
Out of options, some Altadena residents return to smoky homes that lack utilities
Rosa Ramirez is one of many Altadena residents who seemed fortunate, at first. Her apartment complex was spared from the destruction of the Eaton fire.
The blaze claimed nearly half of all properties in the city. That includes nearly 4,900 single-family homes, 1,800 duplexes and bungalows and more than 200 apartment units, according to the L.A. County assessor.
Ramirez and her family had been staying in hotels since being evacuated during the Jan. 7 blaze. Yet their return home last week wasn't triumphant — it had more to do with running out of resources.
My colleagues Ruben Vives and Andrea Castillo documented the situation of Ramirez and other fire survivors who moved back into inhospitable and, in some cases, damaged homes that lacked basic utilities.
Why are so many returning?
Ramirez's apartment complex was deemed 'uninhabitable' by an insurer, but she felt as though she had no choice but to return.
Last month, Homewell Insurance Service wrote to FEMA, saying that tenants couldn't return for at least 60 to 90 days.
Still, about 60 people are living at the 47-unit complex, said Pablo Alvarado, executive director of the National Day Laborer Organizing Network, which recently began to assist the tenants.
Alvarez told The Times that these families don't have the credit history or proof of income necessary to rent elsewhere. Others were initially sent to FEMA-approved hotels that were too far away from their jobs.
Residents say their rent ranges from $1,700 to $2,400 a month. Ramirez says she's out of money to stay at hotels and has struggled to find similarly priced apartments.
What are conditions like at the complex?
Several families have been living in the complex for weeks, if not months. They say they have no gas to cook with or to warm up bath water. Others say parts of one building have been without electricity, while power outages are common throughout.
Some people say they need smoke remediation, while at a least a few say they're living with holes in their ceilings left by firefighters.
Many families are also afraid of the environmental and health risks of living in a complex surrounded by destroyed homes, burned-out carports and damaged vehicles that could spread asbestos and lead.
Tenants also say that their two-story beige-and-brown stucco complex is surrounded by piles of debris and are asking for L.A. County officials to remove it.
Ramirez's ceiling is smoke-stained, and she spends portions of her day separating clothing, bedding and other items into those that are salvageable and those that must be tossed out.
Residents have claimed that when they asked the apartment's managers, Regency Management Inc., to make repairs, they faced retaliation, including power shutoffs.
Regency pushes back against allegations
Regency's legal consultant, Jesus Carillo, said building management has reached out to various agencies to restore services. He also disputes any form of retaliation.
'We expedited all deposits and monies paid for the month if residents elected to move out,' Carrillo told The Times. 'Although some residents are occupying the units, we have not charged rent and did not make a demand for such.'
He said the management group was working to restore power lost due to a damaged electric line. He added that management was waiting for clearance from county officials before restoring gas service.
What's next?
Property management posted a note on some doors that said cleaning efforts would begin March 7, exactly two months after the Eaton fire ignited.
Carrillo told The Times that at least 42 units have been cleaned as of Wednesday, with three more scheduled to be completed in the coming days. The units were also slated to be cleared by a licensed environmental firm.
Carrillo said the management company filed a permit with the county to remove carpet debris. He said he's hoping the EPA will also approve the removal of an electric vehicle from the property that poses a hazard due to its battery.

