Maharashtra human rights panel addresses health risks from increasing pigeon population in Mumbai, seeks report from Health Secretary, BMC

MUMBAI: The Maharashtra State Human Rights Commission took up suo motu (on its own) the health menace caused by the steep rise in Mumbai's pigeon population and their open feeding spaces.
On Tuesday, Justice A M Badar, the HR Commissioner, issued a notice to and called for reports from the state principal secretary, Health Dept, and Mumbai civic chief. The rampant feeding was a menace for Mumbaikars and constituted a breach of the right to life, said the MSHRC in an order.
The report has to be filed in eight weeks, the Human Rights Commissioner, Justice Badar, said. He posted the matter before the court on September 16 at 11 am for further deliberations and orders.

The commission noted the 'skyrocketing numbers of pigeons in Mumbai and the allocation of large spaces for feeding them.' 'It is a matter of common knowledge that pigeon droppings and feather dust cause about 60 types of diseases and constitute health hazards to humans it causes Salmonella, psittacosis, and hypersensitivity pneumonitis.'
The commission said pigeon droppings and dust also cause various lung diseases and infections leading to flu and respiratory distress, fibrosis of the lungs, etc.,

and noted that the feeding activities go on unabated in Mumbai and surrounding areas.
The state recently directed the BMC to curb the menace of pigeons by doing away with the feeding spots—kabutar khanas—and to prevent residents from feeding the birds. The commission, finding no improvement in the situation, issued a notice to the state and BMC.
The state ordered BMC to shut down 'kabootar khanas' (feeding points for pigeons) in Mumbai, citing health hazards arising from their droppings, a week ago. There are over 50 such kabootar khanas in the city, the Legislative Council was informed.

Mohali: With the district's sole government de-addiction centre in Sector 66 filled to capacity, Mohali administration has started searching for an additional facility to house drug addicts being brought in as part of the ongoing anti-drug drive in the state. Officials from the district administration recently inspected the civil hospital in Phase 6, where a ward on the fourth floor is being considered for conversion into a temporary de-addiction centre. Authorities said that if implemented, the ward would require heavy security arrangements — similar to a jail — to prevent inmates from escaping. The demand for additional accommodation grew over the past week after the 100-bed de-addiction centre in Sector 66 reported that it could no longer take in more patients. Earlier this year, its capacity was increased from 70 to 100 beds as part of the state government's intensified "War against drugs" campaign. Under this drive, police are arresting drug smugglers and detaining drug users, who are sent to de-addiction centres for treatment instead of prison. Following the incident, permanent police deployment was sanctioned at the centre. Iron grills were fixed on windows and the number of security guards was increased, effectively turning the ward into a high-security barrack. Officials now fear that the proposed facility at the civil hospital may also require similar iron grills and continuous police presence if it has to house addicts brought in forcibly by the police. With the Sector 66 centre overflowing and inflow of patients rising steadily under the anti-drug campaign, officials say expansion of capacity is urgent. A final decision on shifting a ward in the civil hospital is expected soon after the submission of a security feasibility report. 1 2 Jamshedpur/Ranchi: With the number of dengue cases touching 34 in the Jamshedpur urban circle, the East Singhbhum health department officials said they were focusing on door-to-door campaigns to detect dengue larvae and generate awareness among the residents to curb the spread of the vector-borne disease. In Ranchi, too, the health department intensified surveillance to monitor mosquito breeding and prevent the outbreak of dengue. Between June and August 14, a total of 5,639 houses were inspected, out of which 876 were found to be breeding mosquitoes. Similarly, 39,058 containers were checked, and 1,154 were reported positive for larvae. No dengue cases were reported at the sadar hospital. On August 16, a special surveillance was carried out at Nijam Nagar and Hindpiri, where 20,025 houses were inspected. Out of these, five houses were found to have breeding grounds for mosquitoes. Additionally, 115 containers were examined, with 405 showing larval presence. State programme officer of vector-borne diseases, Dr Birendra Kumar Singh, said, "Inspections are critical in breaking the mosquito breeding cycle. School and college students will be involved in awareness drive." The strength of teams of the multi-purpose workers (MPW) will be increased for the door-to-door detection of dengue larvae. Dengue larvae were detected in over 13,000 houses in August. "We will review the progress of the survey work and, accordingly, increase the number of MPW teams," Pall said. Dengue cases this year have been reported mostly from the suburban Chota Govindpur, while the core urban circle has reported comparatively fewer cases. The dengue data as of August 15 suggested that 860 samples were tested, out of which 36 cases were positive, including two cases from outside the district. Five dengue patients are undergoing treatment at a hospital. Chota Govindpur has reported 18 cases, while Telco and Mango are registering four and three cases. Additionally, single cases have been reported from seven different areas of the town. The civil surgeon said that all hospitals have been instructed to ensure that blood samples of suspected dengue cases are referred to the Integrated Disease Surveillance Programme centre at the earliest. "The sooner the laboratory test of the sample is done, and if the report is confirmed positive, swift follow-up can be taken up both at the medication level and in the field," Pall added. Under its action programme, the 100-meter radius surrounding the house of the infected person will be swiftly covered, and house surveys and anti-larval activities will be taken up urgently. Tata Steel Utility and Infrastructure Services Ltd (TSUISL), along with Tata Motors, Mango Notified Area Committee (MNAC), Jamshedpur Notified Area Committee (JNAC) and Jugsalai Municipal Council (JMC), are carrying out garbage cleaning work and following it up with anti-larval activity daily in their respective command limits.
