
East Midlands probation services rated inadequate by inspectors
Dave Argument, HMIP's head of the Probation Inspection Programme told the BBC: "Principally the quality of work to protect the public from harm just wasn't good enough."He said inspectors had found poor quality risk assessments and management plans for offenders across the region."We were particularly concerned about the safeguarding of children and in terms of domestic abuse - so the risk that men on probation pose to women," Mr Argument said.
'Performing heroics'
On average each probation officer (PO) had 34 cases assigned to them and each probation service officer (PSO) had 41 cases, the reports said."It's very important for probation leaders and for government to recognize that the probation service is also under immense strain," Mr Argument said.Mr Argument said probation staff were found to be wanting to do a good job but were "working with caseloads that are far too great and with simply too much to do".He said many staff were "performing heroics" in a system under strain.
Within its overall rating of inadequate, the HMIP report concluded regional leadership and staffing in the probation service requires improvement.It judged the service's work on public protection and prevention of re-offending was inadequate.The report also found the regional service's court work was inadequate with improvements needed to improve the advice to magistrates and judges passing sentences.The handling of unpaid work cases were also inadequate, inspectors said, though placements were "generally of good quality, with opportunities to pay back to local communities".The report said regional probation leaders had established good relationships with local prisons but high prison populations were among factors limiting the opportunities for probation staff to have contact with inmates before their release.
Recommendations
Inspectors rated the work the regional probation service did to support victims of crime as good - particularly those who had suffered from violence or serious sexual offences.Inspectors said they identified clear strengths on workforce planning which was having an impact on staffing levels, which were beginning to improve and stabilise. In general, staff reported a positive and inclusive work culture, and wellbeing support, such as trauma risk management, was in place, the report said.
The report made 11 recommendations to the regional service and HM Prison and Probation Service (HMPPS).These include improving the quality of court reports to inform sentencing and to work with sentencers to ensure that advice from probation court staff is obtained pre-sentence.HMPPS has been urged to ensure sufficient resources are allocated to the region to enable effective and timely serious further offence reviews.A Ministry of Justice spokesperson said: "The government inherited a criminal justice system in crisis, placing significant strain on the Probation Service. "Thanks to the action of our hard working staff, immediate action has already been taken across the region to bolster safeguarding checks to protect the public."We are also boosting probation funding by 45%, investing up to £700m more by 2028, and we are planning to recruit another 1,300 probation officers by March next year. "This will ensure offenders receive robust supervision and improve the work officers to make our streets safer."

Police 'sat on information' that could have stopped dog walker, 80, from being beaten to death by racist teenage thugs, daughter says
The daughter of Bhim Kohli, who was beaten to death by two racist teenage thugs whilst walking his dog, said the police 'sat on information' that could have prevented the attack. Mr Kohli, 80, was walking his dog Rocky in Franklin Park in Braunstone Town, Leicestershire, just yards from his home when he was attacked on September 1 last year and died the following day from his injuries. The boy, then aged 14, wore a balaclava as he beat the retired factory owner with a slider shoe while he cowered on his knees. The girl, then aged 13, used her phone to film the 'pure violence' inflicted on Mr Kohli by her friend and could be heard laughing in footage. In May, a judge refused to allow the teenage killers to be identified and granted them anonymity. Two weeks before he was attacked, Mr Kohli had witnesses another Asian man being racially abused and assaulted by two other boys, aged 12 and 13, on August 17, 2024, in the same park. Now a report, which was given to his daughter Susan Kohli, shows police knew the identities of the boys, but did not arrest them until after her father's death. Ms Kohli believes her father 'would still be here' had police acted sooner over the previous attack. She has questioned the time delay between identifying the boys and arresting them three days after her father was beaten to death. Ms Kohli has asked the police watchdog, the IOPC, to review the investigation again. She said: 'You [the police] sat on it for over two weeks and didn't do anything - it could have sent a message around to the estate. 'When you have either police presence or you take action or have firm words with children that are from the estate, from the same school, word gets around. 'Word would have got around to say, 'you know what? We might need to be cautious about being around this area'.' Leicestershire Police said it had identified 'organisational learning' for logging anti-social behaviour. The boy and girl, now aged 15 and 13, were both convicted of manslaughter. A seven year jail sentence was handed to the boy, while the girl was given a youth rehabilitation order of three years and made subject to a six-month curfew.

