Fashion brands move slow on their green promises

The fashion industry is responsible for up to 8% of the world's planet-heating greenhouse gas emissions, according to U.N. figures, which many of its companies have promised to tackle with targets to reach net zero by 2050 or sooner.
Yet researchers, companies and industry insiders say that little has been done to push this along in their supply chains in major textile-producing countries like Bangladesh, India and Cambodia.
"Brands are moving far too slow," said Todd Paglia, executive director of Stand.earth, an environmental non-profit advocacy group based in North America.
In 2025, about a third of the 42 brands surveyed in a recent Stand.earth report cut their emissions by 10%, compared to their baseline years - while 40% of brands saw their emissions grow.
It found that only a fraction of leading brands are providing funding to cut emissions in their supply chains, which puts pressure on factories and suppliers that lack the financial clout to shift towards cleaner processes.
About half of the major global fashion brands have set science-based targets for emission reduction, according to a 2024 report by Fashion Revolution, a non-profit group campaigning for sustainable fashion.
Meanwhile, a large number of brands still lack visible efforts to finance their climate plans and support suppliers to decarbonise.
"What we are seeing is a dangerous disconnect," said Mohiuddin Rubel, a former director of Bangladesh's garment manufacturers' association who is now director at textile maker Denim Expert Ltd.
"Brands are turning their ambitious targets into unfunded mandates placed upon suppliers, who are asked to bear the full financial burden of decarbonising the brands' value chain," he told the Thomson Reuters Foundation.
FINANCING GAP
Apparel manufacturers can cut factory-level emissions by switching to energy efficient equipment, installing renewable energy and using low-emissions transportation.
In Bangladesh, a garment manufacturing hub, 83% of the industry's emissions are due to the on-site burning of fossil fuels, like natural gas, to generate power or run boilers to produce heat and steam, a report by consulting firm FSG said.
Many suppliers balk at the high capital investment needed to replace gas-based boilers with more energy-efficient technologies, like heat pumps, according to a study by the Apparel Impact Institute (AII), a non-profit promoting sustainable investments.
Overall, Bangladeshi fashion suppliers face an investment gap of $4.8 billion for cutting emissions by half by 2030, AII has said.
Clothing makers in India and Vietnam also face challenges in reducing their reliance on fossil fuels in heat and steam generation, which are used to wash, dye and finish fabric production.
About half of the brands surveyed by Stand.earth offered some form of support, but much of it involved assessments and audits to measure the carbon footprint or small-scale pilot projects, said Bangladeshi supplier Rubel.
"This is a drop in the ocean and does not address the systemic, industry-wide transformation required," he said.
Suppliers also need long-term purchase agreements and price premiums from brands that would work as incentives to invest in cleaner production, said Abhishek Bansal, head of sustainability at the Indian textile supplier Arvind Limited.
BRAND ACTION
Only six brands reported that they offered project financing for suppliers' decarbonisation efforts, the Stand.earth report said. Among them is the Swedish retail giant H&M, which has supported 23 smaller suppliers to invest in low-carbon tech.
"Brands need to accept that there will be a cost to climate transition, since expecting no cost for this rapid process is a little bit strange," said Kim Hellstrom, senior sustainability manager at H&M.
The retailer is planning to test energy-efficient thermal technologies in places like China, India and Vietnam.
"The low-carbon technology is here, and you don't need to talk about innovation - but you need to try them first for this industry," said Hellstrom.
If brands put budgets behind their goals, it would establish better partnerships with suppliers, said Kristina Elinder Liljas, senior director of sustainable finance and engagement at AII.
"Everybody has skin in the game: For brands, it's about future-proofing their businesses, and for suppliers, to make sure they remain relevant to the brand they are catering to," she said.

