Goa housing board to collaborate with private players to provide affordable homes

Goa Housing Board
(GHB) has decided to undertake all upcoming residential and commercial projects through a joint venture to provide quality construction to Goans.
The GHB will design residential and commercial properties, and private players will be involved to complete the projects on a sharing basis.

affordable housing

Goa
. 'Sharing would be on the basis of floor area ratio (FAR) between the board and the private player,' he said.
Arolkar mentioned that through the joint venture, the board is likely to gain an additional 20% profit besides the profits from projects undertaken by the board itself. In the joint venture, the housing board's investment will solely be land, Arolkar said.
He explained that when he took over as the chairman of the board, its financial condition was negative. 'I saw that the quality of construction was poor, resulting in no buyers for the existing flats and row villas despite repeated auctions,' he said.
The chairman said that considering all the facts, the board has decided to develop residential and commercial properties through the joint venture.
'The land would belong to the board. We will design and plan residential and commercial complexes and put them up for auction,' Arolkar said. 'Private players will bid for projects, and the highest bidder will be selected to complete a project on a sharing basis.'
Arolkar noted that involving private players will help the board complete projects with quality construction without any issues, and the money generated from the projects would be utilised to purchase new properties for the board.
'We have almost completed the existing properties. The board has no money to purchase new properties to develop for Goans,' Arolkar said. 'The joint venture will help generate revenue as the board is an autonomous body, and that money will be used to purchase new properties in Goa for development.'
Arolkar added that affordable housing can be provided to Goans only by the housing board, and that is the reason the board decided to develop the projects through a joint venture.

The minister said Tarifa, which lies at the southern tip of the Iberian Peninsula and is known for its windy beaches, has transformed itself into the 'wind capital of Europe' through kitesurfing and windsurfing. He said this shows how targeted positioning can help attract 'quality' tourists and create a thriving sports economy. 'Goa is uniquely positioned to become a premier beach sports destination. With over 100 km of pristine coastline, favourable marine conditions and a globally recognised tourism brand, our state offers ideal conditions for beach and water-based sports, such as volleyball, football, windsurfing, sailing, regattas, surfing, kiteboarding and beach cricket. The year-round pleasant climate, scenic beaches like Morjim, Arambol, Calangute and Colva and robust hospitality infrastructure enable hosting high-profile events across multiple seasons,' Khaunte said. He was responding to a calling attention motion moved by MGP MLA Jit Arolkar in the Assembly on Friday. Arolkar said there was an urgent need to position Goa 'not just as a tourist state, but also as a beach sports destination'. 'Countries like Australia, Brazil and Thailand have successfully promoted beach sports like volleyball, surfing, beach cricket, and kiteboarding to attract quality tourists and extend the tourist season. I urge the government to aggressively position Goa as a beach sports tourist destination by identifying beaches like Morjim, Arambol, Calangute, Colva and others and create the best infrastructure to host national and international beach sports events,' Arolkar said. Khaunte said the state has a proven track record of hosting global sporting events, citing the successful hosting of Ironman 70.3 Triathlon, the Rainforest Challenge, Beach Volleyball World Tour, and the World Table Tennis Star Contender. 'These events are not just competitions. They stimulate high-value tourism, generate employment, benefit allied sectors and strengthen brand Goa on the global map,' the minister said. Khaunte said the Tourism department envisions expanding coastal sports tourism through developing flagship sailing and regatta events, leveraging Goa's natural marine advantages, establishing dedicated beach sports infrastructure at identified locations, partnering with national and international sporting bodies for recurring events in disciplines like beach volleyball, windsurfing, and kiteboarding and curating integrated sports and leisure festivals to enhance spectator engagement and extend tourist stays. 'Positioning Goa as a premier beach sports tourism hub will require joint and coordinated efforts between the department of Tourism, department of Sports and other line departments to align infrastructure, event promotion, and talent development,' he said.

