Jammu & Kashmir: US-based Ghulam Nabi Fai declared proclaimed offender by NIA court
A US-based lobbyist, Ghulam Nabi Fai, has been declared a proclaimed offender by an NIA court in Budgam, Jammu and Kashmir. Fai, accused in a UAPA case and residing in the US, has evaded arrest despite warrants. The court has directed him to surrender to the Jammu and Kashmir Police within 30 days.

An NIA court in Budgam district of Jammu and Kashmir on Thursday declared Ghulam Nabi Fai , a US-based lobbyist, a proclaimed offender . "Police in Budgam have successfully secured the declaration of Dr. Ghulam Nabi Fai as a proclaimed offender through the Special Judge, NIA Court, Budgam," a police spokesperson said.Fai, a resident of Wadwan, Budgam, is presently in the US and is an accused in a Unlawful Activities (Prevention) Act (UAPA) case."Despite the issuance of warrants, Fai persistently evaded arrest, obstructing the legal process and avoiding accountability under the law," the spokesman said.In light of his continued non-cooperation and deliberate attempts to conceal himself to evade arrest, the police presented a plea before the court, the spokesperson said.Acting on this plea, the court declared Fai a proclaimed offender on Wednesday.The court has directed Fai to surrender before the Jammu and Kashmir Police within 30 days from the proclamation date.

Odisha Vigilance arrests IAS officer Dhiman Chakma for accepting bribe
Bhubaneswar, June 9 (UNI) Dhiman Chakma, a 2021-batch IAS officer and Sub-Collector of Dharamgarh in Kalahandi, was arrested on Monday by Odisha Vigilance for demanding and accepting a bribe of Rs. 10 lakh from a local businessman. Vigilance officials also recovered Rs. 47 lakh from his official residence during a search operation on Sunday. The IAS officer allegedly demanded a total bribe of Rs. 20 lakh, accepting Rs. 10 lakh as an installment while threatening to take action against the businessman if the payment was not made. With no other option, the complainant reported the matter to the Vigilance authorities. Acting on the complaint, a trap was laid on the night of June 8, and Dhiman Chakma was caught red-handed by a team of Odisha Vigilance in his government quarters at Dharamgarh, taking the bribe from the complainant. The entire bribe amount was recovered from Chakma's possession and seized in the presence of witnesses. Vigilance sources said that both hand-wash tests of Chakma gave positive chemical reactions, confirming acceptance and handling of the bribe money. Following the trap, simultaneous searches were conducted at his government quarters and office chamber in Dharamgarh. During the search, cash amounting to Rs. 47 lakh was unearthed from his residence. As he could not provide a satisfactory explanation for the large sum of money, it was seized. Dhiman Chakma was arrested on Monday and produced before the Vigilance Court in Kalahandi. The Vigilance Cell has registered a case under Section 7 of the Prevention of Corruption (Amendment) Act, 2018, and further investigation is underway. Earlier, Dhiman Chakma joined the Odisha cadre as an Indian Forest Service (IFS) officer of the 2019 batch. After completing his training, he worked as an Assistant Conservator of Forests (ACF) in Baripada, Mayurbhanj, from June 2021. In 2021, after clearing the Civil Services Examination, he was appointed as an IAS officer and assigned to the Odisha cadre. Following his training, he took charge as Sub-Collector, Dharamgarh, Kalahandi, in January 2024 and was serving in this position until his arrest. UNI DP BD

Arrested Arambai Tenggol leader ex-head constable, terminated from service in March: Manipur Police
Imphal, Manipur Police on Monday said Ashem Kanan Singh, arrested by the CBI a day before, was a former head constable in the state police and was terminated from service in March due to involvement in criminal activities. The CBI arrested Singh, a member of Meitei outfit Arambai Tenggol , on Sunday for his alleged involvement in various criminal activities related to the 2023 Manipur violence, officials said. In a post on X, police said, "Ashem Kanan Singh was arrested by CBI in Imphal. He was a Head Constable in Manipur Police till he was terminated from service on 3rd March 2025 for his involvement in various criminal activities, including cross-border smuggling of arms.. "He was arrested for his criminal activities which include several acts of grave nature and involvement in unlawful activities and criminal cases registered against him," police said, adding, "following his arrest, protests erupted from the evening of June 7 in the valley areas of the state with Manipur Police and security forces bringing the situation under control." Earlier, NIA arrested three insurgents in a case related to a deadly attack on security forces that had killed two police commandos and injured several others in Moreh, Tengnoupal district, on January 17, 2024. "One Thangminlen Mate, a member of Kuki Inpi Tengnoupal insurgent outfit, was arrested on May 19, 2025, in Assam's Silchar. Two other accused, part of the team which executed the deadly attack, namely Kamginthang Gangte, a member of the Kuki National Army , and Hentinthang Kipgen @ Thangneo Kipgen, associated with the Village Volunteers group in Churachandpur district, were arrested by the NIA on June 6 from Manipur," police said. Following the arrests, protests and rallies were held, and a shutdown was imposed by some civil society organisations in Tengnoupal and Moreh and Tengnoupal districts on June 6 and 7. In its appeal, police urged the public not to support such protests in connection with the arrests of people involved in unlawful and criminal activities.

China woman's rubbish collection takes over ₹43 crore luxury flat, neighbours flee
In one of Shanghai's most affluent neighbourhoods, a woman's persistent hoarding of rubbish has become a serious issue, sparking widespread complaints and forcing some residents to leave their homes. The woman, surnamed Cheng and in her 60s, lives alone in a sprawling 157 square metre apartment valued at 36 million yuan (approximately ₹43 crore ) in the Huangpu District, reported the South China Morning Post. 'She picks up all kinds of rubbish, from cardboard to bottles and plastic bags to food waste. Her flat is full of rubbish, in the bathtub and on an expensive sofa which was imported from Italy and is valued at more than 200,000 yuan (US$30,000),' said a neighbour identified only as Li. The situation has led to a serious infestation of pests. 'Flies, mosquitoes, cockroaches and centipedes are commonly seen in her home and in the corridor outside. There are even dead mice in the hallway,' Li added. According to a community committee official, the stench on the entire 16th floor, where Cheng resides, has become unbearable. 'A young couple previously living on the 15th floor could not put up with the foul environment, so they sold their flat and moved out,' the official explained. Despite warnings that her behaviour poses a public health risk, Cheng remains defiant. The official noted, 'She refused to listen; instead, she threatened to set the mess on fire.' Attempts to intervene have included reaching out to Cheng's family. While her daughter initially promised to help persuade her mother to clean up, she later refused, stating she did not want to interfere in her mother's affairs. Cheng's husband, who lives separately, has recently been contacted by the committee. He agreed to arrange medical treatment for her in early June, according to the report.