We dug through Reddit threads and compiled a list from fast food employees about their biggest drive-thru pet peeves. "I get you want to order for yourself, but unless you're screaming, we CANNOT hear you. It won't kill your dad or boyfriend to say your order," a Reddit user wrote. 4. Placing A Massive Order If you're placing a large order, head inside instead of holding up the line. "Customers who order +$20 worth of anything in the drive-thru are a big one for me," a Reddit user posted on the thread. "If your order is going to cost that much, please park." 5. Getting Distracted By Your Phone Scrolling through Instagram will only get you distracted and slow down the line. Be aware when it's your turn to move forward, rather than stalling everyone else. "SITTING ON YOUR PHONE IN THE DRIVE THRU WITHOUT PAYING ATTENTION!!!," one frustrated Reddit user posted. 6. Ordering More Food At The Second Window The pick-up window is for paying and grabbing your food—and that's it. "Please try not to order anything at the second window/window where you get your food," a Reddit user begged. "Especially during our busy hours or if you are adding on more than one simple item." 7. Not Having Your Payment Ready Rummaging through your wallet or paying in loose change slows everything down. Get your payment ready while waiting in line, and not at the window. "Don't pay anything like $5 or more in all change," one Reddit user wrote. "Especially in anything not quarters." 8. Having Loud Engines Or Playing Loud Music It's already difficult to hear through a headset. Don't make it worse with obnoxiously loud engines or music. ‘I'm just waiting and waiting': Filipino survivors feel left out of Maui fire recovery efforts
Alfred Dasugo, 84, says he's tired of waiting for help. A Filipino immigrant, Dasugo has called Lahaina home for more than a half century. As a young musician, he performed at the Royal Lahaina Resort with famed ukulele player Nelson Waikiki. Later, he spent 25 years working for Maui county parks and recreation, coaching volleyball and basketball to generations of youths. After the catastrophic 2023 Maui wildfires engulfed the town, killing at least 102 people and destroying more than 2,000 homes, Dasugo bounced between hotels under a temporary housing program fully funded by the Federal Emergency Management Agency (Fema). Then, after 18 months, the agency began charging him rent. Dasugo appealed to Fema, which deducted only a fraction of his rent, leaving him with a hefty bill of $1,215 a month. Unable to afford rent and three meals a day, he tried to get on food stamps, but was told his 'income was too high', even though he was living off social security checks. He applied for a host of temporary housing projects, but none had any openings. The wait time for some modular homes, he said, is two years. 'All I'm doing is just waiting and waiting and waiting,' Dasugo said. Filipinos like Dasugo accounted for about 40% of Lahaina's pre-fire population and form the backbone of its lucrative tourism industry. Two years after the deadliest US wildfire in more than a century, many say they have been left behind in Maui county's wildfire recovery efforts due to long-standing socio-economic disparities, as well as language and cultural barriers. It's a systemic failure that some advocates say reflects Hawaii's colonial history and the exploitation Filipino immigrants have long faced. From 1906 to 1946, the Hawaiian Sugar Planters Association recruited more than 120,000 Filipino migrant laborers, called sakadas, to work on the islands' sugar and pineapple fields. As the Hawaiian economy shifted from plantations to tourism, Filipinos became overrepresented in service jobs. Today, they're the largest immigrant and the largest undocumented group in Hawaii. Filipinos are 'essentially seen and treated as a labor source' at 'the bottom of the social hierarchy in Hawaii', said Nadezna Ortega, a professor at the University of Hawaii at Manoa and executive director of Tagnawa, a Filipino feminist disaster response organization in Hawaii. The disproportionately high number of Filipinos employed in the tourism industry has made them particularly vulnerable to the economic fallout of the wildfires, advocates say, as hotel occupancy rates and related jobs were slow to return to pre-disaster levels. 'Most Filipino families in Lahaina are living paycheck to paycheck, and that was before the fire,' said Eric Arquero, executive director of Kaibigan ng Lahaina, a non-profit supporting Filipinos and immigrants in west Maui. 'We're realizing basic needs like food, healthcare are now taking a secondary, tertiary backseat.' One in three Filipino wildfire survivors has experienced PTSD symptoms, and nearly half are struggling to put food on the table, according to a report from Tagnawa. This financial anxiety has also led to a spike in domestic violence. A more recent report from Tagnawa found that more than half of female Filipino fire survivors reported an increase in conflict at home. One in five said they felt unsafe in places where they sought shelter; a similar number reported engaging in 'survival sex' – kissing, hugging, touching or intercourse – in exchange for housing, food, or clothes. Community organizers say many Filipinos have been left out of relief programs that don't take into consideration their renter status and cultural background. Community surveys found that more than two-thirds of Filipino survivors were renters prior to the fire, but the $1.6bn in federal disaster funds were primarily earmarked for efforts to rebuild owner-occupied homes, leaving little for direct rental assistance. The process of rebuilding Lahaina has been excruciatingly slow for all. As of early August, only 45 homes in Lahaina have been rebuilt, with more than 400 permits issued. No commercial buildings have been rebuilt. The majority of survivors remain in temporary housing or have left the island. In addition, Filipinos in Lahaina primarily speak Ilokano or Tagalog; nearly two-thirds live in non-English speaking households. Yet applications and information about resources are often only in English. 