A Year After Tragedy, They Are Still Waiting For Justice
2
New Delhi: A year after the death of three civil services aspirants at Rau's IAS Study Circle in Old Rajendra Nagar, the family of Nevin Dalvin, one of the trio who was drowned in the flooded basement library, is transforming its grief into a memorial.
Dalvin's memory will live on, symbolically, in a library bearing his name in Thiruvananthapuram.
The library will be located at the family home in the Kerala capital and will not only house a collection of books, but also exhibit the young man's personal belongings. The purpose of the family initiative is to create a space that fosters learning and provide access to books, study materials and other educational resources, particularly to the underprivileged children and students.
By offering these resources locally, the family hopes to reduce the need for students to travel long distances, especially to faraway Delhi, for their studies.
The family is also opening a hall. "Scheduled to be inaugurated on the anniversary of the tragedy on July 27, the hall will be available to underprivileged families for holding functions," Dr Lanclet, Dalvin's mother, told TOI. "We published two books based on Nevin's dissertations for his MPhil and MA," the mother added.

Despite numerous assurances of support, the Dalvin family only received Rs 10 lakh from Delhi govt as compensation. "No additional help came through," confirmed Lanclet. "Libraries bearing the names of those who died were promised, but this also didn't happen."
Meanwhile, the families of Tanya Soni and Shreya Yadav, the other two who died that fateful day, similarly struggle to come to terms with the tragedy. Soni's family is frustrated at the slow legal process.
Vijay Kumar, Soni's father, said they had asked their son to return home from Hyderabad after the death of the daughter. He was undertaking the IIT foundation course there. "My wife, Babita, cries often. I stay strong for the family, but we feel Tanya's absence every day," he said.
Their elder daughter is pursuing a BTech degree in Amethi, Uttar Pradesh. The family lives in Telangana.
Kumar added that while some Delhi coaching institutes initially promised help, only a few followed through.
"Delhi govt gave us Rs 10 lakh, but most others never responded. I'm frustrated with the slow court proceedings. We are still waiting for justice," he sighed.
Shreya Yadav's uncle, Dharmender Yadav, said, "The family has completely withdrawn from social life." Dharmender described Shreya as the emotional glue holding the family together. "Always cheerful and full of life, she constantly encouraged her brothers and cousins," he added.
The toll on Shreya's elder brother, a journalism graduate, was especially harsh. He was forced to abandon his career ambitions and return home to Ambedkar Nagar in UP. Dharmender said the family received Rs 10 lakh as compensation from govt. He added, "After the incident, I personally know three-four youngsters who were so disturbed that they moved from Delhi and returned to UP to prepare for their civil services exams from there.
"
Dharmender expressed frustration, saying, "If stronger and more decisive legal action were taken, it could have set a precedent. Unfortunately, justice remains incomplete."

State board to hold Class XII exam twice yearly from 2027
1 2 Guwahati: In line with CBSE's decision to conduct board examination twice a year, Assam State School Education Board (ASSEB) will also offer students a second chance to appear in Class 12 state board examination from 2027, ASSEB officials said on Monday. The second round of examinations will be held within three months of the declaration of results of the first chance. The ASSEB recently decided to conduct the repeat & compartmental examination for the Class 12 board examinees within three months from the date of declaration of the Class 12 final examination results. This is in line with the National Education Policy 2020 suggestions. A source in ASSEB told TOI on Monday that the board has decided to conduct repeat & compartmental examination in the same year, and allow students to appear in the second chance depending on their eligibility. Usually, repeat examination is for those who have already passed the exams but are attempting to improve their performance, whereas a compartmental is for those who failed in the examination. The Academic Regulations for Secondary Courses (Class XI & XII), 2025 of ASSEB, that was recently finalised, endorses this move. As per the existing rules, for Class 12 board examinees, chance to appear for repeat or compartmental examination already exists, but they are not allowed to appear for the exam in the same year. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it legal? "The plan is to give a chance to students, whether he or she passed or failed, to appear in the repeat or compartmental examination for Class 12 boards within three months from declaration of the results. This move can save one valuable year for the students," the source said. According to the source, a student must appear in the first Class 12 examination to be held in Feb-March to be eligible for the next one. According to the source, ASSEB may also bring some changes to Class 10 state board exams from 2027, giving chance to students to improve their results by appearing for the second round in the same year. The system of allowing a student to appear for the Class X exam a second time has been in place in Assam for last several years. However, to appear for the second round, a student must fulfil two conditions — get minimum 170 marks in the main board examination and should not fail in more than three subjects. However, if already passed candidates have to be allowed to appear again in the same year, ASSEB will have to bring some more changes in the regulations.

Lakhs witness grand consecration event at Tiruchendur Subramaniya Swamy Temple
Tuticorin: Lakhs of devotees gathered in Tiruchendur to witness the consecration (Kumbabishekam) of the Arulmigu Subramaniya Swamy Temple, which was performed early on Monday morning, after a gap of 16 years. Elaborate religious ceremonies and tight security arrangements were in place to manage the large turnout of devotees. The rituals began well before dawn around 2am. The ceremony was conducted between 6.15am and 650 am. The holy water was poured over the rajagopuram, shanmugha vimanam, and other temple towers by priests at 6.22am. The water was drawn from the yagasalai and carried in more than 700 silver-plated sacred pots, following a sequence of vedic procedures. The main ceremonies were conducted in a specially constructed 8,000sqft yagasalai, where 71 homa kundams were set up. Of these, 49 were dedicated to Lord Shanmugar, while others were assigned to Jayanthinathar, Natarajar, Perumal, and several parivara deities. Tamil Thirumurai verses were recited during the rituals instead of Sanskrit mantras. As devotees were not allowed inside the temple during the main ritual, the ceremonies were live-streamed on 70 large LED screens installed at various locations across the town, allowing people to view the proceedings from a safe distance. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it legal? How to get Internet without paying a subscription? Techno Mag Learn More Undo The event also marked the culmination of a large-scale temple renovation effort launched in 2022 at a cost of 300 crore. Several structural and infrastructure improvements were completed in preparation for the kumbabishekam. Hindu religious and charitable endowments (HR&CE) minister P K Sekar Babu and fisheries and animal husbandry minister Anitha R Radhakrishnan participated in the final stages of the ritual, including the ceremonial flag waving that signalled the conclusion of the purnahuti (fire ritual). Former Union minister Pon Radhakrishnan was also present, along with senior officials from the HR&CE epartment and other govt departments. Religious heads from mutts including Sringeri and Kanchi also attended the event and offered prayers. Following the conclusion of the consecration rituals, 20 drone sprayers flew over the seashore area, showering devotees with holy water as part of the final blessing ceremony. Each drone carried 10 litres of sanctified water and completed three rounds of spraying. A total of 6,000 police personnel were deployed, while 550 fire and rescue personnel were stationed in and around the temple with 20 fire tenders. Two State Disaster Response Force (SDRF) teams remained on standby. The coastal zone was closely monitored, and local fishermen were engaged to assist with any potential emergencies along the shoreline. First-aid booths and mobile medical units were set up at key points, especially along the beach where devotees were allowed to gather. To facilitate transportation, three temporary bus terminals were created on approach roads from Tirunelveli, Tuticorin, and Nagercoil. Parking facilities were arranged at 18 designated areas, accommodating more than 20,000 buses and 10,000 private vehicles.
