Inside Italy: Will boycotts of US goods catch on and is Italy finally going cashless?

In many parts of Europe, electronic payments are either very commonplace or even a requirement in some shops.
This is hard to imagine here in Italy, where paying in cash is sometimes still the only available option and it's frequent for people to always carry some contante on them – just in case.
Of course, if you live in a major city, you're far less likely to come across cash-only shops. But if you live in a small town or village in a rural part of the country, some businesses may well refuse card payments, at least for small amounts.
In some cases, you may also find electronic payment machines to have technical malfunctions with alarming regularity.
Italy's aversion to electronic transactions has long been backed by data.
In the latest Cash Intensity Index, which measures the level of 'cash dependency' in 144 countries by calculating the ratio between cash in circulation and GDP, Italy was still among the 30 worst-performing nations in the world, coming in 28th – right between São Tomé and Príncipe and the Maldives.
Italy has also consistently ranked among the least advanced EU member states when it comes to the volume of cashless transactions and existing digital payment infrastructure.
It ranked 21st out of 27 EU nations in the latest Cashless Society Index, trailing behind all Western and Northern European countries.
But while Italy may still be years away from fully going cashless, there are signs that the transition to electronic payments may be becoming less sluggish.
For the first time since records started, electronic payments surpassed cash payments in terms of total transaction value in 2024, according to data from the Innovative Payments Observatory at Milan's Polytechnic University.
In particular, electronic payments reached €481 billion in value in 2024, marking an 8.5-percent increase from the previous year.
Data from the Innovative Payments Observatory also showed that 43 percent of consumer spending was carried out via electronic payment methods in 2024, with cash usage dropping to 41 percent.
The remaining 16 percent was covered by bank transfers, direct debits and checks.
The development was described as 'historic' by multiple Italian media reports, and even the director of Milan's Innovative Payments Observatory, Ivano Asaro, called it a 'milestone' which showed 'significant changes in merchants' approach' to electronic payments.
So is Italy at a decisive turning point in its (troubled) history with cashless payments? Are we collectively moving away from banconote and embracing payments by card, phone or smart watch?
It may be too early to tell.
Signs of a marked shift towards electronic payments during the Covid pandemic were not ultimately followed by the 'cashless revolution' many had hoped for.
But if we are indeed headed in that direction this time, the change would be well worth celebrating with a loud evviva!
Will Italian consumers join growing boycotts of US goods?
Consumers in a number of European countries have begun boycotting American imports in recent weeks following a major shift in the United States' foreign policy over the Russia-Ukraine conflict and rapidly shifting Washington-Brussels relations amid an escalating trade war.
The Local Sweden reported earlier this month that a Facebook group promoting the boycott of US goods had gained around 40,000 members within a few days, with members of the group sharing tips on alternatives to popular US products.
But similar groups have popped up in other countries including Denmark, Norway, Belgium, Finland, and Germany. In Italy, however, no movement promoting the boycott of US goods has gained any significant momentum so far.
Earlier this month, Italian media reported on the birth of a 'Boycott USA' Facebook group, which focuses on the 'exchange of useful information to identify US-branded products and replace them with alternatives from European companies and/or friendly non-European nations'.
But the group currently has just over 1,700 members – a far smaller following compared to boycott movements in Scandinavian countries, where tens of thousands of consumers are avoiding US imports.
As Italy has no major boycott to speak of at present, is any boicottaggio likely to take root in the coming weeks or months?
This is a very improbable scenario at present.
Italy's ruling coalition (Brothers of Italy, League and Forza Italia) – which currently enjoys the support of around 45 percent of voters – has strong ties with US President Donald Trump's administration and has emphasised the importance of dialoguing with the US despite growing geopolitical tensions.
PM Giorgia Meloni, who is believed to have a close relationship with Trump, has recently praised the US president as a 'strong' leader, expressing faith in his ceasefire efforts in Ukraine.
On the tariffs front, Meloni's right arm and Foreign Minister Antonio Tajani said last week that 'investing more' and 'buying more from the US' were necessary steps to avoid a trade war with Washington.
Besides the Italian government's political and ideological proximity to the US administration, it should also be noted that large-scale boycotts are rare in Italy.
And even when they do occur, they tend to have a limited impact and relatively short duration.
As a final point, the US has had a deep impact on consumers in Italy over the decades, shaping habits and preferences in sectors including fashion, entertainment and technology.
From clothing giants like Nike and Converse to the dominance of Apple and Microsoft in the tech market, many US brands have long been embedded in everyday life in Italy.
For many Italians, giving up American products would mean giving up products that they have long enjoyed or benefitted from. All in all then, consumers in Italy are unlikely to turn against US goods.