Mark Gibbon questioned over ‘affair' with daughter-in-law
Police in Florida considered a domestic abuse charge against the British man accused of trying to drown his daughter-in-law, while questions have been raised about the pair's relationship status. Mark Gibbon, 62, was charged with attempted murder after allegedly forcing Jasmine Wyld, 33, underwater at their holiday villa in the US state. They were staying at the Solterra Resort in Davenport, near Walt Disney World, on Sunday where it is alleged that Gibbon got into an argument with Wyld over the 'stipulations of his will'. It is claimed that during the disagreement on Sunday, Mark repeatedly tried to push Wyld underwater in the swimming pool Neighbours in Beaconsfield, Buckinghamshire, said that Gibbon and Wyld were on holiday with her two children and no other family members. Polk County sheriff's office said a detective asked Gibbon and Wyld 'about their relationship to determine if the incident would be classified as domestic violence'. On Thursday The Times revealed that Gibbon's son, Alex Gibbon, the father of Wyld's children, had been jailed for hitting his father with an £80,000 Porsche Cayenne in May 2023. Alex Gibbon pleaded guilty in February last year to causing serious injury by dangerous driving as well as 'harassment without violence' towards Wyld. Wyld with her husband, Alex Gibbon, the son of Mark He was sentenced at Aylesbury crown court to a total of 25 months' imprisonment, 36 months' disqualification from driving, a five-year restraining order and a surcharge. The court was told he had been subject to a community order at the time of the offences. Mark Gibbon is under arrest in Florida POLK COUNTY SHERIFF'S OFFICE/PA It is claimed that during the disagreement on Sunday, Gibbon repeatedly tried to push Wyld underwater. This allegedly prompted his nine-year-old granddaughter to jump into the pool and try to save her mother. Police officers at Polk County sheriff's office said witnesses claimed that Gibbon then pushed his granddaughter away. The police said: 'She [Wyld] advised that she could not breathe and believed that she was going to drown. [She] advised that she had to fight Mark in order to get away from him and from under the water but he kept pushing her back under.' Gibbon allegedly only stopped when two onlookers told him they had called the sheriff's office. He was taken into custody at about 5.20pm on Sunday. It is said that he admitted pushing Wyld underwater but denied trying to drown her. Grady Judd, the Polk County sheriff, said: 'It's great that Polk County draws visitors from all across the world but we expect vacationers to behave while they visit with us, just as we expect our lifelong residents to do the same. Because Mr Gibbon couldn't control his anger, he may find himself spending a lot more time in Florida than he had anticipated.'

Rapist who killed visiting nurse, spurred safety changes, sentenced to 50 years in prison
A convicted rapist who killed a Connecticut visiting nurse at a halfway house pleaded guilty to murder and was sentenced Friday to 50 years in prison in a case that reignited calls for better protections for home health care workers across the country. Michael Reese, 40, admitted that he killed Joyce Grayson on Oct. 28, 2023, at the home in Willimantic where he was living under electronic monitoring while on probation for stabbing and sexually assaulting another woman in 2006. The prison sentence, which mandates no early release or parole, was part of a plea deal. Grayson, a 63-year-old mother of six and a nurse for 36 years, had gone to the house to administer medication to Reese. Reese, who wore a tan prison suit and a black face mask, did not speak during the hearing at Danielson Superior Court. His lawyers spoke on his behalf, saying he apologizes to Grayson's family and is ashamed of what he did. Grayson's relatives gave victim impact statements in court, saying the loss of such a beloved family member was devastating and her community lost a person dedicated to helping others. A lawyer for Grayson's family, Kelly Reardon, said in a statement that no matter how long Reese's prison sentence is, they wouldn't be able to truly heal. 'And they hope that Joyce's death will continue for years to come to inspire others, including the State of Connecticut, to pass legislation and make significant changes in the way violent offenders are monitored when they are released into our communities and home health nurses are protected from dangerous patients," Reardon said. Police responded to the halfway house when Grayson's daughter reported that her mother had missed several appointments later that morning and she could not reach her. She said a phone location app showed her mother was at Reese's address, according to an arrest warrant. Officers arrested Reese as he exited the rear of the house. Inside, they found Grayson dead in the basement and naked from the waste down except for her socks. The medical examiner's office said she died of compression of the neck and had blunt force injuries. Authorities said there was no DNA evidence of her being sexually assaulted. In phone calls Reese made in prison that were recorded, he appeared to refer to the murder when he said 'it was a robbery gone wrong' and blamed his drug use, according to the arrest warrant. Reese was charged with murder, felony murder and attempted first-degree sexual assault in April 2024. He had been detained since the day of the killing on drug paraphernalia and larceny charges, with police saying he had a crack cocaine pipe and some of Grayson's belongings on him when he was arrested. Her death spurred Connecticut legislators last year to approve a new law aimed at improving safety for home health care workers, including providing grants to employers to fund emergency alert buttons, buddy escort systems, tracking devices and safety training. It also drew comments and social media posts from industry and worker groups across the country, expressing shock and sadness and calling for greater protections for health care workers from increasing violence. In a national survey of nearly 1,000 nurses released last year by the National Nurses United, the largest union of registered nurses in the U.S., more than 80% responded that they had experienced at least one type of workplace violence in 2023. Nearly half of them reported an increase in workplace violence over the previous year. Grayson's husband, Ronald Grayson, filed a wrongful death lawsuit against her employer, Elara Caring, its affiliated companies and others. The lawsuit alleges Elara Caring repeatedly ignored workers' safety concerns about treating dangerous patients, which the company denies. The suit is pending. In May of last year, the Occupational Safety and Health Administration issued a proposed $161,000 fine against Elara Caring, saying the company 'exposed home healthcare employees to workplace violence from patients who exhibited aggressive behavior and were known to pose a risk to others." Dallas, Texas-based Elara Caring, which provides home care for more than 60,000 patients in 18 states, said it disputed OSHA's findings and planned to contest them. What happened with the fine was not immediately clear Friday. An OSHA spokesperson said she was looking into it. A spokesperson for Elara Caring did not immediately return an email. Grayson's family is also seeking permission to sue the state Judicial Branch, which oversees probation, and the Department of Correction for $25 million in connection with their oversight of Reese. State officials have declined to comment.
