, particularly the 5% tax levied on aggregator-facilitated rides. While SaaS platforms like Namma Yatri have been exempted from GST by the Karnataka AAR, others like Rapido remain liable, having been classified as e-commerce operators.
'It remains to be seen how this shift will impact Goods and Services Tax (GST) taxation, especially as newer platforms with linkages to workers' associations enjoy exemptions, while other incumbents remain liable to pay GST under current laws. As more platforms pivot to SaaS models, this regulatory disparity could become more pronounced,' said Soujanya Sridharan, a researcher at the Aapti Institute.
Last year, Uber challenged this inconsistency before the Karnataka Authority for Advance Rulings and the GST Council, arguing that it creates unfair competition and ambiguity in the interpretation of tax laws.

Pending refunds, investigations, adjudications, litigation along with the number of frauds and recoveries — these are some of the specific queries being asked from field offices by the headquarters of direct and indirect tax authorities under the Ministry of Finance ahead of a brainstorming conclave next week. Finance Minister Nirmala Sitharaman will hold detailed interactions with the indirect tax and direct tax authorities on June 20 and June 23, respectively, to discuss a broad range of issues including refund processing and their rejection trends, pending investigations, systems, and non-processing of returns. The Central Board of Indirect Taxes and Customs (CBIC) is going to hold a two-day conclave on June 19-20, while the Central Board of Direct Taxes (CBDT) will host a similar session with its field officers on June 23. The Finance Minister is expected to lay special emphasis on timely refund processing, especially in export and SEZ-linked categories, officials said. 'Delays beyond 60 days will be scrutinised, and zones may be asked pendency and rejection trends with detailed analytics,' an official said. The Minister will also review the dwell time of cargo clearance across ports and airports. 'High pendency in DGGI (Directorate General of GST Intelligence) investigations, especially those pending over 180 days, is likely to draw critical attention,' the official said. On the direct tax front, delays in issuing refunds, systems accountability and litigation management along with age-wise pendency of appeals will be reviewed by the Minister to push for faster disposal of legacy cases to reduce litigation burden, the official said. In a series of missives sent to the field officers this week, the CBIC and CBDT have sought detailed information regarding the pendency claims, pending refunds, frauds, investigations and the cases stuck in litigation. Officials said data is being collated ahead of the meeting to have a threadbare discussion on all the issues affecting taxpayers in the conclave. In a letter sent on Friday, seen by The Indian Express, the Goods and Services Tax (GST) field officers have been asked to provide details about cases where a large number of fake firms are being managed or operated by one mastermind. 'The registration data of these groups of fake firms may be examined on priority in detail (in one or two big cases) as to how the mastermind was able to obtain GST registration without being caught during the registration process. This will enable us to plug loopholes in the registration system and achieving the objective of making the registration process more robust, more simple, quick and automated while preventing fake dealers from getting registration,' the letter stated. In another letter issued on June 12, the GST field offices have been asked to provide details about the number of investigations completed, average time taken for completing the investigation for the last two financial years 2023-24 and 2024-25 and the ongoing financial year of 2025-26. The officers have also been asked to provide information about the total number of pending investigations for more than two years, the reasons for pendency of such cases. They have then been asked to give details about the number of investigations pending because of the pendency reasons along with specific queries about the timeframe of the pending investigations. For instance, the officers have been asked to give the breakup of pending investigations for 1 year to 2 years. Details have also been sought about recoveries made during investigation and after adjudication along with pending adjudication details, with the field offices being asked to give data for pending adjudication for more than one year as on May 31, 2025.

Siddaramaiah highlighted the stark imbalance in fiscal returns despite Karnataka's significant contribution to the national economy. In an additional memorandum submitted to the commission, Karnataka articulated its vision for reforms aimed at creating a predictable and fair devolution system. 'Karnataka's fiscal strength fuels national growth. It is time to ensure that growth is not penalised but rewarded. We urge the commission to adopt a balanced, forward-looking approach to devolution," the chief minister stated to the media after the meeting. Siddaramaiah underscored the state's share, with Karnataka contributing nearly 8.7% of India's GDP with just 5% of the population and ranking second in GST collections. Despite this, Karnataka receives a mere 15 paise for every rupee contributed to union taxes, a figure drastically impacted by the reduction in its share from 4.713% to 3.647% under the 15th Finance Commission, leading to a cumulative loss of over Rs 80,000 crore. What Karnataka wants Karnataka has sought increased vertical devolution. It has asked to increase the states' share of taxes to at least 50% and cap cesses and surcharges at 5%, along with including union non-tax revenues in the divisible pool. It is also urging a more balanced horizontal devolution. The CM proposed that states retain 60% of their contributions, with 40% directed to less-developed states to balance growth and equity. He suggested a reduction in the weight of the income-distance criterion and greater emphasis on a state's economic contribution to avoid penalising high-performing states. Siddaramaiah advocated for critical reforms to Revenue Deficit Grants and State-Specific Grants, noting that Karnataka's per capita devolution significantly dropped between the 14th and 15th Finance Commissions.
