KUALA LUMPUR: Shopping malls nationwide will have to provide recycling facilities on their premises to obtain business licences beginning next year, says Nga Kor Ming.
The Housing and Local Government Minister made the announcement, saying it was part of the ongoing initiative to ensure a cleaner Malaysia following success in restricting the use of single use plastic bags last year.
"But there is room for improvement and as such the National Circular Economy Council (NCEC) has decided that beginning Jan 1 next year, all shopping malls be equipped with recycling facilities.
"They must provide such facilities which will become a condition for their business licence.
"Shopping malls that do not have such facilities will not be given business licences from the local councils," he said when wrapping up debates on the Street, Drainage and Building (Amendment) Bill 2025 in Dewan Rakyat on Tuesday (July 22).
The NCEC was set up by the ministry to manage solid waste and accelerate the transition to a more sustainable model for the country.
This includes adopting a waste reduction, reuse, recycling, and resource recovery approach to manage solid waste.
Earlier, Nga informed the august House that the restriction of single use plastic bags campaign last year managed to prevent millions of such plastic bags from being discarded after their use.
"Over 8,000 retailers supported the effort to restrict the use of single use plastic bags," he said.
Meanwhile, Nga also announced that the Cabinet has agreed to designate the Hari Cuci Malaysia in conjunction with the World Clean Up Day on Sept 18 as a national programme.
He said that this year's celebration will be held in Port Dickson and is expected to see 100,000 people participating in the community clean-up programme.
He said the inaugural Hari Cuci Malaysia programme was held last year and it created three new records in the country.
Nga said that 58,000 people participated in the event last year where 4,645 tons of waste was cleaned up in the longest gotong-royong effort between 8am and 8pm.

SST in construction industry among Dewan Rakyat's focus today

KUALA LUMPUR: The government's move to ensure ongoing construction projects are not affected by the Sales and Services Tax (SST) is among the highlights of the Dewan Rakyat sitting on Monday (July 28). According to the Order Paper on the official Parliament website, Yusuf Abd Wahab (GPS-Tanjong Manis) has asked the Works Minister to state the categories of construction projects exempted from SST and what measures the ministry is taking to ensure the tax does not impact ongoing construction projects. He also wanted to know whether the Madani government would consider granting a grace period before imposing the SST on the construction sector. At the same session, Mohd Hasnizan Harun (PN-Hulu Selangor) will ask the Minister of Housing and Local Government about the current policy on the freedom of foreign nationals to operate businesses in Malaysia, especially in the retail sector. He has also requested clarification on the action taken against premises registered under a citizen's name but fully operated by foreign nationals, including cases involving the use of a wife's name who is a citizen. Also to draw attention is a question on the abuse of stray animals, raised by Wong Chen (PH-Subang) to the Minister of Agriculture and Food Security. Wong wishes to know whether the ministry will introduce a comprehensive national framework to address stray animal abuse and whether it will collaborate with non-governmental organisations, local authorities and animal welfare experts to implement an integrated and holistic approach. Following the Q&A session, the Dewan Rakyat sitting is scheduled to proceed with the tabling of two bills for first reading, namely the Cross-Border Insolvency Bill 2025 and the Education (Amendment) Bill 2025. The sitting then continues with the second reading of the Fees (Pengkalan Kubor Ferry) (Validation) Bill 2025, the Poisons (Amendment) Bill 2025 and the Offenders Compulsory Attendance (Amendment) Bill 2025. The Second Meeting of the Fourth Session of the 15th Parliament will be held for 24 days until Aug 28. - Bernama

SST impact on construction, foreign business policies in Dewan Rakyat today

KUALA LUMPUR: The government's efforts to shield ongoing construction projects from the Sales and Services Tax (SST) and policies regulating foreign-owned businesses will take centre stage in today's Dewan Rakyat session. Yusuf Abd Wahab (GPS-Tanjong Manis) has submitted a question to the Works Minister seeking clarity on which construction projects qualify for SST exemptions. He also inquired about measures to prevent the tax from disrupting current projects and whether a grace period before SST implementation is being considered. Meanwhile, Mohd Hasnizan Harun (PN-Hulu Selangor) will question the Housing and Local Government Minister regarding policies on foreign nationals operating businesses in Malaysia, particularly in retail. He seeks details on enforcement against businesses registered under citizens' names but fully managed by foreigners, including cases involving spouses who are citizens. Animal welfare will also be addressed, with Wong Chen (PH-Subang) asking the Agriculture and Food Security Minister if a national framework to combat stray animal abuse will be introduced. Collaboration with NGOs, local authorities, and animal welfare experts is also expected to be discussed. Later in the session, two bills will be tabled for first reading: the Cross-Border Insolvency Bill 2025 and the Education (Amendment) Bill 2025. The sitting will then proceed with second readings of the Fees (Pengkalan Kubor Ferry) (Validation) Bill 2025, the Poisons (Amendment) Bill 2025, and the Offenders Compulsory Attendance (Amendment) Bill 2025.