'It's been quite a road for an organization like ours,' said Arquero, of Kaibigan ng Lahaina, whose translators helped bridge the gap between survivors and government agencies. 'The Filipino community here became its own diaspora.' Arquero said direct translations from English to Tagalog and Ilokano were incredibly challenging and time-consuming for an organization that has limited resources and staff. Nelson Salvador, the interim executive director of the Hawaii Workers Center, said the worst might still be forthcoming. Direct assistance programs through Fema are set to expire in six months, and if the government doesn't extend aid, he said evictions could rise after benefits end. In late May, Filipino organizers with the Hawaiian Worker's Center launched the Lahaina Filipino Fire Survivors Association, a grassroots initiative to address the most urgent needs of survivors, including pushing for an extension of Fema assistance, a rental assistance program and a community advisory board made up of renters, including many Filipino families and workers. Another barrier survivors faced is new living arrangements that disrupted traditional support systems. Many lived in multigenerational households, relying on one another for care, and being separated into cramped hotel rooms was often a traumatizing experience. As a result, the mental and physical health of elders suffered from being isolated from loved ones, advocates say. Chamille Serrano, a bank worker, and her family have moved four times in the past two years, going from hotels to Airbnb to a brief period of homelessness. Her grandson, she said, was just two months old when the fire erupted. 'Even when we were moving from one place to another, it was also a full-time job,' said Cerrano, who immigrated from the Philippines to Lahaina in 1987. Since moving into a modular home in Lahaina last December, through a county-funded temporary housing program, she said she's felt more at peace, knowing that her family won't have to uproot their lives again until their old house is rebuilt. But the trauma still lingers. 'Losing that house from my mom and my dad – I have not gotten to the acceptance phase,' she said, her voice breaking. 'It's been two years and it's still fresh for me.' Video: Long Beach man trapped behind California waterfall for 2 days is rescued, officials say
A man trapped behind a waterfall in the Sequoia National Forest was hoisted out by helicopter after being stuck there for two days, according to the Tulare County Sheriff's Office. In a video the office posted to social media on Wednesday, one deputy is seen being lowered from a helicopter into a nook behind the cascading waterfall on the Seven Teacups Trail to reach 46-year-old Ryan Wardwell of Long Beach. Wardwell embarked on the trail Sunday morning to rappel the waterfalls but was reported missing on Monday. He was last seen at the top of the waterfalls on Sunday evening, near the North Fork of the Kern River. The Sheriff's Office identified Wardwell's location using cameras and infrared technology attached to aircraft and devised a rescue plan to retrieve him by dawn the next morning. On Tuesday morning, the Sheriff's Office sent its search-and-rescue team as well as a swift-water dive team to the location. Using a drone, they found Wardwell behind the waterfall, alive and well, the office said. A helicopter from the California Highway Patrol was sent to the scene, and Wardwell was pulled out of the waterfall. Authorities said he was then flown to a landing zone nearby and treated for minor injuries and dehydration. He reunited with his family, who were also at the landing zone. Wardwell told authorities that he had come off of his rappel lines and got trapped behind the waterfall because of the intense river flow. "The TCSO Emergency Services Division reminds the public to always be aware of their environment and capabilities, especially when navigating white water rivers," the Sheriff's Office said in the post. The Seven Teacups Trail, about 4 miles long, is known for its continuous, cascading pools that resemble teacups. The trail runs along Dry Meadow Creek, which flows into the Kern River. Hiking blogs describe the trail as challenging and potentially dangerous for those who are unprepared. It can't be completed solely on foot, and hikers need rope and equipment to rappel down the canyon and to make their way back up. The American Canyoneering Assn. rates the Seven Teacups as Class 3C, which means it has flowing water with strong currents and requires intermediate technical skills. Last August, three hikers drowned while swimming in a whirlpool that unexpectedly formed at the end of the same trail.