Airline passengers in the EU enjoy the world's most generous system of compensation if their flight is delayed or cancelled. However these rights seem set to decrease after the European Council agreed to an overhaul of compensation rules, following intense lobbying from the airline industry. The agreement to extend delay times and cut compensation levels was made at a European Council summit, despite opposition from Germany and Spain. Controversially, the Council bypassed discussions with the European Parliament and made its decision legally binding using a process that has not been deployed in more than a decade. However the European Parliament can still make changes to the new rules - it has four months to respond with a proposal that must be backed by a majority of 361 MEPs. So what changes? The ruling doesn't scrap all the customer protections, but it changes the rules on compensation payments - changing both the payment amounts and the delay time after which compensation rules kick in. Under current EU Air Passenger Rights Regulation rules, passengers can claim between €250 and €600 in compensation if a flight is delayed by at least three hours, if the delay is the fault of the airline. Under the agreed changes, compensation will only be due after a four-hour delay for flights of less than 3,500 kilometres. For longer flights, airlines would be obliged to pay compensation if flights land at least six hours late, compared to the current three-hour standard. Under the new rules, €300 compensation will apply for delays of more than four hours – while €500 will be payable for delays of more than six hours involving flights of more than 3,500km. In exchange for the higher delay thresholds, airlines will have to streamline the complex and obfuscatory compensation process - in which many airlines make it very complicated to claim financial compensation but very easy to claim airline vouchers. There is also a strengthening of the rights for passengers with a disability. And what doesn't change? Other compensation rules remain unchanged, especially around the 'extraordinary circumstances' definition which covers whether airlines have to provide any compensation at all. Compensation for delays or cancellations is not paid if the problem is due to 'extraordinary circumstances' – the exact definition of this in the legislation is vague but it generally applies to situations like extreme weather, political instability, security risks or problems with air traffic control. Strikes are usually not considered to be extraordinary circumstances, neither are routine mechanical problems or staff shortages. The rules cover airlines that are registered in the EU – such as the Ireland-based Ryanair – or flights taking off from an EU or Schengen zone country. Since Brexit the rules no longer apply to the UK, but the British government has mostly "copied and pasted" it into UK legislation. Also unchanged are rules on flight cancellations and airlines responsibility to provide food, accommodation and alternative travel for passengers whose flights are delayed or cancelled. In truth this is not well policed - passengers are often simply told to make their own arrangements for accommodation and alternative travel and submit compensation claims to the airline later. Airlines do, however, routinely provide refreshments, usually in the form of food vouchers to passengers whose flights are delayed. Why the change? In a word - lobbying. Airlines had argued that the compensation payments were too high, especially for budget airlines where the compensation may be higher than the cost of the ticket. Airlines also said that they were unable to provide a replacement aircraft and crew within three hours in many European locations, and that this can lead to additional flights being cancelled because high compensation payments have already been incurred. When does this happen? The change is not immediate, first the European Parliament has four months to stage any objections and if no objection is received, then an introduction date will be set.

What Brits need to move to Italy in 2025 If you're planning to relocate to Italy as a British citizen, there's a number of practical things to consider. Since Brexit came into force, UK nationals have been subject to the same restrictions on immigration as other non-EU citizens – so those hoping to make the leap will need to start by looking into their visa options. But getting your visa is just the first step: once you've arrived in Italy, you'll need to apply for a residency permit, register with the national health service, convert your driving licence, and open an Italian bank account. For US nationals moving to Italy, all the above considerations apply, along with some additional hurdles. Unlike the UK, the US does not have a reciprocal driving licence agreement with Italy, meaning US residents will need to resit their driving test (in Italian) to continue driving after the first 12 months of residency. And as the US taxes its citizens based on citizenship rather than residency, US nationals living in Italy will need to file yearly tax returns in both countries. That said, there is a reciprocal treaty in place between Italy and the US aimed at mitigating double taxation. The treaty sets out guidelines which can be used to help determine how different types of income should be taxed, and by which country, as well as providing a framework that allows for the use of various tax exemptions and credits. How does Italy's 'impatriate' tax scheme work in 2025? Since 2015, Italy has had a special tax scheme for new residents designed to lure back workers who moved abroad or attract new talent. Unfortunately for people interested in taking advantage of the scheme, in 2024 the eligibility restrictions were significantly tightened and the incentives watered down. Currently, only 'highly qualified' individuals who have lived outside the country for at least three years can benefit from the regime. If you do meet the criteria, though, you could receive a 50- to 60-percent discount on employment-based earnings for the first five years after becoming resident in Italy – so if you're considering a move, it's well worth looking into. Nearly 100,000 young graduates left Italy over past decade, report finds

Some 97,000 young graduates have moved away from Italy in the past decade, the head of the country's national statistics agency, Istat, said on Wednesday. A record number of degree holders aged between 25 and 34 - 21,000 - left the country in 2023, Istat President Francesco Maria Chelli told MPs during a presentation on key findings from the agency's latest annual report. That's almost double the number (12,000) of young graduates who emigrated in 2022. Around 31.6 percent of Italians aged 25 to 34 held a degree in 2024, Chelli said. This put Italy well behind France and Spain, where the figure stood at more than 50 percent, according to Eurostat. Within Europe, only Romania and Hungary ranked behind Italy. In a 2024 study, research group Fondazione Nord Est found that losing highly qualified workers to emigration cost Italy an estimated €134 billion between 2011 and 2023 - over €10 billion a year. Italy's brain drain is generally attributed by experts to a chronic shortage of job opportunities, especially in the south of the country, as well as non-competitive wages. Though it has decreased significantly over the past few years, Italy's youth unemployment rate among people aged 15 to 24 remains among the highest in the EU. It stood at 18.7 percent in January of this year – the eighth-highest in the bloc and well above the EU average of 14.6. In an effort to lure back talent, Italy has in recent years introduced tax incentives for highly qualified Italian workers living abroad who choose to return home. But such measures are often seen as insufficient to overcome Italy's lack of graduate-level employment opportunities and the low pay that often comes even with high-level positions. According to a 2023 Istat report, Italian workers earn approximately €3,700 less per year than the average EU worker and over €8,000 less than the average German worker.