India's garments exports — that have stagnated in the $16-18 billion range over the last 10 years — now face an additional threat. Effective August 1, the Trump administration has more than doubled the tariff on Indian exports to 25%, with a threat of an additional penalty. Major apparel supplier Vietnam, on the other hand, recently secured a last-minute deal to cap US tariffs at 20% on many of its exports — giving it further advantage against India — while Bangladesh, another major competitor, is looking to secure a similar deal as Vietnam in the next few days. (REUTERS) The US imported almost $85 billion worth of garments in 2024, of which India accounted for about $10.5 billion. While the latest tariff announcement can be seen as a setback, India still has three aces up its sleeve to neutralise its impact and push firmly towards its $100 billion textile exports target. These aces are concluding the free trade agreement (FTA) with the EU, ensuring the supply of raw material at competitive prices, and an incentive and reforms package tailored for employment generation through apparel exports. The first ace India must play is to expedite the FTA with the EU. Currently, the EU is the largest garments importer with an import value close to $200 billion. India only captures $5 billion of this against Bangladesh's $25 billion. The primary reason is the 10% duty advantage enjoyed by Bangladesh due to its LDC status, which allows it to export to the EU duty-free. If India were to sign an FTA with the EU on the lines of the recently concluded UK FTA, this disparity will vanish — making Indian exporters highly competitive in the largest market in the world. The second ace India needs to deal is addressing the high cost of raw material for its textile and apparel industry. Cotton, the lifeblood of our textile industry, carries an import duty of around 10% imposed in 2021. Duties are even higher when it comes to synthetic-fibre-based products. For example, the basic customs duty on polyester fabric is 20%, which raises the cost of synthetic fabric in the market. While garment exporters are allowed to import fabrics duty-free under the advance authorisation scheme, it is currently extremely restrictive and rigid. A few simple but far-reaching reforms can enable Indian exporters to access fabric at globally competitive prices, on a par with their Bangladeshi counterparts. First, simplify the input-output norms and allow exporters to import fabrics on self-certification basis with post-export audit, on the lines of the EU. Second, allow exporters to import inputs against export orders or contracts without prior licence. Finally, allow exporters or third parties to pool inputs or maintain bonded warehouses for multi-party use and treat sales of fabric to exporters as deemed exports. In addition to these, rationalisation of import duties on both cotton and synthetic fibres, yarn, and fabrics would eliminate the substantial disability Indian garment exporters face on account of raw material. The third ace that India must play is a package of carefully crafted policy measures and reforms for the garment sector to enhance competitiveness to world-beating levels. Such measures would include a suitable incentive scheme for the garment sector — one that is easy to avail and is export- and job-centric. The scheme would essentially function as an employment-linked incentive (ELI) — rewarding companies not just for production volumes, but for the number of new jobs they create and sustain in the sector. For it to be truly effective, such a scheme should be skewed towards large manufacturing units that employ, say, 1,000+ workers, to drive economies of scale and higher productivity. The government must also extend the Rebate of State & Central Taxes and Levies (RoSCTL) — which refunds embedded taxes to exporters — beyond 2026 to keep Indian apparel prices competitive globally. In addition to incentives, the government must fast-track the completion and operationalisation of the new PM MITRA textile parks. These parks should become magnets for textile and garment manufacturers through world-class infrastructure, responsive governance, and easier regulation around land, labour, and environment. The goal must be to make India the supplier of choice in terms of cost and reliability. The apparel sector can lift millions out of poverty, as seen in Bangladesh, where garment work has empowered women at scale. India can replicate and surpass that model by consciously steering policy to favour labour-intensive growth. The encouraging news is that global brands are already showing interest. From Japan to West Asia, buyers are in talks to tap into India's expanding production capacity and favourable incentive structure. This confidence, combined with the right policy push, could help India achieve the government's ambitious target of $100 billion in textile and apparel exports by 2030, up from roughly $30-40 billion (including yarn and fabric) today. Achieving this would vault India into the upper ranks of global apparel exporters, close in on rivals and create an estimated 2.5 crore new jobs by 2030 — a transformation with profound social and economic benefits. In a letter addressed to the foreign affairs adviser of Bangladesh, the Fish Importers' Association (Kolkata) has urged the government to grant permission for Hilsa exports, highlighting the festival's cultural and culinary importance. The letter also outlines several challenges faced in previous years and proposes policy changes to ensure smoother trade. Speaking to News18, Anwar Maksud, president of the association, said: 'We are trying our level best to bring Bangladeshi Hilsa to Indian markets this year. As always, the demand during Durga Puja is immense." The letter notes that while export permits are typically issued ahead of the festival, the full quantity sanctioned is rarely exported. The reasons cited include a short export window (usually 30–45 days), which is insufficient to handle large volumes, as well as the fact that many permit holders are not directly involved in the fish trade and often acquire licenses as political favours or to sell them to actual exporters, creating bottlenecks in the process. Data from the past six years shows a consistent shortfall in actual exports, with only 15–25 per cent of the permitted quantity being exported in 2023 and 2024. The exceptions were 2019 and 2020, when the full quota was met. • Flexible export timelines instead of rigid, short deadlines. • Stricter scrutiny to ensure permits are only granted to genuine industry players. • Early issuance of permits to allow adequate preparation and logistical planning. The letter also includes supporting data and trends, pointing out that the gap between permitted and actual exports has widened in recent years. It emphasises that without timely and meaningful reforms, the Padma Hilsa—a delicacy cherished across Bengal—may continue to remain out of reach for many during the festive season. The association concluded its appeal by congratulating the Bangladesh government on completing one year in office and expressing hope for renewed cooperation and stronger bilateral trade ties.
