CST Launches Public Consultation on Global AI Hub Law

The Communications, Space, and Technology Commission (CST) has opened a public consultation on the proposed Global AI Hub Law, inviting input from stakeholders worldwide. This initiative aims to establish a forward-looking legal and regulatory framework that attracts high-quality investments in technology—particularly in artificial intelligence and data centers.
According to a CST press release, the law is designed to reinforce Saudi Arabia's position as a global digital hub and a leading force in the international digital economy. It promotes innovation, entrepreneurship, and research in advanced technologies, while also enabling the development of sovereign data centers to ensure service continuity and cross-border data sovereignty. The law also supports investment in data and AI services to stimulate market growth and strengthen sustainable digital infrastructure.
Proposal Outlines 3 Advanced Hosting Models: Private Center : Designed to host international data and services within the Kingdom.

Virtual Center: Both aimed at attracting major AI and cloud computing companies to serve global clients from within Saudi Arabia, offering varying levels of sovereignty and privileges.
The law aligns with international agreements and global best practices.
CST encourages feedback from government bodies, private sector entities, investors, and the general public. Contributions can be submitted from April 14 to May 14, 2025, via the official consultation portal: istitlaa.ncc.gov.sa.

The release also highlights Saudi Arabia's advanced digital infrastructure, ranking second among G20 nations in the 2024 ICT Development Index by the International Telecommunication Union (ITU). Finally, the Kingdom's telecom and tech markets reached SAR 166 billion in 2023, marking it as the largest and fastest-growing in the MENA region and a global leader in technology adoption and development.

Approval of appointing Alzoman, Alfahad & Alhajjaj professional services Chartered Accountants as the company's external auditor from among the nominated firms based on the recommendation of the Audit Committee, to examine, review, and audit the financial statements for Q2, Q3, and the annual financials of 2025, and Q1 of 2026, with a total fee of SAR 390,000. 5. Approval of allowing Board Member Mr. Faisal bin Abdullah Al-Omaiqan to engage in activities competing with the company's business. 6. Approval of authorizing the Board of Directors with the powers of the Ordinary General Assembly as stated in paragraph (1) of Article 27 of the Companies Law for a period of one year from the date of this General Assembly's approval or until the end of the term of the authorized Board, whichever comes first, in accordance with the relevant executive regulations for listed joint-stock companies. 7. Approval of discharging the members of the Board of Directors from liability for the fiscal year ending December 31, 2024. 8. Approval of the Board of Directors' recommendation to distribute cash dividends amounting to SAR 11,908,359 (eleven million, nine hundred eight thousand, three hundred fifty-nine Saudi riyals) to shareholders for the fiscal period ending December 31, 2024, at SAR 0.25 per share, representing 25% of the nominal value of the share. These involve a lease contract for administrative offices and showrooms located in Al-Nuzha district, Riyadh. These contracts were executed in the ordinary course of business and under prevailing commercial terms without preferential conditions. 12. Approval of business and contracts to be concluded between the company and Mosakhan Waraq Enab Food Services Establishment, in which Board Members Mr. Faisal Abdullah Ibrahim Al-Omaiqan and Mr. Ibrahim Abdullah Ibrahim Al-Omaiqan have an indirect interest. The contract is for the sale of food products with a one-year term. The total value of transactions in 2024 amounted to SAR 597,099 (exclusive of VAT). CST, Aramco Digital Launch AI-Powered Crowd Management Trial at Holy Sites

With support from the Communications, Space and Technology Commission (CST), Aramco Digital has successfully conducted a trial of an AI-powered crowd management system at the Holy Sites. Enabled through a license for the National Specialized Communications Network, the trial aimed to enhance operational efficiency and safety during peak pilgrimage periods. The initiative was carried out in partnership with the High Commission for Industrial Security (HCIS), the Saudi Water Authority, and Saudi Arabia Railways. CST Key figures attended the trial, including CST Acting Governor Eng. Haytham AlOhali, Aramco Digital CEO Eng. Nabil Al-Nuaim, HCIS Assistant Governor Eng. Ibrahim Al Abu Issa, and Aramco Connect President Eng. Eid AlHarbi. Aramco Digital Board Chairman Eng. Ahmad Al-Khowaiter joined the event virtually from Dhahran. According to CST, the system enables real-time voice and video communication among operational teams during the Hajj season, ensuring consistent, high-quality services for pilgrims. The trial also demonstrated secure, high-performance connectivity with instant responsiveness, unaffected by network congestion. A key highlight was the use of edge artificial intelligence (Edge AI) for real-time crowd analytics. By processing video and image data at the edge, the system allowed for immediate decision-making and reduced network load, significantly improving overall operational responsiveness. The trial operated on a dedicated wireless communication network in the 450 MHz frequency band, licensed to Aramco Digital in October 2024. This initiative underscores CST's commitment to leveraging digital infrastructure to support critical sectors during Hajj. It also exemplifies the strength of public-private collaboration in enhancing safety, efficiency, and the overall experience for pilgrims. Prince Turki bin Talal bin Abdulaziz, Governor of Aseer Region and Chairman of ARDARA, officially announced the launch of ARDARA's first modern lifestyle community at AlWadi. The announcement took place during the second Aseer Investment Forum, held at King Khalid University in Abha, and included new details about this landmark destination. ARDARA, fully owned by the Public Investment Fund (PIF), is leading the development. This milestone project highlights ARDARA's mission to create integrated residential and tourism destinations that elevate the Aseer Region's profile within the national development framework. It reflects the company's strong commitment to sustainable urban planning and enhancing quality of life. The initial phase of the project includes a diverse range of offerings: A five-star hotel with approximately 180 rooms A four-star hotel featuring around 245 rooms 40 luxury branded apartments and 42 luxury branded villas 62 premium apartments 4,500 square meters of high-end retail space Public amenities such as walking and cycling paths, and environmentally friendly mobility solutions In pursuit of world-class hospitality standards, ARDARA has signed a letter of intent with Hilton to operate a Waldorf Astoria hotel within the development. Further expanding its vision, ARDARA signed a memorandum of understanding (MoU) with Sumou Holding to develop future phases of AlWadi. These will include mixed-use urban communities that integrate residential, hospitality, and entertainment elements—aligned with the National Tourism Strategy and grounded in principles of sustainability and smart urban development. The potential value of this partnership stands at SAR 1 billion. ARDARA, SEDCO ARDARA also entered a strategic MoU with SEDCO Capital to manage an investment fund worth SAR 1 billion for the development of an urban project in Abha. Additionally, the initiative aims to blend residential, hospitality, and entertainment components to drive economic and tourism growth in the Aseer Region. Furthermore, ARDARA signed an MoU with Southern Province Cement Company to promote sustainable urban development practices. The agreement covers the supply of eco-friendly 'green cement,' joint greening and community initiatives, and technical knowledge sharing—contributing to both environmental sustainability and construction excellence across the region. 'The launch of our first lifestyle community in AlWadi represents a unique investment opportunity in Aseer,' said Naif bin Saleh Al-Hamdan, Managing Director of ARDARA. 'It offers exclusive waterfront properties and a vibrant community that honors Saudi heritage while embracing modern living. Finally, the strategic partnerships we announced today underscore our commitment to innovation, sustainability, and investment value—fully aligned with the Public Investment Fund's initiatives and Saudi Vision 2030.'