Panaji: Aiming to establish Goa as the creative capital of the country, the newly-formulated Goa startup policy 2025 is set to try to promote entrepreneurship among women, with special incentives for women entrepreneurs , and provide employment to 10,000 Goan youths. The policy aims to establish Goa as a beacon for startups, innovation, and entrepreneurship. It seeks to drive economic prosperity and create job opportunities, thus earning recognition as a premier destination at the national and international levels by 2028. The state cabinet approved the policy this week. The policy's mission is to catalyse the growth of Goa's startup ecosystem through specific and measurable goals that align with its vision. This includes fostering an environment where 1,000 startups can thrive, providing 10,000 Goans with meaningful employment within startup ventures, and enabling 100 startups to access venture funding, allowing them to scale their innovations and broaden their impact. The policy objectives are to nurture an environment that encourages innovation, risk-taking, and entrepreneurial thinking. It actively supports startups focused on pioneering products, processes, or services and provides startups with access to essential resources, including mentorship, networking, and investment opportunities. The policy aims to create conditions that facilitate the growth and expansion of startups, encourage the active participation of women and other underrepresented groups in entrepreneurship, and back startups dedicated to creating positive social and environmental impacts. It collaborates with institutions and renowned foundations to offer training and resources for building the skills necessary for startup advancement, enabling startups to compete effectively in national and international markets, and simplifying and expediting administrative processes to reduce bureaucratic hurdles for startups. The policy states that to facilitate the creation of dedicated funds for providing various types of support and impetus to startups, the campus innovation scheme, promotion and marketing assistance scheme, skill enhancement scheme, women entrepreneur vitality scheme, R&D reimbursement scheme, salary reimbursement scheme, lease subsidy scheme, and seed capital grant will be implemented. State govt notified the policy in Oct 2021 and re-notified it again in Aug 2022 with a vision to make Goa one of the most preferred startup destinations in India and feature in the top 25 startup destinations in Asia. 'This policy was crucial for promoting startups and also for creating a robust startup ecosystem,' the cabinet said. There are currently 279 startups certified by the state, and incentives amounting to Rs 4 crore have been disbursed for startups against various schemes under the policy. State govt envisions that facilitating entrepreneurship would lead to value creation and job creation. The policy also intends the proliferation of startups and the unleashing of economic opportunities across Goa. 'While govt is committed to promoting entrepreneurs from Goa and generating employment for Goans, the state is open to attracting the best and brightest technology talent from different parts of the world. The infusion of high-end talent will have a positive effect on the state's economic growth, the state's skill quotient, and will enable local Goans to become one of the most sought-after talent pools nationally and globally,' the cabinet said. 'Based on the changing dynamics of the technology industry, entrepreneurs, human capital, and the ever-evolving nature of the startup ecosystem, the policy is sought to be revised to foster innovative startups by providing necessary infrastructure, connecting communities to enable sharing of ideas, experience, and knowledge, and mitigating regulatory and other challenges that impede innovation,' the cabinet said. Porvorim: During the discussion on demands for grants in the assembly, MLAs across party lines strongly urged govt to prioritise local interests in the mining policy, stressing work opportunities and business prospects for Goans. MLA Carlos Ferreira brought the attention of the House to research by Nandakumar Kamat, who has flagged the possibility of gold deposits in Goa's soil. Ferreira said that if Kamat is proven correct, gold mining could generate substantial revenue for the state coffers. The issue of employment for mining-affected communities took centre stage when MLA Chandrakant Shetye sought the chief minister's intervention to resolve the 'settlement' concerns of mining employees in his constituency. Shetye pointed to a concerning trend where mining firms are increasingly engaging machinery and services from outside operators, effectively sidelining local workers and businesses. 'All jobs created in the mining sector should first go to the mining-affected people of Goa,' Shetye said. He stressed the need for policy measures that ensure local communities benefit from mining activities. Opposition leader, Yuri Alemao, raised concerns over illegal sand extraction operations occurring under the cover of darkness across various places in the state. He called for immediate action against the perpetrators of these unauthorised mining activities.
