Magistrate absent since 2019: committee urges pay suspension
The committee on Wednesday also recommended that the NCOP endorse the determination to withhold the remuneration of Ms SS Fredericks, the additional magistrate at Booysens magistrate's court in Johannesburg.
Committee chairperson Jane Seboletswe Mananiso said the recommendation to withhold her remuneration was in terms of the Magistrates Act.
She said the committee's recommendation followed its consideration of the minister of justice and constitutional development's report, tabled in parliament on July 1. The report, dated June 26, was based on advice from the Magistrates Commission after an extended period of unauthorised absence by Fredericks since November 2019, during which she continued to receive full remuneration.
The committee previously heard that the matter was brought to the commission's attention in April 2024, when the secretary of the commission learnt of Fredericks' prolonged absence during a departmental leave management meeting.
Subsequent investigations confirmed her continued absence from her duties at the Booysens magistrate's court, with no official permission or satisfactory explanation provided.
After a series of internal processes — including attempts to engage Fredericks, legal consultations and correspondence with the department of social development — the commission resolved in June this year to recommend a disciplinary hearing and to advise the minister that provisional suspension and the withholding of remuneration were warranted.
Mananiso said the committee found Fredricks' absence had adversely affected the functioning of the court and the administration of justice.
Despite being offered the opportunity to respond, Fredericks had failed to make any representations to the commission.
All reasonable avenues to resolve the matter were exhausted before a recommendation was made.
'Having considered the minister's report concerning the provisional suspension from office of Ms Fredericks, pending the outcome of a hearing into her fitness to hold office as a magistrate, the committee recommends that the NCOP confirm the provisional suspension of Ms Fredericks.
'The committee further recommends that the NCOP resolves to confirm the determination to withhold Ms Fredericks remuneration pending the outcome of the hearing into her fitness to hold office as a magistrate,' Mananiso said.

The Chinese Ambassador to South Africa, Wu Peng, congratulated the students on being awarded scholarships sponsored by the Ministry of Commerce (MOFCOM). A total of 11 South African students received the Chinese government scholarship, while eight students were awarded the Academic Education Programmes scholarship. The students were admitted to top-tier Chinese universities, pursuing degree programmes in fields essential to South Africa's national development, such as cybersecurity, engineering management, biological sciences, and healthcare. Wu encouraged them to immerse themselves in China's rich culture, witness its breathtaking landscapes, and experience the country's modern civilisation, including high-speed rail, digital payments, smart cities, and cutting-edge technologies. "Your experience will prove that choosing to study in China is the right decision," he said. He expressed appreciation to China's partners, including the Department of Higher Education and Training and the Department of Basic Education. "Educational cooperation is an integral part of the China-South Africa All-round Strategic Cooperative Partnership in the New Era," Wu said. He said the Chinese government scholarship served as a vital source of momentum for people-to-people exchanges, supporting South African youth in broadening their horizons, enhancing their capacities, and realising their dreams. Thandazo Sithole, one of the scholarship recipients, expressed her excitement about starting her studies abroad. She said she had always dreamed of doing something special, particularly in innovation and technology, and saw this scholarship as an opportunity to pursue her aspirations. Sithole described the scholarship as more than just an academic opportunity, but a chance for access, representation, and rewriting the narrative for African youth. On behalf of her fellow recipients, she said: "We are not just going to China as students, we are going as ambassadors of our country. This is an opportunity to immerse ourselves in a new culture, learn cutting-edge skills, and gain new ideas that can help shape a better world." Sandisa Maqubela, deputy director at the Department of Higher Education and Training's National Skills Fund, said the partnership between the department and China began in 2012 with an agreement to send 10 students to China and Sweden. While she acknowledged the department's value for its strategic partnership with China, she also noted that the current intake of students for 2025 was relatively small. "As the National Skills Fund, we also like to increase the number to the numbers that we previously had. I think pre-Covid we had more than 50 students who were based in China. Our commitment is that we really want to increase the number of young South Africans who are keen to become part of the global economy," she said.

Mbalula dares US to bring on sanctions against ANC leaders

If it means we have to suffer sanctions from the US, let it be. We will never beg imperialists to subvert our democracy, to subvert our sovereignty,' he said. 'It happened during the period of struggle, it will happen even now, we will never forsake what we fought for … and we are still marching even now.' Mbalula said the ANC had also resolved at its four-day national executive committee meeting held last Friday to Monday to begin speaking to other political parties about joining the government of national unity, a move which would dilute the DA's power. 'The DA wanted to have a marriage between us. Those who want to leave can leave, but this country must not collapse, and it will not collapse at the hands of the ANC; it's going to succeed going forward. Reality TV star Wandi Ndlovu out on bail after uncle's fatal stabbing
Reality TV personality and social media influencer Wandi Ndlovu, 26, and her mother and sister Ntombifuthi have been released on bail after spending two weeks behind bars following the fatal stabbing of her uncle, Linda Ndlovu. The incident occurred during an alleged heated altercation at the family home in Katlehong on a Friday night that stretched into the early hours on Saturday. According to an insider, the dispute began after Wandi's mother confronted the uncle about playing loud music in his backroom. A physical fight allegedly ensued, during which she was injured. Wandi, Ntombifuthi, and a younger sister said to be a minor reportedly went to confront the uncle, and one of them allegedly stabbed him. He was later found outside and died before emergency services personnel could treat him. The family is being represented by attorney Dumisani Mabunda, known for his involvement in the 'Dr' Matthew Lani case. Mabunda celebrated their release outside court on August 5. Police have not yet released a formal statement, and the date for the trio's next court appearance remains unclear.
